Libya is in its tenth year of instability and conflict following the fall of the Gaddafi regime in 2011. In 2019, escalations in conflict in both the south and in the country’s capital, Tripoli, saw fighting move into more populated urban areas. The use of explosive weapons in this environment has put civilians at high risk of indiscriminate harm. Civilian casualties, displacement and damage to infrastructure, including medical facilities, have increased. The protracted political and economic instability, which has severely impacted governance structures, has resulted in a significant deterioration in the provision of basic services. With each passing year, people’s well-being and living standards have been eroded, with the most vulnerable increasingly relying on negative coping strategies.
While the UN Development Programmes 2019 Human Development Index categorizes Libya as a « high » human development country, its ranking has fallen 43 places from 67th in 2010 to 110th in 2019, making it the largest drop in HDI rankings globally. This drop-in performance is felt by Libya’s people mainly through the collapse of public services, especially education and health, higher prices through cuts to food and fuel subsidies, conflict-related loss of shelter and livelihoods and major setbacks in ensuring the safety of citizens and the rule of law. Public services have significantly deteriorated in Libya as a result of the crisis. Challenges in the central governments ability to perform core government functions such as public revenue, expenditure management, and oversight of public administration, have undermined local governance structures and resulted in a significant deterioration of service provision. Furthermore, insecurity and conflict, including direct attacks on public infrastructure, mean many public services have been abandoned or remain non-functional. The overall crisis has had a negative impact on the water and sanitation infrastructure in the country.
UNICEF Libya country office implements its programme in Libya within the framework of its Country Programme Document 2019-2020 and Humanitarian Action for Children. The programme aims to improve service provision with focus on the most vulnerable children and their families, support the technical institutions, build their capacity and invest in evidence generation to inform programmes, policy dialogue and advocacy.
How can you make a difference?
The basic objective of the Consultant is to assist UNICEF Libya to review its programme monitoring framework to ensure (a) quality programme oversight, (b) strengthen the capacity of partner organizations to build their monitoring capacity and harmonize monitoring quality standards between partners, and (c) support the full roll out of Accountability to Affected Populations framework.
Key Tasks and Responsibilities
Review the current tools, monitoring, and Accountability to Affected Populations framework.
Review key programme monitoring approaches and Accountability to the Affected Populations frameworks used by UN agencies, large NGOs and UNICEF partners in Libya.
Suggest a strategy to UNICEF Libya on how to improve programme monitoring and suitable tools to use in the monitoring.
Propose a monitoring framework to be used by the partners.
Propose Improved Accountably to Affected Populations framework to be applied by UNICEF in Libya building on the work done by the other UN agencies.
Build the capacity of the UNICEF monitoring team (third party consultants and UNICEF national staff).
Support the UNICEF programme monitoring associate (GS6) to roll out the new monitoring and Accountability to Beneficiaries framework and help address any issues that may arise.
Support the programme monitoring associate to liaise with donor third party monitors and ensure that there is a clear and smooth process of cooperation and coordination.
To qualify as an advocate for every child you will have…
Advanced Degree in Social, Political, or Medical Sciences and other relevant subjects.
A minimum of 5 years work experience in direct programme management with international NGOs in the areas of health, education, water and sanitation and child protection.
Work experience with UN agencies will be an advantage.
Understanding of the programme implementation cycle with a strong monitoring and evaluation background.
Work experience in the North African context (especially Libya) will be an asset.
Fluency in written and verbal English is required.
Essential competencies required: Working with People, Drive for Results and Communication in addition to excellent planning and organizational skills.
