For every child, knowledgeWith over nine years after the fall of former regime, heightened uncertainty, political rifts, armed conflicts,displacement and insecurity continued to mark the political and economic situation in Libya. With an armed offense that was launched by the Libyan National Army over a year ago on Tripoli, UNICEF has scaled up its programme to respond to the humanitarian needs of conflict- affected children and their families.In addition, the spread of COVID-19 global pandemic, with 454 positive cases and 10 deaths in Libya (as of June 15th), required UNICEF to scale up and adopt its programme to respond to the pandemic by the development of the COVID-19 Strategic Preparedness and Response Plan that is being implemented through nine pillar approach, including:
1. Risk Communication and Community Engagement (RCCE)2. Infection Prevention and Control (IPC)3. Continuity of health care for women and children4. Access to continuous education, child protection and GBV services5. Social Protection Preparedness
How can you make a difference?With the increase of humanitarian needs, the spread and increase of COVID-19 cases in the country, and the scale-up of UNICEF programmes, the information and data reported by UNICEF implementing partners and sector partners has increased.

UNICEF has a lead role in the first three pillars of the Preparedness and Response Plan (IPC, RCCE and Continuity of health care) together with the respective line ministry officials. In order to ensure the required support to the coordination, a dedicated IM technical capacity is required to better monitor and record the results and quality reporting. At the same time, additional IM support will be required to UNICEF in some of the specific areas of the information management to ensure efficient and effective reporting and streamline of the processes between UNICEF, UNICEF implementing partners and UNICEF supported sectors.
Key Tasks and Responsibilities:
1- Information management support for COVID-19 Strategic Preparedness and Response Plan:Provide information management support to the working groups of IPC, RCCE and Continuity of health care of COVID-19 Strategic Preparedness and Response Plan where UNICEF has a leading role.
Develop data collection method for the three pillars (of IPC, RCCE and Continuity of health care) and the standard indicators relevant to each pillar.Coordinate with all UNICEF programme sections and working groups members to ensure accurate and systematic data collection of COVID-19 response plan regarding RCCE, IPC, and continuity of health service.Compile, analyse, and update inputs from multiple partners for Monthly COVID-19 reporting from RCCE, IPC, and continuity of health services working groups.Promote and support training of other UNICEF staff, and working group members on using the developed data collection methods.
2- Information management support for UNICEF programmes and led sectors:Update of the programme database (manually or using API) from eTools and also from emails on a weekly basis.
Liaise with programme IM to review all programme data and produce of results on a monthly basis.Liaise with programme IM and reports officer to Support Global COVID-19 SitRep. by reviewing the SitRep. narrative.Follow up with the sectors partners to submit their reports on Activity Info before the 11th of each month (Education, WASH, Child Protection).Follow up with the sectors members OR UNICEF partners to submit COVID data to OCHA through KoBo on a monthly basis.Submit data to Activity Info. On behalf of sector partners who have no reporting or capacity while help in building their reporting capacity.
To qualify as an advocate for every child you will have…Bachelor’s degree in computer science, information systems, data analysis, or related fields.
Three years of relevant professional experience.Must have full understanding of the concept of information management – challenges and opportunities.Must have knowledge of basic data analysis concepts.Strong communication in written and oral in Arabic and English.Quality-oriented, creative, able to work efficiently under tight deadlinesExperience of working with diverse groups of people in emergencies is an asset.
Deliverables and payment modalities :Payments will take place against deliverables as per the following table twice during the contract period after three months and at the end of the contract upon submission of the below deliverables:

Develop data collection method for the three pillars (of IPC, RCCE and Continuity of health care) and the standard indicators relevant to each pillar.Compile, analyse, and update inputs from multiple partners for Monthly COVID-19 reporting from RCCE, IPC, and continuity of health services working groups.Weekly update of the programme database (manually or using API) from eTools and from emails.Monthly review all programme data (with the IM officer of programmes) and produce of results on a monthly basis.Ensure that all data from sector (WASH, Education, and Child Protection AoR) partners are submitted through ActivityInfo. on a monthly basis (follow-up and submit missing data on behalf of the partners if needed).Ensure that all COVID-19 data from UNICEF partners and sector partners are submitted to OCHA through KoBo on a monthly basis.Any other requests related Information Management supportAll the above deliverables must be submitted in one consolidated report that will be used to as a basis to process the paymentSubmit workplan activities and timeframe.

The consultant is expected to submit a detailed financial proposal for the whole duration of the consultancy with all the payments included. The budget breakdown is also required to understand the costs included in the overall proposal.
Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
