Background
In Mali, children face a variety and multiple forms of abuse, violence and exploitation, including those who are on the move and affected by the crisis. The humanitarian crisis that Mali has experienced since 2012 further impacted the lives of children and their families. Families and children, including unaccompanied children, continue to move for safety reasons, or for (temporary) work opportunities or for transit purposes. As a result, children face family separation, exploitation, child labor, recruitment into armed groups, trafficking, smuggling, sexual violence, and a lack of basic services, while existing child protection concerns have further exacerbated. Children are exposed to these multiple vulnerabilities and risks in an extremely weak protective environment where basic social welfare services are weak and traditional community-based child protection mechanisms have been disrupted.
Concerns are being expressed over the direct impact these violences have on children in terms of development, wellbeing as well as social cohesion. In this context, Mental Health and Psychosocial Support (MHPSS) forms a key area of response for UNICEF and partners. Safe Spaces or Child Friendly Spaces (CFS) have come to be an important vehicle for the delivery of psychosocial support in emergency and to address issues of child protection, gender-based violence and psychosocial support.  At the same time, there is increasing evidence that CFS, though quite useful as an immediate modality for response is limited in scope and does not always contribute to strengthening local government and community systems for sustainable care and psychosocial well-being. Moreover, in terms on case management, skills, practices and procedures for MHPSS, do not always meet minimum standards.
UNICEF Mali support the government for strengthening the child protection system to respond to the needs of children subject to and at risk of Violence and exploitation. Protection of children from violence is a foundation of psychosocial wellbeing; and providing psychosocial support is an essential element of Unicef child protection response.  MHPSS can also serve as an entry point for access to other services, including health, nutrition, WASH and educational or vocational training, as well as referral for other child protection care and services.
The UNICEF Child Protection Section is therefore seeking a consultant to provide support to the team to review existing MHPSS frameworks, harmonize approaches and contextualize existing practices, procedures and tools using the framework of IASC guideline on MHPSS, develop a MHPSS capacity development strategy and plan and facilitate trainings and mentoring, building on the skills and knowledge of key child protection stakeholders.
 Objectives
The purpose of this consultancy is to support development of an operational framework and tools for MHPSS including community based MHPSS using IASC and UNICEF global guidelines on MHPSS. The consultant would work with the CP team and the government to develop and finalize guidance, tools, capacity building plan for harmonised approach to MHPSS. The International Consultant will work closely with the Government, child protection stakeholders and community-based Organizations in the targeted areas of intervention which will serve as pilot areas.
The International consultant will work in collaboration with a national consultant/Organisation, who will be recruited once the consultant will be in place. While the international consultant will bring international experience in the area of MHPSS within the child protection system strengthening global work, he/she will work closely with a national consultant/Organisation to ensure transfer of skills and knowledge but also that local context and latest national developments are duly reflected and considered in the design of new frameworks. The consultant will ensure linkage with OCHA, IOM and WHO initiatives on MHPSS.
The consultant will work in close coordination with the international Organisation deploy to lead and coordinate UNICEF’s technical support to the government in the design and implementation of case management services framework and the actual provision of integrated services
Scope of Work
The consultancy will be conducted in-country over a 8 months period.
Specific Tasks
 Producing a situation analysis regarding MHPSS for children in Humanitarian and development setting, including Community based MHPSS
Collect and analyze available information related to violence against children and MHPSS response in Mali through desk review and rapid assessment on the field to collect missing information with specific attention to support provided to Children associated with armed groups/armed forces. This include in-depth understanding of the scope, severity, and cause(s) of the problem, and of the people and environmental factors that influence decision-making;
Support the development of a qualitative research tool(s) for collection of any essential missing data including on Children associated with armed groups/armed forces;
Identify all best practices on MHPSS for children on case management and Community based MHPSS
Organize workshop for (i)validating the MHPSS Analysis for child protection (ii) developing the building blocks of evidence based MHPSS package including for Children associated with armed groups/armed forces.
Developing minimum standards and Strategy for focused MHPSS interventions and supporting use of evidence-based MHPSS interventions and using the framework of IASC guidelines
Develop a structured package of PSS strategy and interventions for case managers and community based MHPSS with a specific package for Children associated with armed groups/armed forces if needed (based on the analysis findings and recommendations);
In collaboration with the M&E specialists/IMO, develop/strengthen tools and a clear framework for monitoring the impact of the different tiers of the MHPSS strategy developed and implemented
Organize workshop for validating the MHPSS Strategy and harmonized minimum Standards
 Strengthening mentoring/supervisory structures
Map existing MHPSS service providers (including at community level) and conduct a skills and practices assessment and analysis (including knowledge, attitude and communication skills),
Document overall existing capacities, gaps and priority training and mentoring needs of key stakeholders regarding MHPSS including for those providing MHPSS to Children associated with armed groups/armed forces
Develop a capacity development strategy and plan of implementation with National consultant/Organisation with clear outcomes and timelines for service providers (including community actors, social workers), and other key stakeholders;
Develop training materials and tools and facilitate trainings and mentoring sessions for child Protection case managers and community based MHPSS and support the roll-out with National consultant/Organisation to implementing partners including government departments across key regions as per the implementation plan in close consultation with relevant government counterparts and stakeholders;
Support PFA/PSS and other mainstreaming MHPSS trainings among a range of partners including government departments, UNICEF and key staff among implementing partners supported to deliver trainings in line with TOT strategy
Develop a detailed monitoring and evaluation plan for the capacity building/mentoring strategy: Indicators/means of verification for measuring the progress and success
Develop a detailed road map for operationalization and sustainability of the MHPSS implementation in Mali

LOCATION
The consultant will be based in Bamako and will travel to field locations as required.
Terms of Payment:
The consultant will be paid by deliveries as per the above schedule
Expected background, Experience and technical skills
Advanced degree in clinical psychology, social work or other relevant mental health background
A minimum of seven years of relevant professional work in child protection working in design, development, evaluation and implementation of psychosocial support/ MHPSS programmes in humanitarian and Development settings. Previous relevant working experience in West Africa would be an asset
Demonstrated Experience in developing M&E frameworks related to the field of MHPSS
Demonstrated experience on Counseling skills and clinical supervision
Demonstrated knowledge of IASC Guidelines on MHPSS in Emergency Settings
Substantial experience in development of training materials and facilitating training workshops as well as in supervision of MHPSS teams
Experience in working through local and national systems and with local and national staff
Ability to adapt western therapeutic techniques in consideration of local culture, traditions, values, beliefs
Excellent planning and organizational skills
Excellent analytical and written skills
Strong communication skills – both oral and written
Good team player enjoys being part of a multi-cultural and multi-disciplinary team
Fluency in written French and English
Experience working with UN/international organizations
Experience working with government desirable

General Conditions Procedures and Logistics:
The consultant must have his/her own computer and email, phone and credits, printer and paper
The scope of work would be carried out in Bamako and targeted areas of interventions
Travel to meet partners in the district of Bamako is the responsibility of the consultant. UNICEF will be in charge for travel out of the district of Bamako UNICEF.
