The Budget Analyst performs a variety of specialized tasks in support of the preparation, planning, monitoring, and control of the office-wide budget involving various sources of funds and programmes and monitors and allocates incoming funds, manage donor grants within VISION (SAP), work with budget team to develop tools to monitor funding gaps and to analyze and provide financial reports in user-friendly formats.
How can you make a difference?
Under the guidance and supervision of the Planning Specialist in the Social Policy, Planning, Monitoring and Evaluation section, UNICEF South Sudan, and working in close coordination with the Budget Officer and the Donor Relations section, she/he will:
Participate in the development of the budgets for the office work plan and annual management plans, including maintenance of the country office budget plan structure in UNICEF’s Enterprise Resource Planning system (VISION). Structure and code the annual programme budget, and supervise its updates, including coding of new allocations.
Coordinate with HQs and programme sections on incoming funds, grant creation, extension and adjustments as well as reallocation; monitoring conditionality and deviations. Conduct regular review and reconciliation of grants; provide analysis by using the management indicators.
Collect and analyse budget and financial data for programme/project planning, management, monitoring and evaluation purposes. Review the accuracy of VISION/SAP generated data. Be responsible for accuracy of financial data and information.
Provide support to the Office through preparation of monitoring reports (result reporting, affordability analysis, all routine management reports produced by VISION and InSight, non-routine reports and presentations, funding gaps analysis, OCHA financial tracking system), review and analyse reports and recommend actions to be taken to maximize the efficiency of the office’s fund utilization to achieve the intended results.
Manage an efficient and timely management of staff payroll for international professional (IPs) and local staff categories, in coordination with Sections and Global Support Services Centre (GSSC).
Monitor commitments and expenditures of annual budgets to ensure timely, accurate and appropriate management information is provided on programme budget, allocations, commitments, expenditures and projections and ensure errors and discrepancies are detected and corrected. Follow-up with relevant sections and Field Offices and provide oversight of Direct Cash Transfer (DCT) status. Alert the management and chiefs on low utilization and recommend budget reallocation based the trend analysis. Bring key issues to the attention of Planning Specialist and management.
Support the sections in year-end closure processes.
Lead in building staff capacity on financial planning and monitoring tools like SAP, Budget Formulation Tool (BFT) etc. as part of the Budget Team.
Act as Officer-In-Charge (OIC)/backup for the budget officer.
To qualify as an advocate for every child you will have…
A university degree in Accounting, Finance or Business Administration or equivalent, or any other comparable recognized professional qualification.
A minimum of 2 (two) years of relevant professional experience in financial management with a strong background in Budgetary/Financial Control preferably in an international organization.
Strong computer skills including Excel and other related programme and financial management tools is required.
Specialized knowledge in UNICEF systems such as VISION/SAP, InSight is a strong advantage.
Experience and knowledge of L3/L2 corporate emergency country context, particularly South Sudan, is considered an asset.
Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
