The Purpose of the assignment is to provide technical assistance and coordination support to MoFAGA and National Nutrition and Food Security Secretariat for effective implementation of MSNP at Federal, Provincial and Local Government levels. However, the consultancy will also support for the capacity building process of Steering Committees, advocacy for budget allocation for MSNP, preparation of communication strategy for MSNP and review and reporting of MSNP. Moreover, the consultancy will also support to MoFAGA for the revision of the bottom-up planning tools to mainstream nutrition indicators in the profiles of Local Governments as well as to determine the budget ceiling based on the population or needs-based ceilings for earmarked budgets for holistic nutrition plans for both specific and sensitive interventions.

How can you make a difference?

• • Prepare the facilitation note to support 753 local governments for leveraging the resources to implement the complete package of MSNP.
  • Develop nutrition fact sheet having nutrition related details information and circulate to all local governments through appropriate channels.
  • Develop capacity building package and plans targeting to the Nutrition and Food Security Steering Committees MSNP that includes planning, implementation, monitoring and review of MSNP at local government levels.
  • Support for integrated planning, implementation support, monitoring, review and mainstreaming of MSNP through integrated Annual Work Plan and Budget (AWPB).
  • Support to organize MSNP review meetings at federal, provincial and local government levels with national stakeholders, provincial stakeholders and MSNP volunteers, mayors, Deputy Mayors other municipality-level representatives
  • Support to 308 municipalities to prepare periodic planning with budget allocation for MSNP
  • Provide regular updates and reports to UNICEF, MOFAGA and the National Planning Commission about MSNP implementation status
  • Support and contribute to developing an advocacy and communication strategy for MSNP by coordinating with Line Ministries such as: Ministry of Health and Population, Ministry of Agricultural and Live Stock Development, Ministry of Education Science and Technology, Ministry of Water Supply and Ministry of Women, Children and Senior Citizens.
  • Establish functional nutrition information management system in 308 MSNP municipalities and MSNP scaled-up municipalities.
  • Support the organization of the annual MoFAGA-hosted MSNP meeting (in XX)   with the ministries involved in implementing MSNP and development partners.
  • Lead and develop systematic tools for financial tracking for nutrition and develop a nutrition budget code for sustained financing and monitoring of expenditure for nutrition
  • Support to coordinate with MSNP line ministries and provincial governments and report on Disbursement Linked Indicators for the proposed Budget Support from European Union for implementation of MSNP II.
  • Form specific task group to review progress on Disbursement Linked Indicators
  • Provide technical support to federal and provincial local government level Nutrition and Food Security Steering Committees for the effective implementation of MSNP II (2018-2022)
  • As and when required, support National Nutrition and Food Security Secretariat to develop and implement work plan for effective coordination and advocacy for MSNP at national levels.
  • Provide oversight and guidance for staff working at National Nutrition and Food Security Secretariat for effective coordination and reporting of MSNP.
  • Prepare sample guideline and workplan of MSNP for municipalities for effective functional nutrition and food security steering committees and support the team to timely implement the MSNP.

Duration of the Contract

The assignment is expected to start from September 2019 to August 2020 (11.5 months). The total person days is expected to be maximum of 264 days.

Deliverable

• Submission of sample guideline and directives as well as workplans for timely and effective implementation of MSNP by Local Governments
• Submission of capacity building packages that includes planning, implementation process, monitoring and review of MSNP that will guide for effective implementation MSNP by addressing the different issues at three levels (federal, provincial and local government)
• Submission of report on a carried-out orientation and capacity building trainings to MSNP Volunteers and steering committees and municipality officials in 308 and scale-up municipalities where MSNP has been expanded for implementation,
• Submission of the report on development of advocacy and communication strategy as a result of coordinating with sector ministries and nutrition and food stakeholders.
• Submission of report of MSNP review in all 308 local governments of 30 MSNP districts and new scale-up municipalities of remaining districts with MSNP Volunteers and local governments representatives and capacity building of local government representative.
• Submission of report for the following:Support to 308 municipalities to prepare periodic planning with budget allocation for MSNP

  Establish functional nutrition information management system in 308 municipalities, newly scale-up municipalities. Support integrated planning, implementation support, monitoring, review and mainstreaming of MSNP through integrated annual work plan and budget (AWPB) and report submitted

Minimum Required Qualification

• Master’s in public health, Nutrition, Education, Sociology, Anthropology, Agricultures, public administration and Social studies or any other relevant field.
• At least 5 years of experience working on social mobilization/social protection/governance for nutrition related project with the Ministry or any government institutions under multilateral /bilateral funded project and programme.
• Knowledge of Multi-Sector Nutrition Plan and its mainstreaming in local level planning processes
• Experience in delivering trainings, orientations and social dialogue on nutrition and local governance.
• Experience in social behaviour change communication
• Strong documentation and communication skills
• Previous work experience with UNICEF, MoFAGA or ministries who are part of the MSNP.
