How can you make a difference?
To ensure comprehensive technical oversight, UNICEF is seeking to engage a Construction Engineer to manage the two above mentioned construction activities. The Construction Engineer will work together with MoHCC, Local Government (Ministry of Public Works and Construction) and serve as the direct liaison with the institutions contracted to do the job.
The Construction Engineer will offer independent technical guidance and monitoring of all phases of project implementation and ensure that the construction projects adhere to regulations, other expected standards, and time frames. There is no such existing engineering expertise within the Health & Nutrition Section, nor the required staff time to accomplish such intensive oversight and liaison
The specific objectives of the assignment:
To evaluate and  select a qualified contractor who will deliver the finished projects within the allocated time.
To engage with the contractor and provide on-site support as they initiate and complete their activities, while simultaneously liaising with the Ministry of Health and Child Care and Ministry of Public Works and Construction to provide updates and troubleshooting as necessary.
To check on feasibility of building design in relation to  other structures in the area and to ensure minimum environmental impact.
To routinely monitor progress of construction in terms of quality and adequacy of building materials used, standards and timeliness.
To provide UNICEF with regular updates on implementation of the various activities taking place at every stage of the bid construction process.

Scope of work:
This job will take place in two phases, remote support and in-country
Phase 1: Remote support / desk work
Inception report
Develop the work plan for the implementation for the quality assurance strategy and monitor compliance to ensure objectives and targets are met and achieved.
Design review and pre-bidding and bidding
Review designs and architectural drawings and engineering estimation: –
BOQ
Design a PDF (already provided)
Detail of location (already provided)
Engineering Estimates
Review and verify proposed building plans for technical soundness; check and approve material and equipment incorporated in the works, ensuring compliance with designs, specification and safety regulations. All proposed works should be approved by relevant government authority prior to commencement of works.
Assist in the review and evaluation of the technical, institutional and financial feasibility and constraints of the project in coordination and collaboration with government and other partners.
Provide expertise in pre-bidding and bidding process.
Pre-bidding process
Conduct pre-bidding meeting with potential contractors
Review, assess and short list expression of interest
Initiate Request for Proposals (RFP)/Prequalification
Bidding process
Analyze and evaluate received bids in collaboration with concerned government counterparts
Draft and issue bid and contract award
Interpret for the Contractor the contents and intents of the Construction Contract Documents, such as the working drawings, specifications and general conditions.
Phase 2: In-country / construction supervision
Inspection and examination of the actual construction works with such frequency and duration as may be necessary to fully instruct the Contractor’s representatives on the work, the merits of the material and workmanship, and seeing to it that the work is done, in every particular aspect, strictly in accordance with the plans and specifications. During such project visits and on the basis of Consultant’s observations, the Consultant shall keep UNICEF informed of defects and deficiencies in the work of contractors and shall condemn work found failing to conform with the Contract Documents, Annexes or Special Provisions of the Construction Contract, if any, and decisions of UNICEF as conveyed.
Identify problems and propose alternative courses of action to accelerate/improve programme delivery.
Ensure compliance with the Zimbabwe national construction codes and that all constructions are jointly supervised by the district works superintendent or equivalent. Final approval of works should be done by Government Engineers.
Verification of technical quality and cost effectiveness of works undertaken and give guidance where there are variations.
Implementation of relevant construction quality assurance and control system including but not limited to cost and time parameters.
Preparation and submission to UNICEF of weekly and monthly progress reports of all the sites detailing the following:
Site construction progress (percentage completed) and compared to the baseline (original) program.
Current payment certification status.
Current forecast completion date.
Resources being provided by contractors.
Current or anticipated problems and proposed solutions including likely deviations from timing and costing plans.
Quality and efficiency of supervision set up.
Variation orders issued (from the original scope of works) with cost, time and quality reporting elements.
Verification and certification of works done and make recommendation to UNICEF on all claims of the Contractor(s) relating to the execution and progress of the work, such as progress payments, variation orders, contract time extensions and suspensions.
Documentation of lessons learned in the construction works for sharing and wider dissemination during the construction process and advise UNICEF regularly.
Maintenance of a filing system for all site memos and instructions, measured quantities of work and material on site, reports, and other documents and correspondence pertaining to the construction activities.

Output: Architectural drawings and details design document, Bill of Quantity and engineering estimate completed

Technical support in Local Procurement Authorization (LPA) and bidding document preparation

 

June to July 2020

 

 

Construction Supervision

In country

Travel regularly to the 4 health posts and 1 Dry Stores identified for construction and through deploying the latest construction management principles, ensure the construction works are completed on time, within budget and to the required quality.

Deliverable:

1 Dry store and 4 Health Posts constructed to the required specification.

Output: Building works on 4 health posts and 1 dry store completed on time, within budget and to the specified quality.

August to December 2020

 

 

Progress Reports and work plans

Remotely

Preparation and submission to UNICEF of weekly progress reports of all the sites as well as monthly work plans for review and approval by the supervisor.

Deliverable:

Weekly reports for each site outlining progress against planning, financial expenditure and recommendations; monthly work plans approved by the supervisor.

Output: Progress reports made weekly/monthly to support management decisions on the construction works; work plans developed on a monthly basis.

August to December 2020

 

 

Payment Certification

Remotely

Review the payments requests from each contractor and make recommendations to UNICEF Supply Officer of which are valid pays within one week from time of receipt from the contractor.

Deliverable:

Recommended payment statements per contractor per site.

Output: Genuine and due payments made to contractors on time.

July to December 2020

 

 

Certify completion of works

In country

For each site, upon completion by contractor, jointly with government engineers, conduct final inspection, prepare the snag list, and facilitate handover to government upon satisfactory completion of works.

Deliverable:

For each site, a handover report duly signed by government officials. Final summary report including lessons learned

 

Output: Completed works handed over to government satisfactorily.

To qualify as an advocate for every child you will have…
A University degree in Civil Engineering, Architecture or related Building Sciences.
A minimum of five [5 years] of relevant professional experience preferably in the Health sector
5-8 years of experience in construction sector in Zimbabwe;
Experience in the design, and management development projects, and working with local communities;
Good analytical and writing skills and Fluency in English and Local languages of any of the targeted districts.
Developing country work experience and/or familiarity with emergency is considered an asset.
