PURPOSE OF THE JOB
On behalf of UNICEF, the Country Lead Agency for the WASH Cluster, and in support of the Government, the purpose of this post is to provide leadership and facilitate the processes that will ensure a well-coordinated, strategic, adequate, coherent, and effective response by participants in the WASH Sector. In addition, the WASH cluster coordinator will also provide project leadership (50% of the time) for UNICEF’s ECHO-funded emergency preparedness project with high emphasis on WASH-related needs.
BACKGROUND
Chad is facing a multitude of overlapping crises and emergencies, stretching the humanitarian community’s response capacity on food insecurity and malnutrition, population movement, and health: 2.7 million people are suffering from food insecurity with 13.5 per cent of children under 5 suffering from global acute malnutrition (an estimated 952,200 in 2019) and 4 per cent of children suffering from severe acute malnutrition (SAM)( nearly 360.300 countrywide and 304.500 in the emergency targeted provinces). 658,000 people are affected by displacement by the conflicts in the Central African Republic, the Lake Chad basin and the Sudan. Epidemics, particularly measles and cholera, remain a concern particularly when more than one million vulnerable people lack of access to adequate health services and more than 650,000 people impacted by displacements  have difficult access to safe drinking water.
In Chad, the cluster system was activated back in 2007 to coordinate the response to the humanitarian crisis related to the massive influx from Darfur refugees into Chad and the attacks and incursions from Darfur perpetrated in Chadian territory. Today, the humanitarian response in Chad is coordinated by a Resident Coordinator / Humanitarian Coordinator supported by a fully-fledged OCHA office. The Shelter/NFI/CCCM, Protection, Food security, Education, Nutrition and WASH clusters as well as the GBV and Child Protection sub-clusters and the Cash Working Group have been activated. UNICEF leads Education, Nutrition and WASH clusters and the Child Protection sub-clusters at national and sub-national level, in the capital, the south and western areas.
In addition to its cluster lead role, UNICEF plays a leading role in supporting the government of Chad on emergency preparedness and contingency planning, both through the clusters (sectoral) and through upstream work with the ministry of planning and the department of civil protection. In 2018/19, through an ECHO funding UNICEF supported government to develop the national contingency plan and remains committed to continue supporting its operationalization in 2019/20. In addition, in 2019 UNICEF has committed to show how contingency planning works at sectoral level (WASH) and subnational level in two regions at risk of WASH-related emergencies.  Other UN agencies and NGOs also support this dynamic for their respective zones, sectors or areas of expertise.
KEY END-RESULTS
• Functional coordination for the WASH sector at national and subnational level
• Increased capacity of subclusters and government counterpart
• Resources are mobilized and are allocated according to sector priorities
• Cross-cutting issues, including protection, age, gender, environment and HIV/AIDS are mainstreamed
• WASH sector contingency plan in line with the government’s national contingency plan and the interagency contingency plan is done/updated
• Adequate tools for rapid assessments and early warning mechanisms put in place as possible.
• 2 regions have a risk analysis and contingency plan
KEY ACCOUNTABILITIES and DUTIES & TASKS
Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primary, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.
i. Cluster leadership: As WASH cluster lead, the staff will be responsible for adequate fulfilment of the cluster coordinator’s 7 key roles:

More specifically, s/he will:
• Maintain an appropriate humanitarian coordination mechanism at national and subnational level
• Strengthen pre-existing sectoral coordination through increased capacity building of subclusters and government counterpart
• Build complementarity of partner actions avoiding duplication and gaps
• Ensure adequate resources are mobilized and are allocated according to sector priorities
• Effective and comprehensive integration of relevant cross-cutting issues, including protection, age, gender, environment and HIV/AIDS
• Effectively use and transfer information to, from and between cluster participants and other stakeholders, including analysis on needs, coverage and gaps
• Use analysis on needs and gaps for advocacy in favour of key needs of beneficiaries and actors in the sector
• Ensure emergency preparedness of the WASH sector through an up to date contingency plan in line with the government’s national contingency plan and the interagency contingency plan.
• Adequate tools for rapid assessments and early warning mechanisms put in place as possible.
• Interact with other clusters (including through inter-cluster coordination fora), humanitarian actors, government counterparts, and relevant authorities for operational planning, engagement and active contribution of operational partners
• Be accountable to the affected population through effective and inclusive consultative and feedback mechanisms.
• Monitor performance of the core cluster functions
• Where there is both a national and a sub-national cluster, the post holder will ensure that there is effective communication, reporting, engagement and coordination between the two levels
ii. Contingency project management:
• Provide leadership on risk informed planning, implementation, and monitoring of assigned DRR programme activities.
• Lead efforts to support the Government of Chad on emergency preparedness and contingency planning at national and subnational level.
• Contributes to district and state-level advocacy for scaling up of demonstrated interventions, technologies and approaches of DRR.
More specifically s/he will:
• Support the operationalisation of the national emergency preparedness plan and contingency plan by monitoring the implmenetation of the roadmap to finalise it.
• Review and finalise (or relaunch if needed) the WASH sector government contingency plan in line with the national contingency plan.
• Develop sub-national contingency plans in all regions with strong focus on WASH-related emergencies (floods and cholera).
QUALIFICATION and COMPETENCIES
 Education:
• An Advanced University degree desirably in subjects/ areas of Emergency Management and/or WASH e.g. Health Promotion or Education, Civil or Public Health Engineering, Public Health (MPH), Environmental Health.
*A first level university degree in combination with 7 years of relevant work experience may be accepted in lieu of the advanced university degree.
• Formal training in cluster coordination an advantage
Experience:
• Five years progressively responsible humanitarian work experience with UN and/or NGO, including programme management and/or coordination in the first phase of a major emergency response relevant to the cluster;
• Knowledge of WASH sector as a whole and its priority issues; an ability to strategize how these sectoral needs are met through collective delivery, and ensuring that the roles, responsibilities and functional linkages among Cluster support team are clear and  well-coordinated;
• Understands key technical issues to be able to: engage with cluster participants; make full use of their experience and knowledge; guide strategy and plans; and communicate and advocate on important issues.
• Knowledge of emergency planning cycle and contingency planning preferred;
• Training experience an asset.
Language Proficiency
• Fluency in French and English is required. Knowledge of another official UN language or local language of the duty station is considered as an asset.
