Avocats Sans Frontières (ASF) is a development aid non-governmental organization whose work focuses on giving access to justice and protecting the fundamental rights of all people with a focus on most marginalised groups.
Scope of the position
The Knowledge Manager in Access to Justice coordinates the Monitoring and Evaluation processes within the ASF country offices of Uganda and Burundi. He/she is responsible to manage and capitalize learning acquired through project implementation and feed it back into program and project plans. He/she is in charge of project reporting to donors, including timely submissions and integration of lessons learnt and knowledge gained.
The Knowledge Manager in Access to Justice enjoys a high level of autonomy. He/she reports to the Country Director Uganda & Burundi and works in a functional link with the Coordinators of Programs (CoP), who are responsible for the operational plans and the project officers/coordinators of the Uganda and Burundi programs.
Key responsibilities include
– Monitoring and evaluation
o Acts as the focal person for the implementation of the Institutional M&E Device within programs and projects;
o Is responsible for the quality control of ASF interventions, in particular to ensure the quality and efficiency of the projects’ logical frameworks;
o Supports project officers/coordinators and partners in developing and implementing M&E systems and tools at project level;
o Supervises the consolidation of M&E data from projects and manages the databases of all projects;
o In collaboration with the CoPs, supports the evaluation, survey and research activities implemented at project level. He/she brings technical expertise on research and analytical processes and ensures that the results are integrated into learning plans, project plans and program formulation;
o Coordinates the research-action in Access to Justice under the Burundi programme. – Knowledge and Learning o Acts as the focal point for the development and the implementation of the Learning and Expertise policies within ASF in collaboration with other ASF country offices;
o Capitalizes lessons learnt and knowledge gained through project activities and ensures their integration into program formulation, project planning and evaluation processes;
o Creates and facilitates spaces for learning within and outside projects and ensures the diffusion of knowledge gained. – Grant Management
o Coordinates reporting processes (intermediary and final) across all projects, integrates learning into reports and ensures quality control of all reports before submission; o Ensures the timely submission of reports and the implementation and respect of donor specific policies and procedures; o Centralizes and archives grants’ contracting documents; o Ensure that projects’ grant agreements, reports, amendment and any other relevant document as pertain the grant administration are archived.
Requirements
Bachelor of Arts or Master’s in Law or Social Sciences
At least 3 years of relevant experience in project M&E, Knowledge management and grant management in the sectors of Human rights, Governance and/or Rule of Law
Knowledge & Skills
Professional experience in the African Great Lakes’ region is an asset
Strong communication and representation skills
Leadership abilities and ability to work in a team
Strong interpersonal communication skills
Commitment to the ASF mandate
Ability to work in multicultural environments
IT: High level of computer literacy (Office package)
Languages: Fluency in spoken and written French and English is required
We offer
– A fixed term contract of 12 months (possibility of renewal)
– Gross monthly salary between €2,208.10 and €2,781.80 according to our salary grid and the candidate’s level of experience
– Expatriation allowance
– Fixed monthly housing allowance + a settling-in allowance – Repatriation insurance funded by ASF
– Health insurance funded by the expatriate
– 25 days of paid annual leave based on the number of months worked
– A round trip plane ticket to join the mission at the start of the contract and return to the country of origin at the end of the contract. (In case of a year long contract, one round trip ticket toward the country of origin of the expatriate after the first 6 months of the contract) – Family duty station
