UNICEF supports the Government of Niger’s efforts to improve the situation of women and children, focusing on the following seven sectors through its 2019-2021 programme of cooperation: health, nutrition, water, hygiene and sanitation, education, child protection, and social inclusion, and adolescent and social norms. The vision for the new country programme is to support the Government towards ensuring that all children, especially the most vulnerable, enjoy their rights; adolescents and youth are empowered; communities and systems are strengthened and resilient; and humanitarian assistance and development address the structural causes of fragility and vulnerability.
To implement its country programme, UNICEF relies on both internal and external financial resources. The partnerships unit, part of the greater coordination team headed by the Deputy Representative, supports the Country Office in developing and maintaining partnerships with resource partners to ensure that adequate resources are available to implement the Country Programme.
In the context of the multiple crises faced by Niger in recent years, UNICEF has successfully mobilized additional resources, and as a result there are a large number of grants to be managed, each with heavy reporting requirements. The Country Office must also prepare new project proposals, particularly in view of the large, complex humanitarian needs in Niger. Temporary assistance is therefore needed to enable the office to maintain timely, quality project proposals and reporting, and the strengthen its resource mobilization activities.
How can you make a difference ?
The purpose is to maintain and strengthen the Country Office’s relationship with donors, in particular through ensuring quality assurance and timely submission of project proposals and donor reports, and actively participating in the development and implementation of the Resource Mobilisation strategy.
Key Expected Results:
The key result is mobilization of quality, diversified resources for the country programme, as well as continued credibility of the Country Office.
Key Accountabilities and Duties & Tasks
Helps programme officers conceptualize project proposals and coordinating with other partners, including other UN agencies, and reviews project proposals to ensure that they meet the donor’s expectations as well as UNICEF quality standards, and are submitted in a timely fashion.
Monitors grant implementation compliance with the original project proposal, advises on opportunities for interactions with donors, and supports the development and implementation of the Country Office’s RM strategy and related tools
Ensures timely submission of quality donor reports through updating and sharing the reports planning table, reviewing reports to ensure that they meet UNICEF quality standards, including coherence between financial and narrative information and contractual agreements, and providing overall guidance and capacity strengthening to programme section staff in charge of report writing.
Performs other related duties as assigned by the supervisor to ensure the success of the team, as needed.
To qualify as a champion for every child you will have…
A first university degree in international development, public affairs, international relations, political science, communication or other related field ;
At least two years of professional experience in external relations, communications, project development, reporting and/or any resource-mobilization related activities, preferable in an international organization and in humanitarian or challenging contexts, is required ;
Fluency in English and French (spoken and written) is required.
