For every child, 

One group of children that is at the center of the alternative care agenda in Mexico are migrant and refugee children. Mexico is a country of origin, transit and destination of migrant children, particular from the Northern Triangle (Guatemala, Honduras and El Salvador). Between 2014 and 2018, more than 150,000 children were detected by the Mexican authorities. Despite the legal prohibition of detention, in practice, children are still detained with their families or, if unaccompanied, in specific modules of the migration centres. Limited alternative care options and capacity are some of the key factors that contribute to this situation.

UNICEF Mexico and the welfare authorities have developed a model of alternative care for migrant children (https://www.unicef.org/mexico/informes/modelo-de-cuidados-alternativos). This consists of different components: a reception center and longer-term care options, such as community-based facilities, group homes and foster care. Currently, some components of the model are being implemented in one state (Tabasco but require scaling up). Continued support is required to build capacity to scale up the implementation of these care options, including in other states.

Chihuahua is one of the states that is receiving large numbers of migrants, including those transiting and those that have been returned. Recently, the State also started receiving asylum seekers that under the Mexican Protection Protocol (MPP) are asked to wait for the Court’s decision on asylum in Mexico. Currently, welfare authorities are establishing a reception centre which is in line with the model above described (with activities outdoors) and are interested to pilot group homes and foster care for migrant, asylum seeking and refugee children.

UNICEF is seeking international expertise that could strengthen capacities of welfare agency and partners in the implementation of the pilot alternative care options in Chihuahua, in particular group homes and foster care for migrant, asylum seeking and refugee children. Based on successful experiences in other countries and on the model earlier described, the expertise will be required to develop operational tools and conduct trainings for staff implementing group homes and foster care. Recommendations on the way forward and for the scaling up of these options will be welcome during and at the end of the contract period.

How can you make a difference?

  • Conduct an initial trip to assess the situation, discuss with staff and initiate technical support to start implementation of group homes and foster care.
  • Based on the existing manual for group homes and foster care, develop an operational/management plan for the implementation of the alternative care options identified: staff (# and profiles) required for each AC option; key daily programmes and services; flowcharts with processes and coordination mechanisms.
  • Develop tools such as SOPs (ethical guidelines, standards of care, pathways of referrals).
  • Develop training contents: powerpoint presentation, list of resources etc.
  • Conduct three trainings of staff and provide distance support if required (a total of 20-30 people).

To qualify as an advocate for every child you will have…

At least 10 years of demonstrated experience in developing and implementing alternative care programs within or in coordination with governments and public authorities, including specific expertise on AC for migrant children.

The professional or professionals from the team should have the following qualifications:

  • Degree level (masters or doctorate), particularly in the fields of social work, psychology, sociology or other related sciences.
  • 10 years of experience in human and children’s rights field.
  • Specific and proven experience in implementation of alternative care options, in particular for migrant, asylum seeking and refugee children.
  • Spanish would be an asset, but it is not essential.

Remarks:

  • The assignment will be conducted mostly at a distance  (30 days of document preparation).One trip to Mexico City (1 day) for an initial briefing and 4 weeks of fieldwork (Juarez, Chihuhuaha). The specific dates for the fieldwork will be agreed between UNICEF and the person or team selected, but it is expected to be done during august and September.
  • The person, team or institution selected will work closely with the Chief of UNICEF Child Protection Programme and the staff working on alternative care strategies. The consultant or team of consultants will also be supported by a local consultant from UNICEF, who will facilitate the link and dialogue with national authorities and other partners.

    Requirements of the technical proposal:

    1. The technical proposal should include:

    a. A brief description of contents and/or tools that should be developed.

    c. References of previous experiences and work in this field and its main results or achievements.

    d. Relevant information sources and materials.

    1. A description of the profile/ profiles of the person/team who will carry out the work, specific expertise, tasks and responsibilities that each one will assume.

     

    Requirements of the economic proposal:

    1. The fees and resources required to carry out the work, considering the travel expenses for the  fieldwork
    2. Other general expenses, if any.

Evaluation 

For the evaluation of the proposals, a score of 70% will be assigned to the technical proposal and 30% to the economic proposal. In order to evaluate the economic proposal, it will be necessary to comply with a minimum of 49%.

For the Technical Proposal the Percentage assigned to each item will be as follow:

30% of the economic evaluation is assigned to the lowest proposal, the rest of the economic evaluations will be assigned a% inversely proportional to the lowest price.

The selection of the consultant will be made based on the combined sum of the results obtained from the technical proposal and the economic evaluation.
