PURPOSE OF WORK (Main Responsibility)
The Monitoring and Evaluation Officer is responsible for compliance with the key final results indicated by providing professional experience and assistance in the collection of information / data, statistics, data analysis, monitoring and evaluation (M&E), report preparation, communication and association , and in the implementation of training programs for data collection, monitoring, evaluation and research of national and sub-national capacity, with special attention to the interest, concern and participation of the main stakeholders.
Key final results are expected
1. The Integrated Monitoring, Evaluation and Research Plan (IMEP) is prepared to implement strategic priorities and a realistic plan of activities for M&E.
2. Timely monitoring and measurement of changes in conditions due to the program or policies in the country or region are carried out with the participation of relevant partners and are provided to the Country Office and national partners to facilitate planning. national and evaluate the impact of programs and policies, and report on the progress made.
3. The performance of the country office is systematically monitored and the data of the key indicators of the Annual Management Plan and the management reports are collected, analyzed and made available to the management and the National Management Team.
4. The evaluation is designed and carried out with quality processes and products in line with priority and strategy. Evaluation findings, recommendations and reports are used to improve program performance and are disseminated effectively to the intended audience. The main partners keep up to date and / or contribute to these exercises as necessary.
5. The monitoring and evaluation capabilities of Country Office staff and national partners are strengthened, allowing them to participate more and more and lead the monitoring and evaluation processes.
6. Effective communication and partnership is achieved to carry out integrated planning of research, monitoring and evaluation activities within the Country Office and with the Regional Office, and with all other stakeholders, including national partners, the United Nations Country Team and the international community; and the results are shared with all partners to stimulate joint commitment.

Within the delegated authority and in accordance with the organizational configuration given, the holder of the position can be assigned the primary, shared or contributory responsibilities for all or part of the following areas of main duties and key final results.

• Acts in a support role for two or three of the functional areas of M&E in the small or medium country office. It may be responsible for implementing small-scale monitoring and / or evaluation activities at the project and activity level.
• The nature of the work is mainly basic conceptualization, analysis, interpretation and identification of problems, which leads to precise conclusions and analytical / operational recommendations.
• The work requires efforts to build a partnership for the acquisition of information and responses to customer needs, as well as the ability to support the creation of networks with knowledge institutions.

QUALIFICATION AND COMPETENCES
1. Education:
University degree in social sciences, development planning, planning, evaluation, survey implementation, advanced statistical research.
2. Work experience:
• Experience of professional work in the development and implementation of the program, including monitoring and evaluation activities as follows:
 • One year of relevant professional experience. Work experience of developing country (for IP) or field work experience (for NO)
• At least one instance of exposure to emergency programming, including preparation planning. Active participation in a humanitarian crisis response program is preferred.
3. Linguistic competence
Fluency in Spanish and English is required. Knowledge of another official UN language and the local language of the destination is considered an asset.
