II. Organizational Context and Purpose for the job
The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programs, in advocacy and in operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action. For UNICEF, equity means that all children have an opportunity to survive, develop and reach their full potential, without discrimination, bias or favoritism. To the degree that any child has an unequal chance in life — in its social, political, economic, civic and cultural dimensions — her or his rights are violated. There is growing evidence that investing in the health, education and protection of a society’s most disadvantaged citizens — addressing inequity — not only will give all children the opportunity to fulfill their potential but also will lead to sustained growth and stability of countries. This is why the focus on equity is so vital. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations.

Job organizational context.
In line with the Sustainable Development Goals (2015-2030) and the UNICEF Strategic Plan (2018-2021), the UNICEF Regional Office in West and Central Africa (WCARO) is implementing the 2018-2021 Regional Office Management Plan (ROMP) in response to regional priorities. The 2018-2021 WCARO Management Plan is built around the five goal areas of UNICEF’s Strategic Plan 2018-2021, and aims to deliver tangible results for children in the West and Central Africa Region (WCAR). It outlines the programming, strategic and management interventions and strategic shifts where UNICEF will need to make greater investments over the next four years.

The priorities and organizational focus will be on two Key Results that will contribute to advancing the Child Survival & Development agenda in the Region: i) Closing equity gaps in immunization through polio eradication and accelerated routine immunization-plus; ii) prevention of stunting and childhood deprivation.
While moving these agenda forward, special attention is paid to building internal and local capacity for evidence generation and knowledge management, improving collaboration and relations with partners and donors. Yet, the section has prioritized partner and resource leveraging to accelerate scale up, and support to implementation with validation as a proof of concept. In this regard, knowledge generation, including documentation lessons learnt, best practices and innovations, scientific publications are critical. This will contribute to fostering UNICEF’s strategic and technical leadership, visibility, and accountability vis a vis partners and national governments.

Under the overall direction of the Principal Advisor CSD, the staff member will support the CSD Section to improve its internal capacity for: i) the management of the contributions for ACSD implementation in the region; ii) the maintenance of the regional CSD database; iii) systematic knowledge generation, documentation and sharing and vi) internal communication and resource mobilization, including the development of quality proposals and timely submission of quality donor reports.

Purpose for the job
The incumbent will assist the CSD section in the management of the contributions for ACSD implementation in the region. It includes development of CSD database, data collection, documentation and dissemination and the broader learning agenda led by the CSD section; and support internal exchange of information and communication (within the regional office and between the regional office, the country offices and HQ).
Furthermore, the position is instrumental in fostering and supporting the preparation of presentations, manuscripts and articles for publication or any other programmatic reports that strengthen UNICEF visibility.

III. Key functions, accountabilities and related duties/tasks (Please outline the key accountabilities for this position and underneath each accountability, the duties that describe how they are delivered. Please limit to four to seven accountabilities)

Summary of key functions/accountabilities:
Development of data, coordination, program planning and development
Data collection, analysis and dissemination
Collect data from UNICEF supported projects and other sources, relevant for advancing child survival and development in the region, assess data quality, analyse and disseminate findings to foster UNICEF’s technical leadership, visibility, and accountability to partners and disseminate lessons learnt, good practices and innovations.
Work closely with the Principal Advisor CSD, CSD colleagues and other teams in preparing, writing, reviewing and editing reports, briefs, manuscripts and articles for publication in order to ensure optimal quality of the documentation.

Donor Report monitoring, preparation and submission:
Track reports due for CSD multi-country and specific contributions, and develop a coherent system for centralizing, recording and monitoring the WCARO CSD commitment to specific terms and conditions of funding;
Develop a work process to track the completion and timely transmission of country donor reports; Assist programme officers by developing standard templates and donor specific guidelines for progress indicators of funded programmes and projects.
Support for Funding proposals
Provide support to CSD section staff to conceptualize and write for funding proposals, with substantive input from WCAR COs and in coordination with potential donors, provide baseline data and develop monitoring framework for funding proposals that are in line with donor’s requirements.
Support for the preparation of presentations at major events or any other programmatic report:
Assist the Principal Advisor CSD in the preparation of presentations for meetings and conferences; Assist the CSD section in the preparation of annual reports and any other programmatic reports.
Support effective advocacy, communication resource mobilization, and networking through partnership and collaboration at the global, regional and country levels
Monitoring and quality control of programs
Evaluate overall program progress, identify weaknesses, bottlenecks and potential problems.
Monitor implementation and progress of work plans and collaborate with colleagues to ensure achievement of results according to targets and performance standards.
Innovation, knowledge management and capacity building
Coordinate the collection and sharing of lessons learned to enhance performance and to use lessons learned in response of identify weaknesses.
Other related duties
Actively contribute to regional activities and exchange of information/ideas with other programme/projects within and outside child survival & development sector, related to the formulation, planning, implementation and monitoring & evaluation of overall regional strategies and support to country offices,
Performs other related duties as assigned by the supervisors including guiding, training, and coaching staff, interns and consultants, as needed.

IV. Impact of Results (Please briefly outline how the efficiency and efficacy of the incumbent impacts its office/division and how this in turn improves UNICEF’s capacity in achieving its goals)
It is expected that the expertise of the staff member will significantly impact positively the availability of data, good practices and lessons learned of good quality. The efficacy and efficiency of the support provided by the position in terms of technical assistance to countries will provide high-level customer service and stewardship to governments and partners. Technical decisions made by the incumbent on data quality and documentation will directly affect the achievement of the ROMP results. This will ultimately contribute to enhancing the leadership, credibility and ability of UNICEF in the area of data for action as critical components of its efforts to improving child survival and development in West and Central Africa.
Ineffective interaction with the government and other partners will negatively affect the implementation and acceptability of UNICEF data and evidence. This post is technical and will be under the direct supervision of the Principal Advisor, CSD on the overall work framework and organizational policy. Therefore, incumbent is expected to consult with her/his supervisor when decisions and actions must be undertaken.

VI. Recruitment Qualifications

Education:
University degree on public health, epidemiology, demography, statistics or equivalent in social sciences or similar disciplines related to the technical field.

Experience:
Five years of professional work experience in documentation, data collection, analysis and reporting, including writing papers.
Advanced ability to express clearly and concisely ideas and concepts, excellent writing skills and attention to details, specific skills in statistical analysis and data presentation will be an added advantage.
Language Requirements:
Fluency in both English and French.
