ACF recruits 01 SECURITY AND ACCESS COORDINATOR

 

You will be responsible for ensuring the safety of Action contre la Faim (ACF) in Iraq and you will provide an enabling security environment to allow ACF teams to be at the cutting edge of operational implementation in Iraq.

 

Main responsabilities

Define and implement ACF security management system 

  • You will Collect and analyze security and political context information. You will support the field teams on their context follow up and analysis. You will share the analyses with the Coordination team, Regional Director and Regional Security Adviser.
  • You will attend security and security related cluster and working group meetings.
  • You will alert the Coordination team, the Regional Director and Regional Security Adviser on changes to the context and establish likely forthcoming scenarios.
  • You will ensure, in collaboration with the Country Director and the Regional Security Adviser, that security plan documents are up to date and meet the required ACF standard.

Design ACF humanitarian access strategy 

  • You will design, write and keep updated ACF’s humanitarian access strategy and make sure it is on line with the program implementation strategy and security protocols.
  • You will participate in negotiations on humanitarian access with all the involved  actors.
  • You will establish a strong network with external stakeholders, particularly at the governate and national level. and you will establish and nurture relationships that will advocate for civ-mil principles.

Train and make ACF staff aware of security environment, procedures and rules 

  • You will build an awareness plan the teams on context and security situation in Iraq.
  • You will ensure briefing plans for every new ACF employee (security rules & procedures). You will build briefing plans for any new international staff including visitors (context; security rules & procedures).
  • You will ensure regular awareness sessions for ACF employees (situation updates, security rules and procedures) as well as organize/supervise specific simulation trainings.
  • You will ensure that deviations from the security plans are reported to the Country Director and in serious cases to the Regional Director and Regional Security Advisor

Management of the security team

  • You will manage the Security team working at coordination level
  • You will be a functional manager of security team in the different bases including capacity building, clarification of roles and responsibilities.
  • You will identify and develop local security staff with an eye towards eventual localization. Prepare and monitor staff development plans in conjunction with HR

 

Do you fit the requested profile ?

You have previous experience in security management in  hostile/insecure environnement (which is mandatory) as well as   experience in security in INGO. You must have an expertise in current  safety and security practices and issues affecting aid work globally.

You  have the ability to adapt to needs between operations and security  while maintaining appropriate contextual NGO security advice and   coordination.

You  have experience working in a multi-cultural  environment with comprehensive knowledge of the context and challenges  of operating in Iraq. You are  known for your  diplomatic and  sensitive to cross cultural issues, your capacity to work under pressure  and your creativity.

You have experience of incident reporting, incident mapping, compilation of security reports and assessments. And you are known for you capacity to train and coach national and international staff.

You have good understanding of the ACF mandate and you will be willing  to commit to ACF’s aims and principles, as well as commit to ACF’s code  if conduct.

To be fluent in English (written and spoken) is mandatory and Arabic will be a plus.

 

Specific conditions / Salary

Contract: 12 months fixed term contract under french legislation

Remuneration and benefits:

  • Monthly gross salary from 2 688 € to 3 433 € upon experience.
  • Per diem and living allowance monthly: 454€ net, field paid.
  • + 12 % of monthly gross salary as country allowance.
  • + 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen.
  • + Child allowance, limited to 5 children.

Transportation and accommodation:

  • Coverage of transportation costs to and in the mission.
  • Individual room in guesthouse covered

 Medical coverage100% coverage of medical expenses + repatriation insurance.

 Leaves and RnR

  • 25 days of paid leaves per year.
  • + 20 RnR per year.
  • + 215 € at each RnR period (averagely every 12 weeks).
  • Coverage of the transportation expenses to the RnR area of reference.

Work context

As of today, ACF Iraq is operational in Erbil and Dohuk Governorates of Kurdistan region of Iraq, as well as in Ninewa Governorate of Iraq, and is working on the expansion of its response to South and Central Iraq. Throughout 2018, ACF has been implementing its humanitarian response in Iraq with an integrated, multi-sectorial approach, addressing WASH, MHCP, Food Security & Livelihoods, as well as Nutrition-related activities. In 2019, ACF is willing to continue the provision of humanitarian response in the areas still presenting urgent needs while designing and rolling out recovery interventions.

ACF’s team is running operations of approximatively 9 million EUR. The main donors of the mission are OFDA, WFP and ACF.

ACF is strongly involved in the coordination mechanisms, is an active member of the national WASH, FSL, Health, Protection and NFI/Shelter Clusters.
