METHODOLOGY
This consultancy should start by a desk review of all relevant documents, including a full and comprehensive revision and understanding of the LSCE framework, the general Curriculum Frameworks of Education 2.0. as well as the grade level ones for Pre-Primary and Primary 1 to ensure synergies and the UNICEF’s Guidelines and Principles documents on inclusive education.
This will be followed by a field visit as a scoping mission to meet with the relevant stakeholders and partners to agree on expectation, deliverables, timeframe, and means of collaboration.
In country Capacity building workshops, in collaboration with a partner public university in Egypt, targeting the CCIMD’s curriculum experts and other relevant officials and leaders from the MoETE to develop the specified frameworks, guidelines, and guidebooks.
Online support and revision of the different drafts of the frameworks as they are developed by the MoETE and the CCIMD.
ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE
Key activities will include the below:
Objective 1:
Review the Education 2.0. Curriculum Frameworks, the General as well as the Grade-level for Pre-Primary and Primary 1.
Conduct a scoping mission to meet with the national stakeholders to agree on deliverables, plans, and means of collaboration.
Partner with the national stakeholders including the CCIMD and the local partner university in formulating a joint action plan for the development process of the above deliverables and objectives.
Support the MoETE, members of the Center of Curriculum and Instructional Materials Development, and the partner local university in developing the grade-level curriculum framework for Special Education, targeting the mentally challenged children for Pre-Primary and Primary 1, in light of the LSCE framework and based on Education 2.0. overall philosophy and approaches to ensure synergies among different education systems.
Objective 2:
Review UNICEF’s User Guidelines on How to Produce Accessible Content, UNICEF’s Guidelines on How to Produce Accessible Web and Multi-Media Content, and UNICEF’s Principles for Digital Development.
Support the MoETE and members of the Center of Curriculum and Instructional Materials Development to develop the National Guidelines on the Adaptation and Accommodation of the Materials for the Inclusive Education and Special Education needs of Students with loss of vision and deafness, including a check list to be used in assessing the compliance of the developed materials with the newly developed guidelines, based on UNICEF’s User Guidelines on How to Produce Accessible Content, UNICEF’s Guidelines on How to Produce Accessible Web and Multi-Media Content, and UNICEF’s Principles for Digital Development.
Objective 3:
Support the MoETE and train the members of the Center of Curriculum and Instructional Materials Development to develop the Teachers’ Guidebook on the Inclusive Education and how to use the newly developed learning materials in the classroom context for the benefit of children with disabilities in inclusive education.
Overall quality assurance of developed documents to ensure addressing needs, achieving objectives, and compiling with international approaches in inclusive and special education and UNICEF’s relevant standards and guidelines.

QUALIFICATIONS, SPECIALIZED EXPERIENCE AND ADDITIONAL COMPETENCIES
Advanced degree in Education, Inclusive/Special Education.
Minimum of 10 years professional experience Inclusive/Special Education.
Experience in Life Skills based curriculum design and development.
Experience in assessment in Inclusive/Special Education.
Previous experience leading a similar education reform process in the Arab region is an asset.
This assignment will require a team of consultants, preferably experts in the below:
Curriculum Engineering in Inclusive Education/Special Education.
Digital Accessibility and Education.
Mental Disabilities.
Visual and Hearing Disabilities.
CONDITIONS OF WORK
No logistical preparation is needed from UNICEF’s part. The contracted inviduals should be responsible for all logistical preparations including travel and transportation. UNICEF will not provide office space.
