Brief description of WFP in Uganda
WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.
As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.
ORGANIZATIONAL CONTEXTThese jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.
Job holders operate with a high degree of independence, manage more junior staff to ensure that programme and policy objectives are achieved in full. They are usually involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity. At this level job holders are expected to contribute to performance improvement.
JOB PURPOSEUganda is one of the seven countries selected by the global BMGF initiative on Digital Financial Inclusion (DFI) and Women Economic Empowerment (WEE) and has been allocated USD 500,000 for a period over two years (2021/22). UGCO will be applying the D3 (Design, Digitize, Direct) framework on WFP cash programmes to come up with financial inclusion approaches that can be sources of learning for improved self-reliance programming and for streamlining gender transformative programming across the portfolio. Project-specific staff will be required to support with unique expertise and/or additional manpower to ensure efficient and effective grant implementation.
The project coordinator will work in close collaboration with the recruited project staff under the head of Mbarara area office, with supervision from the head of Isingiro satellite office and cross-reporting to the overall  project manager, to ensure that the project is completed on time and within the set activity and budget scope.
KEY ACCOUNTABILITIES (1/2)In collaboration with existing partners, support the selection and linkage of women receiving WFP digital cash assistance with Village savings and loans association (VSLAs) and livelihoods organizations in Nakivale refugee settlement and follow them specifically on developed DFI and WEE indicators throughout the project.In collaboration with the Financial Literacy Cooperating Partner, take lead in the selection of financial literacy trainees and provide field oversight for the Roll out the Financial literacy trainings (advanced course and extended foundational course) developed by the Uganda WFP and UNCDF Country offices for additional women, men, and selected teenage women groups and digital cash beneficiaries.Support and oversee the roll out of the digital literacy course in Nakivale, working with contracted partners and ensure that the same is incorporated within systems put in place through the financial literacy course.Scope for and recommend interested and/or active female retailers, VSLAs, and entrepreneurs to Financial service providers and Mobile network operators for vetting as potential digital merchants & bank/mobile money agents. Ensure that biometric Point of Sale devices, merchants’ terminals, and visibility materials are subsequently delivered in their shops to serve refugees in and around the settlements.Scope for linkages and synergies to WFP’s BMGF work with national programmes with consideration for supporting national gender, resilience, and social protection plans where possible.Support protection (mitigating risks of abuse of power), gender and disability inclusion in project activities with technical support from the protection partner and documenting findings and milestones achieved.
KEY ACCOUNTABILITIES 2/2Investigate and document specific digital financial products that women are interested in and advocate for support at different forums.Scope and map available financial and digital financial products that are available to refugees in Nakivale settlement and their product offerings and characteristics.Support sensitization efforts for women to increase their use of digital financial products that are appropriate to their needs.Organize and document FGDs with refugees and host population men and women to understand and come up with adequate measures to involve men in their spouse’s journey to digital financial inclusion and women economic empowerment.Actively participate in the cash technical working groups in the settlement and organize virtual and/or physical forums with Financial service providers (FSPs), FSPs agents, merchants, fintechs, refugee users and stakeholders to find solutions to decrease the need for Cash in and Cash outs and increase the use of e-money in the settlement to stimulate the journey towards a cashless economy.In liaison with the monitoring and evaluation team, develop a theory of change in line with the project outcomes.
STANDARD MINIMUM QUALIFICATIONSA minimum of a bachelor’s degree in Development studies, Project Management, Business administration or any related field. Master’s degree is an added advantage.At least 5 years’ professional experience of which 3 years should have been in a substantive role in supporting savings groups implementation, financial inclusion projects, digital finance, gender programming, and women economic empowerment among poor rural households.Ability to collect and analyse programme output and outcome data and preparing various reports for management and stakeholdersAbility to work with rural communities, good communication and  Interpersonal skills especially for dealingwith WFP partners; high sense of responsibility.IT literate with proficiency in MS Word, MS Excel, and MS Power point and online collaborative working tools.Proficiency in English language.
