BACKGROUND
UNICEF works towards realization of the rights of children as prescribed in the Convention of the Rights of the Child. In an effort to achieve its goals, UNICEF Guinea-Bissau applies various programme strategies and interventions at different levels.
The WASH section has an extensive program in schools of Guinea Bissau. During the past years new designs have been developed together with Ministry of Health and new, girl friendly latrines have been installed and in some cases water systems. The water systems are always equipped with a public water tap where the community can collect water at predefined user costs.
Every project is preceded by community consultation to ensure that the population that will benefit from the project are consulted. The community consultation ensures that the project meet the expectation of community and increase the involvement and in an extension the durability of the project. WASH section has also made water and sanitation infrastructure improvements in 78 Health centers during 2016 to 2019. The last 36 of these health centers are now ready for reception of the works. UNICEF is supporting civil registration in Guinea Bissau and has for that purpose constructed 4 civil registry centers. These centers are now ready for final reception and assessment.
OBJECTIVE
The overall objectives are to:
Reception of WASH facilities in 16 Schools and 4 civil registry centers and provide recommendation whether they can be finally received after the one year guarantee
Review past designs of school sanitation after one year of use and suggest improvements to design and construction methods
Prepare new construction documents for new WASH in schools’ intervention.
Receive rehabilitation works performed by construction companies in 36 health centres
ACTIVITIES, TASKS, DELIVERABLES AND TIMELINES
1. Reception of construction
Activities & tasks:
Final reception of 16 school WASH infrastructure and 4 Civil registration centers
Reception of rehabilitations in 36 Health centers
Deliverables, Timeframe and Payment:
Reception report on the school latrines clearly indicating if the latrines can be received or additional works will be needed in the standard template (given by UNICEF)
Reception reports for all 36 health centers with clear recommendations of remedial works needed and if the y can be received
Reception report for the 4 civil registration setting with clear recommendation of remedial works needed and if the y can be received
2. Community consultation on new construction and review and actualization of past designs
Activities & Tasks:
Identify three schools suitable for complete new construction and three schools suitable for partial rehabilitation utilizing monitoring tool mWater.
Consult school children and teachers on their perception and functionality of the previous programme installed WASH structures
Consult adolescent for their input to the design of the adolescent space.
Consult communities in the three schools with complete interventions on their preference of location of latrines. Prepare location plans of where the WASH structures will be placed.
Consult the three schools and village leaders on their interest to have a public standpipe linked with consumer payment of water. Identify if there is any other functioning water system in the community.
Review the functionality of the Hygiene clubs in the schools, especially in adolescents ‘girls information received on menstrual hygiene.
Deliverables, Timeframe and Payment:
Inception report on selection of schools, including criteria (2 pages max).
Report of the community consultation in three schools, with photos (4 page max).
Updated adolescent space drawings with bill of quantities and cost estimates.
Report on condition of the ten latrines, user experience and recommendations for improvement in design and construction of the latrines and report on the functioning of hygiene clubs in the schools.
Prepare bidding documentation for the three new latrines and three rehabilitations.
3. Survey of status in 36 health centers following reception of works
Activities & Tasks:
Finalize a predefined survey on all facilities in the monitoring tool mWater.
Deliverables, Timeframe and Payment:
Complete survey in all schools and healthcenters utilizing UNICEF provided tool mWater.
To qualify as an advocate for every child you will have…
Academic higher qualification in the fields of Engineering, Architecture, community engagement or related field.
Minimum of two years working experience in relevant field.
Experience of working with an international aid organization is highly desired.
Prior, documented, experience of community consultation.
Prior experience of working with adolescents and menstrual hygiene.
CONDITIONS OF WORK
The nature of the contract will be temporary.
The consultant is expected to conduct all work independently, in accordance with professional standards.
The consultant will be required to travel within Guinea-Bissau based on the requirements of the assignment. The locations will be according to the list in Annex
Prior to commencing the contract, the individual consultant will be required to sign a Health Statement for consultants/individual contractors, and to document that he/she has appropriate health insurance, if applicable.
UNICEF will organize transport within the country
Requirements
Financial proposal that will include: your daily/monthly rate (in US$) to undertake the terms of reference above.
Indication of availability.
At time contract is awarded, selected candidate must have current health insurance coverage.
Payment terms
Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
