We are looking for
A Partnership Manager
Context: Irak, based in Erbil
Length of contract: 6 months, starting on February the 15th, 2020. Please note this position is subject to fundings.
The position:
In collaboration with the Deputy Country Director, the Heads of Departments and the Field Coordinators, you are the person in charge of developing our Iraq’s partnership approach and strategy: you develop the systems & processes for managing partnerships & support as well as building capacities of the teams in partnership management.
You ensure that Action Against Hunger is considering various types of partnerships, including LNGO, CSO, private sector, consortium, cooperatives, local authorities, etc.
More specifically:
You coordinate and lead the development of Action Against Hunger Iraq’s partnership strategy
Mapping and analysis of national NGOs working in areas and sectors of ACF operation
Coordinating with DCD and other key staff members to define partnership approach across various partnership modalities
Acting as partnership lead for ACF Iraq, coordinating with other country offices and HQ on regional or global initiatives on partnership
You lead the development of systems and processes for managing local partnerships
Developing the process and tools for partners identification and selection
Defining the partner vetting and due diligence processes
Establishing standard MOUs, sub-agreements and other processes to manage partnerships
You provide technical support and advice on selection, design and management of local partnerships
Supporting the teams in identifying relevant national NGOs and initiate calls for partnership proposals
Facilitating the assessment, selection and vetting process for local partners
Supporting the project design and proposal development of projects including local partners
Closely working with programs and MEAL teams to develop and implement MEAL plans for partners
Monitoring and conducting lessons learned and evaluations of partnerships
You build capacity of partners and Action Against Hunger Iraq staff to manage partnerships
Supporting the development and implementation of capacity development plans for partners
Supporting the bases to manage partnerships: conduct workshops with Program Managers, provide technical support, advice and on the field trainings
Facilitating lessons learnt meetings or workshops on specific partnership experiences
The applicant:
You hold a Master’s degree in fundraising, public relations, communications, development, humanitarian aid or international relations.
You have a significant field experience within the international humanitarian sector in similar contexts directly engaged with project management linked to partnership development and capacity building.
You have strong understanding and commitment to partnership principles as well as a good knowledge of donor compliance and rules and regulations
You have strong interpersonal and communication skills that enable you federate staff and stakeholders around a common objective.
You are proactive, self-starter with good organisational skills that enable you to autonomously lead a follow-up transversal projects.
You have full proficiency in spoken and written English; Arabic and/or Kurdish would be an advantage
Status:
- Monthly gross salary from 2 412€ to 3 129€ upon experience.
- Per diem and living allowance: 456€ net – paid in the field
- + 150€ as country allowance
- + 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen.
Transportation and accommodation:
- Coverage of transportation costs to and in the mission.
- Individual room in guesthouse covered
Medical coverage: 100% coverage of medical expenses + repatriation insurance.
Leaves and RnR:
- 25 days of paid leaves per year.
- + 20 RnR per year.
- + 215 € at each RnR period every 12 weeks.
- Coverage of the transportation expenses to the RnR area of reference.

Working Environment:
Presentation of the mission: Action Against Hunger has been operating in Iraq since 2013, following the sudden massive influx of refugees fleeing the Syrian crisis. The multiple offensives of ISIS have caused the displacement of more than three million people across the country. In the summer of 2014, attacks on Mosul and the Sinjar region pushed hundreds of thousands of people into Iraqi Kurdistan. ACF has since been implementing its humanitarian response with an integrated, multi-sectoral approach, addressing WASH, Mental Health & Care Practices, Food Security & Livelihoods amongst the Iraqi Internally Displaced Persons (IDPs) in camp and non-camp settings, as well as returnees and host communities. In 2019, ACF is willing to continue the humanitarian intervention in the areas still presenting urgent needs but also focusing on post-emergency / recovery interventions. Our team is running operations of approximatively 9 million euros. The main donors of the mission are OFDA, EU through MADAD, GIZ, AFD, WFP, SDC and ACF.
