Reporting to the Planning Supervisor this position is responsible for the planning of crane movement working on the vessel and the vessel cargo discharge/load operations. The planner should consider vessel stability, safety, and an efficient yard and vessel operation. The position also overlooks the operations of the vessel during the port call. Yard Planning is responsible for controlling and planning the complete yard process in order to achieve maximum productivity and efficiency with due consideration to vessel and inter-modal operations. Monitors and controls the Operations visualization system to update the respective leaders on the live operational status.

PRINCIPAL ACCOUNTABILITIES

Responsible for receiving and providing vessel stowage information from and to vessel operator.

Work in line with Shared Planning Center (SPC) team to ensure efficient and highly productive planning with due consideration to the vessel stability and safety under load and discharge.

Preparation and execution of vessel discharge and load sequence to support, achieve & sustain productivity targets per quay crane operation

Send or share the terminal welcome note with the vessel calling the terminal.

Prepares and communicates vessel load plans and vessel work plans.

Meet vessel C/O on arrival to finalize the operational load plan and on operation complete to provide the final departure EDI’’s or documents

Monitors the execution of the vessel operation plan when alongside, maintaining ownership and assistance if planning disturbances occur during the port call. 

Keeps the quay-operation and vessel administration systems updated.

Review the operation data upon vessel completion and report the TDR/TPR to the vessel operator within the agreed Service-Level Agreement (SLA) timeline of 4 hours.

Logging or filing of related planning information or documentation in accordance with the terminal vessel planning procedure

Plan the entire yard operations to improve yard productivity and remove waste.

Ensure all General Cargo (GC) operations are planned in the Terminal Operating System (TOS) as well and monitor the operations.

Monitor and control the operations visualization system and continue to update the respective leaders on the operational status and flag any unsafe act or condition immediately.

Required to provide reports when requested.

Yard Planning

Manage continuous process of yard integrity, while performing on-going space utilization analysis.

Responsible daily for ensuring that the yard operation runs in a manner that achieves maximum productivity and efficiency, with 100% system integrity as it relates to equipment location.

Provides strategic yard lay-out settings and maintains vessel library.

Create and maintain a yard set up which supports the terminals productivity targets per quay crane operation & truck turn-times.

Ensure that equipment location information has 100% accuracy & integrity.

Reduce redundant yard moves to less than 5 % of the total movement.

Check and support an accurate and efficient information flow on the terminal related to all yard activities.

In co-operation with other planning staff set the overall yard strategy by assigning flexible allocation per service.

Control yard space allocation by service, nominated vessel, pod, equipment type, special handling (i.e., hazardous, temperature controlled etc.) for empty and loaded equipment.

Monitor and fine-tune the terminal operating system in order to ensure that yard planning is satisfactory and meets the strategy requirements.

Prepare the ‘yard work plan’ on a daily basis and communicate to relevant persons where the equipment has to be located.

Prepare the workflow related to housekeeping, empty movement, corrections etc.

Report on a daily/weekly basis on the status of production, yard density, equipment utilization and strategy/allocation changes.

Nominate empty equipment for shipment as directed by the concerned shipping line.

Serves as a backup to the dispatchers when required.

General

Provides the vessel & yard operation administration.

Acts as a focal point for vessel and yard planning activities.

Identifies and solves problems and issues on a daily basis, usually of a moderate to highly complex nature.

Reports problems and issues especially issues of complexity or impact on the operation.

The key impact of this incumbent will be the maintenance of operational efficiencies in the terminal. Responsibility for the execution of day-to-day operational activities.

The position is well defined.

CRITICAL KNOWLEDGE AND EXPERIENCE

High school diploma plus a college degree in Logistics, Operations Management, or related discipline. 

Requires at least 2 or more years of previous experience as a vessel planner for a container terminal operation. Previous experience as a dispatcher in a container terminal environment will be an advantage.         

Requires very good knowledge of container vessel stowage and stability criteria.

Requires good knowledge of yard lay-out and operating techniques.

Requires good knowledge of TOS vessel planning systems

Preferable if applicant has certificate in hazardous cargo handling.

Has familiarity with the strict implementation of international standards of safe working practices within marine, stevedoring and terminal operations.
