ACF recruits 01 MENTAL HEALTH AND PSYCHOSOCIAL SUPPORT CAPACITY BUILDING EXPERT

Country: Iraq, based in Dohuk

Context: 

Iraq faces a double crisis since the beginning of 2014. After the arrival of nearly 250,000 Syrian refugees in 2013, the multiple offensives of ISIS have caused the displacement of more than three million people across the country. In the summer of 2014, attacks on Mosul and the Sinjar region pushed hundreds of thousands of people into Iraqi Kurdistan. In the space of a few weeks, more than 800,000 people have found refuge in the three governorates of the region (Dohuk, Erbil and Sulaymaniyah). The humanitarian aid in Iraq has thus become one of the major challenge for NGOs.

Presentation of the mission:

ACF’s intervention in Iraq started in the Kurdistan region after the sudden massive influx of refugees fleeing the Syrian crisis in August 2013. From then, ACF has been operational in Erbil, Sulaymaniyah, Diyala, Dohuk and became operational in Ninewah Governorates from October 2016 responding to WASH, Food Security and Mental Health needs of the Syrian refugees and the Internally Displaced Persons (IDPs) population both in camps and non-camp settings. In addition and according to IOM-DTM, since the start of Mosul operations in October 2016, an adding 142,698 individuals and 23,783 families are currently displaced. ACF is responding to Mosul emergency with mobile teams across the country and is scaling-up its humanitarian response in 2017 with an integrated and multi-sectorial approach, addressing WASH, Mental Health & Care Practices and Food Security needs. ACF is strongly involved in the coordination mechanisms, as an active member of the national WASH, FSL, Health, Protection and NFI/Shelter Clusters, and is currently the national WASH Cluster co-coordinator.

Length of contract: 10 months, starting date : ASAP 

The position

You will organize, coordinate and conduct mhGAP trainings and field supervision for DoH personnel into PHCCs, as well as support in the capacity building of partnering organizations and within ACF MHPSS.

More precisely, you will have to:

• Organize, coordinate and conduct MHGAP trainings and supervision for DoH non specialized staff, within Dohuk Governorate.
• Organize, coordinate and conduct specialized trainings for no less than 40 members of the DoH personnel (general practitioners, family doctors, nurses, health and social workers …) on MHGAP 2.0, MHGAP HIG and Thinking Healthy within Dohuk Goverornate with the support of ACF’s program manager and psychologist
• Provide supervision, follow-up and support for mhGAP participants and trainees
• Support trainees with appropriate data collection and ensure data entry input with support of MHPSS team; contributing to MHPSS monitoring and evaluation
• Strength MHPSS technical skills within ACF’s MHPSS programs

The applicant:

You hold a Master’s in Clinical psychology/psychiatrist.

You have at least 3 years of related field experience with humanitarian NGO and 1-year experience with conducting trainings in health system strengthening.

You have an experience in program management, in developing and urban contexts and a strong experience in team management.

Experience on the organizations of mental health services in public heath settings and referral system.

Experience in applying international guidelines for mental health care integration into primary care (e.g. WHO’s tools, as MHGAP, PM+, Thinking Healthy…)

Strong training and supervisory skills, including clinical supervision

Ability to manage priorities & take decisions. Pedagogy and focus on capacity building (team quite young)

Experience working in the Middle East, and Syrian Crisis desired.

Very Good proficiency in English (written and spoken), Arabic and Kurdish are advantages.

Demonstrated experience and/or personal commitment to promoting gender equity and equality.

Status:

Contract 10 months fixed term contract under french legislation

Remuneration and benefits :

• Monthly gross salary from 1 805 € to 2305 € upon experience.
• Per diem and living allowance: 487 € (cf eurocost) net, field paid.
• + 12 % of monthly gross salary as country allowance.
• + 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen.
• + Child allowance, limited to 5 children.

Transportation and accommodation:

• Coverage of transportation costs to and in the mission.
• Individual room in guesthouse covered

Medical coverage: 100% coverage of medical expenses + repatriation insurance.

Leaves and RnR:

• 25 days of paid leaves per year.
• + 20 RnR per year.
• + 215 € at each RnR period
• Coverage of the transportation expenses to the RnR area of reference.

• Technical trainings at HQ or regional level
• Intermission Workshop once a year.
• Opportunity of coaching (DP) or mentorship.
• Participation to external trainings costs upon eligibility of the request.
