Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.
How can you make a difference?
The Chief of Field Operations and Emergency is responsible for the overall management and administration of the Field Operations and Emergency Section and is accountable for effective leadership, management, guidance and programme support to manage all aspects of emergency preparedness, disaster risk reduction. The Chief of Field Operations and Emergency is also responsible of the oversight and support to ensure timely, effective and efficient programme delivery in the field through sound leadership, supervision and monitoring to achieve measurable results for emergency response and regular programme. The incumbent reports to the Representative and has a supervisory role of Field offices, Emergency preparedness and response and Cluster/Sector coordination.
Summary of key functions/accountabilities:
Support and oversight of six Field offices, covering a total of 14 out of 18 States in Sudan, for effective planning, implementation, and monitoring of programmes, delivery of emergency preparedness and response, office organization and management, operations and logistics. Work closely with the Human resources team on maintaining a high level of staff welfare and well-being.
Guide the development of the UNICEF’s Emergency Preparedness and response, including the Emergency Preparedness Plan (EPP), contingency plans, and thematic preparedness and prevention plans.   Participate in strategic interagency discussions on humanitarian issues.  Oversee the regular emergency coordination meetings to identify bottlenecks and ensure timely solutions.
Guide the UNICEF-led sector coordination work in child protection, education, nutrition and WASH to ensure timely and quality information and action with the broader humanitarian partnership. Support in the development of the strategic direction of the humanitarian planning cycle.  Guide the development of cluster information products.
Support the Representative in performing his role in the UN Humanitarian Country Team and other humanitarian coordination fora. Interact with government, partner NGOs, UN and bilateral agencies in the different stages of emergency programme preparedness and response. Take a lead role for UNICEF in the interagency discussions on the humanitarian, development and peace nexus. Support the Representative in providing strategic inputs requested by the regional and HQ offices.
Maintain an efficient and fluid coordination and communication with the two Deputy Representatives (Programme and Operations) and the Security manager on all matters related to the Field Offices.
In the spirit of strengthening the field operations, ensure that all national level policies and strategies are developed in collaboration with the field teams, and that they are shared and implemented in a timely manner by the field offices.
Work closely with the PME team, the sector coordinators, the field offices and the programme team to influence the development of field-based mechanisms to implement situation, performance and results monitoring and to influence the development of methodologies to identify the most vulnerable communities for integrated programming.
Participate in the resource allocation initiatives and in the development of strong donor contacts and relations, updating of emergency programme funding priorities and provide support to the Representative in fund raising activities.
Monitor the developments of the situation at the international, national, regional and State levels. Participate in various international/national meetings and workshops. Engage with neighboring UNICEF offices on cross-border collaboration.
Support overall management through participation in management meetings within the office, to review major office operations, human resources, programme and administrative budget management.
To qualify as an advocate for every child you will have…
An advanced university degree (Master’s or higher) in any of the following: Social Sciences, Public Administration, International Relations, Business Administration, Public Health, Education, or other fields related to the work of UNICEF.
A minimum of eight years of progressively responsible professional work experience at the national and international levels in social development, management, monitoring and evaluation.
Experience working in emergency is required
Developing country work experience and/or familiarity with emergency is considered an asset.
