UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the UNICEF Strategic Plan and the Sustainable Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. It is an independent component city in the newly created Bangsamoro Autonomous Region in Muslim Mindanao, (BARMM) serving as the capital of the region where the regional administrative government offices are located.

How can you make a difference?

The Health Officer will focus on health systems strengthening support in the areas of maternal newborn health and Universal Health Care, and other emerging priorities in CPC 8.  He/she will provide technical, operational and administrative assistance throughout the programming process for the Health Program within the Country Program from development planning to delivery of results, preparing, executing, managing and implementing a variety of technical and administrative program tasks to facilitate program development, implementation, program progress monitoring, evaluation and reporting of results.

Under the direct supervision of the Health and Nutrition Specialist the post shall undertake the following:

1.       Support to programme development and planning

  • Support conduct/update situation analysis for the program sector/s for development, design and management of health-related programs. Report on development trends (e.g. political social, economic, health) to enhance program management, efficiency and delivery of results.
  • Contribute to the development/establishment of sectoral program goals, objectives and strategies and results-based planning through analysis of health needs and areas for intervention and submission of recommendations for priority and goal setting.
  • Provide technical and operational support throughout all stages of programming processes by executing/administering a variety of technical program transactions, preparing materials/documentations and complying with organizational processes and management systems, to support program planning, results-based planning (RBM) and monitoring and evaluating results.
  • Oversee the development of quality improvement systems

2.       Programme management, monitoring and delivery of results.

  • Work closely and collaboratively with sectoral and cross-sectoral UNICEF colleagues and partners to discuss operational and implementation issues, provide solutions, recommendations and/or alert appropriate officials and stakeholders for higher-level intervention and/or decision. Keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
  • Participate in monitoring and evaluation exercises, program reviews and annual sectoral reviews with government and other counterparts to assess programs and to report on required action/interventions at the higher level of program management.
  • Monitor and report on the use of sectoral program resources (financial, administrative and other assets), verify compliance with approved allocation/goals, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to ensure timely resolution by management/stakeholders. Follow up on unresolved issues to ensure resolution.
  • Prepare regular/mandated sectoral program/project reports for management, donors and partners to keep them informed of program progress.

3.       Technical and operational support to programme implementation

  • Provide technical and programmatic oversight and ensure appropriate support for the implementation of program activities in the areas of health systems strengthening and quality improvement
  • Conduct regular program field visits and surveys and/or exchange information with partners/stakeholders to assess progress and provide technical support, take appropriate action to resolve issues and/or refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.
  • Provide technical and operational support to government counterparts, NGO partners, UN system partners on the application and understanding of UNICEF policies, strategies, processes and best practices on health systems strengthening to support program implementation, operations and delivery of results.

4.       Networking and partnership building

  • Build and sustain effective close working partnerships with health sector government counterparts and other partners through active sharing of information and knowledge to enhance program implementation and build capacity of partners to deliver concrete and sustainable results.
  • Draft communication and information materials for CO program advocacy to promote awareness, establish partnership/alliances and support fund raising for health programs.
  • Participate in appropriate inter-agency partnerships on health when needed
  • Provide information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes.

5.       Innovation, knowledge management and capacity building

  • Support identification, capture, synthesis and share lessons learned for knowledge development and to build the capacity of stakeholders.
  • Apply innovative approaches and promote good practice to support the implementation and delivery of concrete and sustainable program results.
  • Assist with oversight of research/studies when needed and ensure results are available for use in knowledge products
  • Participate as resource person in capacity building initiatives to enhance the competencies of partners, clients and stakeholders.

To qualify as an advocate for every child you will have…

  • A Master’s degree in Public Health or a related field or a University Degree in public health/nutrition, pediatric health, family health, health research, global/international health, health policy and/or management, environmental health sciences, socio-medical, health education, epidemiology or other health related sciences is required.A minimum of two years of professional experience in a developing country in one or more of the following areas is required: nutrition, public health, nutrition planning and management, or maternal, infant and child health/nutrition care.

*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

  • Experience in health/nutrition programme/project development in a UN system agency or organization is an asset.
  • A minimum of 3 years of professional experience in public health/health systems strengthening and program management is required.
  • Experience in strengthening service delivery programs, training, performance and quality improvement and monitoring and evaluation
  • Experience in health program/project development in a UN system agency or organization is an asset.
