Background and purpose
The Government of Rwanda is strongly committed to ensuring that all children can achieve their full potential in a safe and protective environment. However, the level of violence, abuse, exploitation and neglect among children and adolescents in Rwanda remains a concern. Despite violence being often under-reported, figures from the National Violence Against Children and Youth Study (2015/16) show that 42% of boys and 26% of girls aged 13-17 have been victims of physical violence, while 12% of girls and 5% of boys aged 13-17 reported exposure to sexual violence. The Early Childhood Development and Family (ECD&F) Baseline Evaluation (MIGEPROF/NISR, 2015) also indicates that 49.3% of children, sometimes very young, were exposed to violent discipline in the month preceding the study.
Recognizing much more needed investment on prevention mechanisms at the community level to effectively reduce violence against children, since 2014, the Government of Rwanda, with support from UNICEF and other partners have established a cadre of community-based child and family protection volunteers known as Friends of the Family or Inshuti Z’ Umuryango (IZU). Considered as an innovation by bringing the child protection services closer to communities and better reaching marginalized children and families, IZU are para-professional volunteers selected by their own communities and are responsible for assisting in the protection of all children, both girls and boys, and their families from violence, exploitation, abandonment, neglect and other forms of child maltreatment within communities, while at the same time playing an active role response efforts to protection violations. They play a major safeguarding and service support role through conducting home visits, providing direct support to children and families, mobilizing communities for positive behavior change and referring cases of abuse to the appropriate social services.
Fully owned by the Government of Rwanda through the National Commission for Children (NCC), the IZU structure forms an integral part of the national child protection system. To date, there are 29,674 IZU, one male and one female per village, in every village of 30 districts elected by their own communities. The initiative is already included in Rwanda’s seven years National Strategy for Transformation 2017- 2024 (NST 1) and earmarked in the national budget. Both in terms of approach and scale, the Inshuti z’ Umuryango is a unique initiative that adopts home grown practice and culturally owned solution, which translates to greater ownership and sustainability of Rwanda’s child protection system.
Justification
Considering the scale of the Programme, and the need to strengthen the coordination between IZU cadre and other actors of the Child Protection System and other service providers, both at national and sub-national level, the need of a person focusing specifically on the IZU programme was identified.
The person will also be dedicated to supporting the coordination of the activities between NCC, UNICEF and other actors working in operationalizing the IZU cadre.
Objectives
The overall objective of the consultancy is to support the Inshuti z’ Umuryango programme and lead the internal and external coordination efforts.
Specific objectives are:
Support all activities related with the IZU cadre, in particular the capacity building, awareness raising, monitoring and reporting of activities
Support the continuous development of the IZU programme
Coordinate between the IZU cadre and the other actors of the CP system and other service providers

Evaluation Criteria
The Technical proposal is weighted at 75% and 25% for the Financial proposal.
Please note that the final remuneration will be negotiated by HR.

Payment schedule
The Consultant will be paid monthly upon submission of invoice and her/his report on deliverables met each month against the table of agreed deliverables, subject to certification by the supervisor. Monthly payment will be calculated at 8.5% of the total amount for the first 11 months and 6.5% for the last 14 days.
General conditions
The consultant will be working full-time in NCC’s Office in Kigali and will functionally be under the direct supervision of the Senior TMM programme Manager on a day to day basis and will also report to UNICEF’s Child Protection Specialist on deliverables.
During the consultancy period the consultancy will cover his/her transport cost in Kigali and at the request of the supervisor,
UNICEF and NCC shall provide the Consultant, with transport for field visits. For Field Trip, the consultant will be reimbursed based on out of pocket expenses associated with the travel at Government official daily subsidy allowances and based on a submitted voucher/claim approved by the supervisor.
UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/output is incomplete, not delivered or for failure to meet deadlines
All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.
The contractor must respect the confidentiality of the information handled during the assignment. Documents and information provided must be used only for the tasks related to these terms of reference.
To qualify as an advocate for every child you will have…
Desired competencies, technical background and experience
Academic qualifications: University degree in Social Sciences (Sociology, Psychology and Social Work), Development Studies, Community Development or Project Management. An advanced degree in the above fields is an added advantage
Employment experience:
At least 5 years of relevant professional work experience in child protection, preferably at community support level. Experience in coordination and management of social work interventions, as well as in capacity-building is an asset
At least 2 years of experience in a multi-sectoral management and partnership management as well as practical experience of community development
Sound understanding and past working experience of participatory community principles and practices
Experience in working with Local Government, (I)NGOs or Development Partners is required
Language skills: Fluency in English and Kinyarwanda. Knowledge of French would be an asset
Skills and abilities:
In depth knowledge of social service workforces and welfare and protection systems in Rwanda
Excellent writing skills, strong planning, organizational and analytical skills, computer skills and interpersonal communication skills;
Ability to work with Government Officials at national and decentralized levels as well as with international and national development partners.
