Under the supervision of the Logistics Specialist (Health Project), the Logistics Officer (Health Project) is responsible to plan, manage and monitor all aspects of the Supply Chain related to the project at the field location. This would include but not be limited to monitoring of transportation/delivery and distribution related activities, and the direct management and oversight of all logistics operations related to the project at the field location of responsibility.
How can you make a difference?
In coordination with the Logistics Specialist (Project) and the Supplies and Logistics (S&L) team in Juba, provide validation of the most cost-effective and efficient delivery routes at Field Office level and monitor the transportation/delivery and distribution related activities of the Project.
In collaboration with the Health Programme teams, all stakeholders, actors and Implementing Partners (IP), coordinate and supervise the logistics operations at Field Office level for the Project.
Identify and recommend warehousing and delivery points for timely delivery of supplies to supported health facilities and monitor all deliveries at field level related to the Project.
Participate in the central “Logistics Taskforce Group and lead the “Sub Logistics Taskforce Group” with all stakeholders, actors and Implementing Partners at Field Office/State level.
Regularly review and report on the Supply Chain requirements at Field Office level to ensure no pipeline breakages are experienced at all points of the Supply Chain that would potentially affect the Implementation of the Project. Where possible a pull system of deliveries should be implemented that will provide risk mitigation against losses and damage.
In corporation with the IPs and other local stakeholders and actors at Field Office level implement the agreed supply chain mitigation measures and regularly monitor and review the supply chain risks and update/report back to the Logistics Specialist (Project) on the status.
In collaboration with different stakeholders, actors and IPs, implement the agreed transport and distribution plans at Field Office level and regularly report back to the Logistics Specialist (Project) on the status.
Regularly monitor, report on and provide recommendations at Field Office level on how to improve the monitoring and delivery of the health kits and medical supplies to the Health Facilities and end users.
Support in the assessment and capacity development of each newly selected IP to effectively and efficiently receive, store, transport/distribute and monitor of the provided supplies at Field Office level to the various health facilities and recommend/implement agreed measures for capacity building.
Implement and manage the developed logistics capacity building program at Field Office level for the newly selected IPs related to the project.
Support the IPs at Field Office level in the identification of adequate storage needs and requirements to support and meet the project requirements.
Support in the development and operationalization a plan at Field Office level to ensure communication with different stakeholders and actors is effective, including operational communication and timely reporting of results and incidents in line with project requirements
Implementation and management of a monitoring tool to track supplies from Juba to the health facility level at Field Office level where feasible.
Prepare and share (monthly/quarterly) reports on the implementation of the Project along the Supply Chain at Field Office level.
Any other duties assigned by the Supervisor.
To qualify as an advocate for every child you will have…
An advanced university degree (Master’s or higher) in Supply Chain Management or a related field, or equivalent educational qualification in relevant areas (transport or logistics operations/management, supply management, etc.).
*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
A minimum of 2 (two) years of relevant professional experience in logistics operations and management.
Experience of managing complex logistics projects, in politically complex and conflict sensitive environments is required.
Experience of working within emergency contexts is required.
Experience with implementing capacity building activities with partners and government counterparts is required.
Experience of implementing monitoring of supply chain operations, including at partner level is required.
Experience of Health commodities, including cold chain is desirable.
Experience of working in South Sudan is a strong asset.
Fluency in English, both verbal and written, is essential. Fluency in Arabic will be an asset.
