Key accountability, Specific Duties and Tasks
 Working closely with the Office of the Federal Attorney General (FAG), the National Coordinating Body (NCB) on Violence Against Children and Women (which includes representatives among others from the Ministry of Women, Children and Youth, the Ministry of Health, the Federal Supreme Court, UN agencies and NGOs), the consultant will review the existing documents to assess what is missed and what need to be updated  and then develop Minimum Standards and Standard Operating Procedures, Code of Conduct for staff in the OSCs. The consultant will report to UNICEF and to the Federal Attorney General Office. The consultant will be responsible for the following specific tasks:
Develop an inventory list of the existing documents/guidelines, including the name, type of the guideline, ownership, year of development or revision, purpose, content relevance to the thematic areas/issues, the target users and its user friendliness, alignment with core principles, international standards and known best practices/lessons learned from other countries. The consultant will work with the Office of the Federal Attorney General to develop this.
Review the documents to identify the gaps in the existing guidelines and documents in the light of international standards, evidence and best practices/lessons learned from Ethiopia and other countries.
Develop minimum standards, SOPs including referral pathways, code of conduct for staff and service providers;
Support the National Coordinating Body on VACW for validation of the Minimum Standards, SOPs and Code of Conduct.
Prepare a power point presentation on the minimum standards, SOPs and Code of conduct and present this to the members of the NCB.

Based on the review under deliverable one, develop minimum standards, SOPs and the code of conduct for the staff November 21, 2019- January 15, 2020

Collect input from FAG, UNICEF and the National Coordination Body (NCB) including other UN agencies on the initial documents January 16- January 31, 2020

Based on the inputs, finalize it by incorporating the relevant inputs and comment and facilitate a validation workshop through the NCB and the UN coordination mechanisms February 1, 2019 – February 15, 2020

Prepare a power point presentation on the minimum standards, SOPs and Code of conduct and present this to the members of the NCB

Required background and Experience

University Master’s degree or equivalent in Law, Human Rights, Social Work, Sociology and other related fields;

Minimum eight years of progressive professional relevant work experience at the national an international level in child protection/ Violence against Children and experience in developing standards and guidelines;
Excellent writing skills in English and Amharic;
Good analytical, and communication;
Excellent skills in working with people;
