1. Specific Tasks

The conceptual budget/costing should offer a basis estimated cost to implement all proposed strategies in the FNS 2020-2030. Since there are no operational documents on actual implementation cost, this analysis should envision a series of implementation scenarios and propose an associated conceptual budget. The conceptual budget will be based on building reasonable and realistic programme scenarios. The costing methodology should be based the following steps:

Developing the appropriate methods and tools to estimate the required budget and potential gaps

Gathering appropriate unit costs for each component from interventions detailed in the 12 specific objectives from the 8 signatory line ministries of the FNSS (Health; Agriculture and Natural Resources; Education, Water and Irrigation; Social and Labor Affair; Children, youth and Women Affair; Finance and Economic Development; Trade and Industry). This includes hard cost of procurement and cash expenditures as well as the in-kind value of time and effort devoted by personnel

Constructing an itemized conceptual budget that reflects the level of financing necessary to achieve the objectives defined by the FNS in regards of scope, target and scale

Considering current and potential future domestic financial commitments to supporting FNS nutrition programs, including the value of personnel and infrastructure or regulatory support; procurement; media and materials, etc…

Defining gap in national financing requiring commitment of international donors for start-up, research and development, capacity building and initial operations of FNSS programs

Even thus, this logic model will require making several judgments and data assumptions. All those assumptions will be made in consultation with line ministries and partners through face to face consultations and participating in the FNS finalization process. In addition to the 8 line-ministries, the consultant will be in contact to fine-tune the cost of all interventions with all regional National Nutrition Program implementing sectors, donors (WB, EU, DFID, ADB, USAID and others) and developing partners (FAO, WFP, WHO, UNFPA, SCI, ACF, World Vision, CARE and others).

Once the general costing of FNS will be approved, the consultant will be required to repackage the findings to estimate the cost of 4 multisectoral nutrition flagship programs (cost, budget availabilities and gap) which requires a multisectoral approach and joint actions to achieve their goals such as:

Access to appropriate complementary feeding for all children aged 6-24 months: A recent publication[1] shows that the biggest missed opportunity in Ethiopia comes from the low coverage of appropriate complementary feeding practices which could averted 500,000 cases of stunting (10% of the stunted cases).

Prevention of micronutrient deficiencies through supplementation and fortification

Nutrition-Sensitive WASH: Improve nutrition intake and reduce disease through increased access to safely managed drinking water, improved hygiene and sanitation behaviors and facilities in communities and with schools and health services was classified in the same recent research as the second biggest intervention to avert cases of stunting

Community led Nutrition: Strengthen community-led nutrition through coordination and implementation of all stakeholders for nutrition programs at community level.

2. Methodology

Through interviews with the different line-ministries and partners, the consultant should follow the subsequent and proposed 8 steps used to estimate costs for each intervention:

Describe each intervention

Define target populations for each intervention

Estimate the size of the target populations for each intervention in each state/region using the most current demographic data Specify the delivery platform or channel(s) for each intervention, based on the country context and the accepted delivery modes

Identify data on the current coverage levels for each intervention in each state/region

Estimate the unit cost per beneficiary for each intervention from program experience in Mali, whenever possible, and/or Africa region

Calculate additional costs of scaling up to full coverage by multiplying the unit cost for each intervention with the size of the “uncovered” target population for each intervention bystate/region.

Estimate additional resources for (1) capacity development for program delivery and (2) M&E and technical support

Calculate the annual public investment required to scale up these interventions to full coverage and their gaps

A more detailed methodology will be proposed by the consultant during the first two weeks of the assignment and then approved by lines ministries.

 To qualify as an advocate for every child you will have…

An advanced university degree Advanced University Degree in Health Economics /Economics and Nutritio

A minimum of Ten[10] of relevant professional experience in international experience in costing of multisectoral nutrition strategies and action plans.

Experience in working with high level government authorities and experience in working with different sectors

Background/familiarity with emergency operations and staff security.

Fluency in English is required.  Knowledge of a local language is an asset.
