BACKGROUND AND PURPOSE OF THE ASSIGNMENT :
Background | Despite of the significant economic progress being made as a middle-income country; Cameroon continues to face the challenges of malnutrition, acute and chronic food insecurity. According to the Global Hunger Index (GHI), Cameroon is ranked seventy six of the 117 countries assessed. Compared to its sixty-eighth of position in 2015, the country’s food security has deteriorated over the last five years (GHI, 2019). The number of food insecure populations (people in crisis, emergency and famine phases) has been reported as 2.66 million for the period of Jan – March – May 2020. (FAO, Cadre Harmonisé March 2020 result).
According to the Global Nutrition Report 2018, Cameroon suffers from triple burdens of malnutrition (stunting, anaemia, overweight in women and children). To this end, the DHS 2018 survey reported that 11 percent of children under 5 in Cameroon are overweight and 29 percent are stunted. Anaemia is common among children under five and women of childbearing age, affecting almost 57% and 40% of them respectively (Statistique, 2018). Cameroon’s adult population faces a malnutrition burden as 41.4% of women of reproductive age have anaemia, and 6.9% of adult women have diabetes, compared to 6.5% of men. In Cameroon, more women suffer from obesity with 16.4% compared to 6.1% of men (GNR, 2018).
WFP is one of the main humanitarian and development actors in Cameroon. WFP Cameroon Country Strategic Plan covers the period 2018-21 and focuses on the following strategic outcomes: Vulnerable populations affected by disasters and in protracted displacement, and chronically food-insecure communities have safe access to adequate and nutritious food, and increase their resilience to shocks, children aged 6-59 months and vulnerable women and men in food-insecure prioritized districts have reduced malnutrition rates, Food-insecure smallholders have sustainably increased incomes to enhance their self-reliance and livelihoods and improve their productivity, supporting national capacities in social protection and disaster preparedness. WFP strives to ensure that gender equality and protection are integral part of all its policies and programme Design and implementation strategies.
With this context, WFP plans to support in generating and sharing information for evidence based food security and nutrition programmes through the conduct of the Fill the Nutrient Gap (FNG) analysis. The FNG is a situation analysis and decision-making tool developed by the World Food Programme (WFP) with inputs from the University of California, Davis; the International Food Policy Research Institute (IFPRI); Epicentre; the United Nations Children’s Fund (UNICEF); Harvard University; and Mahidol University. It identifies context-specific strategies for improving nutritional intake of vulnerable groups, particularly children under the age of 2, adolescent girls, pregnant and lactating women
The Role | WFP Cameroon is looking for a national consultant in charge of providing support for external partnership and internal technical support for the Fill the Nutrient Gap (FNG) in Cameroon.
Under the overall direction and guidance of WFP Head of Programme and the Nutrition Programme Policy Officer, the national consultant will be responsible for supporting two strands of the Fill the Nutrient Gap (FNG) Analysis: external partnerships and internal technical support.
External partnerships :
• The consultant will act as a focal point and liaison for WFP’s external partners throughout the FNG process. • The consultant will coordinate with the FNG Task Force, which has already been established and consists of the Ministry of Public Health, the Ministry of Agricultural and Rural Development, the National Institute of Statistics, and others, and is facilitated and chaired by the Director of Nutrition at the ministry of Public health and the chair of the technical Secretariat of the interministerial committee for the Fight Against Malnutrition (SL/CILM) respectively. • In addition to government agencies, the consultant will manage multi-stakeholder engagement with UN agencies, Academia, Private Sector, Civil Society and NGOs to strengthen collaboration toward the success of the FNG Analysis.
Specific Responsibilities Include :
i. Schedule, plan and convene Task Force and bilateral inception meetings to sensitize partners to the FNG analysis and ensure country-level ownership of the process. ii. Liaise with government agencies, including MINANDER (Ministry of Agricultural and Rural Development) and INS (National Statistics Agency) to obtain the required data and ensure its suitability for the Cost of the Diet (CotD) Analysis. The required data includes food price and household expenditure data, and if available, current food price updates due to the ongoing COVID-19 health emergency. iii. Ensure the ongoing engagement of stakeholders throughout the FNG process through on-going contact, and virtual and in-person Task Force and bilateral validation meetings. iv. Mobilize the Task Force and other external partners to disseminate the results of the FNG Analysis and support the multi-stakeholder process of generating recommendations from the findings. This also includes sharing of deliverables, collection of comments from stakeholders and processing of comments until finalization. v. Coordinate the communications, prepare letters and develop data sharing agreements and MoU required to obtain national data sets vi. Support the planning and execution of a Cost of the Diet (CotD) training session delivered to participants from government, NGOs and humanitarian partners. Internal Technical Support to the FNG process:
• The consultant will provide ongoing technical support to the WFP Cameroon Country Office, The Regional Bureau (Dakar), and the international (headquarters-based) FNG team for the duration of the process. • The consultant is not accountable for the technical preparation of the FNG study or CotD Analysis, but rather will support its smooth execution, implementation, reporting and dissemination.
Specific Responsibilities Include :
i. Complete the workplan and timeline in consultation with WFP HQ FNG teams ii. Support the completion of the Cost of the Diet (CotD) Analysis. While the technical handling of the data will be completed by HQ, the consultant is expected in collaboration with the CO VAM team to support the process by liaising with government partners to obtain food expenditure and household expenditure data, assisting with food identification, data cleaning and identifying discrepancies, preliminary validation of the results, and communicating the results internally and externally. iii. Identify secondary data sources and support the data review to characterize nutrition outcomes, the food system and the nutrition policy context in Cameroon. The consultant will build and maintain the secondary data repositories to support the ongoing literature review process in coordination with the FNG team. iv. Assist in the reporting and dissemination of the findings of the FNG analysis. This includes providing inputs and editing of the final document, as well as preparing the launch of the document at high level with government partners and other stakeholders. v. Liaise with the SBCC consultant at WFP Country office and other stakeholders as necessary to obtain information on local dietary habits, preferences and behaviours.
SPECIFIC QUALIFICATIONS & EXPERIENCE REQUIRED:
• Advanced University degree in Nutrition, Public Health, or related field. • At least 15 years of professional experience in the field of Nutrition, Public Health, or related field, in academia, government, international governmental or non-governmental organisations. • Ability to manage multi-stakeholder engagement processes; as well as with literature review and data analysis. • Experience working with Cameroon government counterparts preferred. • Familiarity with the nutrition landscape in Cameroon, as well as with national food security, nutrition, and health programming and social protection, food and agriculture policy. • Ability to work independently.
