Purpose of the Position:

To effectively oversee the implementation of the programme activities in the target province, ensuring that the program achieves its goals and objectives with compliance to World Vision and Donor standards. This includes liaison with Right to Care, the Hospice Palliative Care Association of South Africa (HPCA), government and Civil Society Organization (CSO) partners and communities; overseeing WV’s technical work; co-ordination with USAID and clinical partners; and ensuring effective reporting on progress.

Major Responsibilities:

Oversee the implementation of planned activities to ensure targets are achieved by ensuring that project activities are carried out in a timely manner per USAID approved work plan, and that the project achieves results in line with its annual approved work plan, and that the project achieves results in line with its annual PEPFAR targets in each program area.

Assemble, coordinate and manage project staff to effectively carry out their tasks as outlined in the project document and hold periodic meetings with WVUS Core team as scheduled.

Ensure each staff has a clear weekly work-plan and that necessary resources are available for them to implement their responsibilities

Leadership and Management

Direct and oversee grant implementation, ensuring that all strategic objectives are met through proper design, staffing, implementation and quality assurance

Lead annual planning to ensure that plans are made to meet the targets set out in the project design and budget.

Ensure training and strengthening community structures to facilitate health service delivery at community level

Facilitate a working environment of mutual trust, respect, and care among all staff. Encourage effective teamwork, with staff members supporting each other.

Provide leadership and coordination with USAID, Right to Care, HPCA rural health facilities and community leadership

Establish partnership with other partners and stakeholders critical to the project deliverables

Conduct monthly staff meetings to ensure issues are raised and addressed and to encourage reflection on project progress and learning for improvement

Strengthen community referral systems for HIV and TB testing and treatment

Manage project budget and allocate project resources in line with scope of the project

Monitoring , Evaluation and Reporting

Establish and maintain effective project reporting, evaluation, and communication systems.

Prepare and submit periodic reports to Right to Care and the local government in collaboration with WVUS

Conduct monitoring visits to project activities to assess progress against targets and to provide coaching and direction to activities in areas where improvements are needed

Act as the initial trouble-shooter when difficulties in implementation are identified; meet with necessary project participants, listen to challenges and actively identify solutions such that projects can continue as needed. Take corrective action when staff are failing to achieve targets

Monitor local context and report on how changes in context may affect programme activities including changes in the security environment

Internal and External Relations & others

Represent the APACE Project internally to other WV departments and externally to local government, USAID, Right to Care and HPCA to ensure positive relationships are built

Closely collaborate and network with Ministry of Health, and other stakeholders, in order to ensure transition and sustainability of the program, continued partnership and sharing best practices in various fields

Co-ordinate with HPCA and other NGOs or similar organizations in the area to ensure complementarity of approaches and host visits from local government, Right to Care and donors as required.

Communicate World Vision’s Christian ethos and demonstrate a quality of spiritual life that is an example to others..

Attend and lead weekly devotions

Qualifications: Education/Knowledge/Technical Skills and Experience:

Bachelor’s Degree in Social Sciences or related fields.

Qualification in project management or equivalent will also be an added advantage

Knowledge/Technical Skills:

Knowledge of project management techniques and tools

Ability to work with another strategic partner in the project outside World Vision and all other internal and external stakeholders

Experience:

At least 5 years of experience with health and HIV programmes in Africa, preferably in South Africa.

At least 5 years of experience in managing large multi complex projects required. Experience in managing inter-agency consortiums preferred.

Experience in managing or working on PEPFAR funded projects is strongly preferred
