The aim of the terms of reference of the nutrition consultant is to facilitate improvement in routine monitoring and on-the job coaching, thus enabling quality programming of UNICEF funded nutrition projects. To ensure that the implementation of the nutrition programme is taking place in a timely manner and benefiting the targeted population, individual consultants are sought to conduct regular monitoring of nutrition activities implemented by partners, and on-the job coaching of frontline nutrition and health workers in the seven states. The consultants will collate and track monitoring reports and follow up on field monitoring recommendations to improve quality of the nutrition programming in the states.
Specific Tasks
Support and coordinate field monitoring mission plans and follow up recommendations from previous visits
Undertake regular collection, analysis and reporting of monitoring data using the agreed monitoring systems, and advice UNICEF and partners on status and efficiency of programme implementation, and any remedial action required to enhance and improve programme delivery
Prepare quarterly field visit schedule based on nutrition performance analysis
Submit regular monthly monitoring and supportive supervision reports
Assess capacity of implementing partners on monitoring and reporting, develop a capacity building plan, and implement accordingly
Follow up partners’ quarterly reporting and track achievements as against approved PD/PCA targets;
Coordinate the follow-up of state level work plan implementation, and ensure that key bottlenecks are identified, discussed and resolved;
Facilitate community mobilization and support community volunteers/workers to conduct active case finding, referrals and follow up
Participate in Integrated Rapid Response Missions (IRRM) to reach displaced and hard-to-reach populations when required
Participate as and when required in periodic nutrition assessments with partner agencies (e.g. Integrated Phase Classification, Food Security and Nutrition Monitoring Surveys, Initial Rapid Need Assessment (IRNA) etc.)
Support community mobilization and monitoring of activity implementation during Vitamin A and deworming supplementation with Polio NIDS
Support advocacy and social mobilization activities during World Breastfeeding Week
Document any good practices developed as part of the implementation of nutrition projects including human interest stories (with accompanying photographs) that highlight the impact of the project
Qualifications and Competencies
Basic University degree in Nutrition, Social Science, and Public Health Nutrition or a related technical field.
Minimum five years of progressively responsible professional work experience in implementation and monitoring of NGOs and working with the Ministry of Health, particularly in developing countries, including in humanitarian settings.
A range of specialized skills:
Excellent facilitation skills and ability to organize and implement training;
Negotiation, oral and written communication skills including reports preparation;
Ability to work in a multi-cultural environment, and proven interpersonal skills;
Experience in building successful relationships with government counterparts, UN agencies and other relevant partners;
Ability to cope with hardship conditions;
Knowledge of computer management skills
Extensive experience in conducting evaluations of development and research projects, and ability of combining different evaluation tools to capture project outcomes and processes as well as a proven record in delivering professional reviews
Experience of carrying monitoring and supportive supervision of nutrition programmes is critical

UNICEF Supervisor
The Nutrition consultants will be supervised by Nutrition Officers for Eastern Equatoria (EE), Unity, Jonglei, Northern Bahr el Ghazal (NBeG), Upper Nile State (UNS), Warrap and Lakes states.
Travel Clause
All UNICEF rules and regulations related to travel of Consultants/ Individual Contractors apply.
All travels shall be undertaken only upon the prior written approval by UNICEF.
The eligible maximum amount for travel is specified in the contract.
The consultant is responsible for his/her travel arrangements. The most economic and direct route is authorized.
Travel costs will be reimbursed after the completion of mission. UNICEF will pay the applicable DSA rate and other travel related expenses upon submission of the invoice together with the supporting documentation.
Nature of Penalty Clause in Contract
If the final reports and documents are not submitted according to the deliverables stated in this TOR, the payments will be withheld.  UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines (fees reduced due to late submission: 20 days – 10%; 1 month -20%; 2 months -30%; more 2 months – payment withheld). All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.
