BACKGROUND
The United Nations World Food Programme (WFP) is the world’s largest humanitarian agency fighting hunger worldwide. Its mission is to help the world achieve Zero Hunger in our lifetimes. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.
WFP in Burundi has working on a 3-year Interim Country Strategic Plan (ICSP 2022-2024) that is expected to start in March 2022. The plan will expand innovative and ambitious activities in its life-saving interventions, provide hot meals in schools, support to smallholder farmers and food markets, resilience building and work to address undernutrition. Through this interim country strategic plan, WFP will support government policies, strategies, institutions, operating systems and programmes that support resilient, nutritious and gender-transformative food systems; it will meet and reduce the humanitarian, nutrition and resilience needs of targeted populations by addressing the underlying factors and structural drivers of food insecurity and malnutrition.
The major strategic shift is the adoption of a sustainable food systems approach to resilience building and stronger integration of the five strategic outcomes. Strengthened capacity of the Government of Burundi to implement shock-responsive safety nets will be a core component of improved food systems, contributing to the increased resilience of people vulnerable to shocks and the reduced need for WFP emergency response. An innovative home-grown school feeding programme will support increased local food production and processing, which will enhance smallholder farmers’ capacity to meet an increased demand for quality and nutritious foods. A substantial increase in cash-based transfers will support the shift while a focus on social and behaviour change communication, gender, protection and accountability to affected populations will cut across activities.
To deliver on the ICSP in Burundi, WFP is engaged in joint programming and implementation with other United Nations agencies, particularly the Food and Agriculture Organization (FAO) of the United Nations, the International Fund for Agricultural Development (IFAD), the United Nations Children’s Fund (UNICEF), the United Nations Development Programme (UNDP), the United Nations Population Fund (UNFPA), UN-Women and the World Health Organization (WHO). Also, it provides external services to the government and humanitarian and development partners, including logistics services and telecommunications.
PURPOSE OF THE ASSIGNMENT
WFP Burundi is part of the Power of Procurement for Nutrition (PP4N) initiative funded by the Rockefeller Foundation. PP4N aims for the dual impact of improving the diets of the most vulnerable while growing the market for nutritious foods and in the long term aims to incorporate carbon and environmental neutrality. It is based on 4 pillars: 1). Good Food Procurement: supply of nutritious and safe food, capacity strengthening on food supply chain management and procurement, with focus on food safety and quality and social and behavior change communications, 2). Good Food Policy: policy influencing and advocacy around nutrition in public procurement and build systems and capacities for the safe and cost-efficient utilization of other nutritious foods, 3). Good Food Data: invest in areas of evidence deemed necessary like Global Meal Quality Score (GMQS) and market assessments and 4). Good Food Innovation: identify and test different models for delivery of affordable nutritious meals for school children e.g., renewable energy, new menu options etc.
Leveraging the demand of the Home-grown school feeding programme, this initiative will introduce in Burundi fortified whole meal in school feeding programs. Specific objectives are to:
leverage school feeding procurement as an enabler for better nutrition outcomes for school-aged children and a more nutritious and efficient food system in Burundi
Advance the policy dialogue and investment in capacity strengthening around public food procurement in Burundi as a catalyst of food and nutrition security, to complement the strong policy focus on production and supply
Generate evidence on innovative models that can increase the nutrition of school feeding programs and are cost neutral e.g., renewable energy, new menu options such as brown rice etc
WFP Burundi is currently seeking to fill the position of a Programme Policy Officer (P3) to manage this PP4N Project under the direct supervision of the Head of the Nutrition Unit and overall guidance of the Head of the Programme Unit and in close consultation with the Head of Supply Chain Unit.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
Mapping of schools that WFP provides school meals and where the transition for whole grain or other good food such as fish or fresh foods would be cost neutral and determine volumes required
Identification of and onboarding of suppliers that can meet the whole grain / milk and other good food standards
Supporting the Government and relevant ministries (education & health) to implement the national school feeding policy.
Identification for BCC required for the new menus e.g., whole grain, milk, fish, fresh fruits and vegetables
Where the BCC material does not exist, design BCC campaigns, based on the findings from the FGDs to design the pilot product along with the initial experience form the introduction of the new products into the school program
Policy advocacy on public food procurement systems, with a focus on school feeding
Development of and evidence generation on the nutrition of the school-aged child and dietary quality metrics
Strengthening market assessment and data availability for school feeding
Manage and train a small team of staff working on the project.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS :
Education : Advanced University degree in Economics, Nutrition, Food technology, Financial management, Business administration, International Development, Social Sciences or other related field, or First University degree with additional years of related work experience and/or training/courses.
Language : Fluency (level C) in English and/or French language.
