Background and Justification

UNICEF’s Strategic Plan 2018-2021 outlines a commitment to promote and protect the physical, mental, and social wellbeing of adolescents. UNICEF currently has a partnership with AstraZeneca with the aim of catalysing a global advocacy movement led by young people to promote healthier lifestyles and make Non-Communicable Diseases (NCDs) prevention a government priority. Towards this end, UNICEF will is working across ESAR, EAPR, and LACR to:
Build awareness of young people and policy makers on NCD risks and burdens
Empower young people with the information and skills to influence policy and demand accountability for their health and well-being at local, national and global levels
Work with young people and government leaders to develop and enforce public policies aimed at NCD prevention among adolescents
Understand the specific needs and decision-making process of adolescents and actively involve them in the development and implementation of target interventions
Scope of Work
Goal and Objective:  Under the supervision of the Maternal and Newborn Health Specialist the consultant will assist the Adolescent Health Team to conduct inception phase planning activities for the UNICEF-AstraZeneca program at the regional level.
Activities and Tasks:   The consultant will work closely with the Adolescent Health team in undertaking the following tasks:
Data collection and analysis of NCD risk factors among adolescents at regional and country context;
Conduct policy scoping: identify existing policies and programs which address, HIV, pregnancy and NCD prevention among adolescents at regional and country level;
Conduct informal interviews to map the perceptions and experiences of key stakeholders in relation to NCD prevention among adolescents at regional and country Level;
Identify key actors and organizations in NCD prevention among adolescents at regional, and country level;
Identify the actors and organizations that could be important partners at regional and country level;
Identify strengths, gaps, opportunities, risks in existing NCD prevention policy/programming targeting adolescents;
Development of regional logic Framework as well as work plans and budgets to inform the activities and outputs of the program
Work relationships:  Consultant will work closely with regional adolescent working group and will also communicate with country adolescent focal persons for their inputs in the landscape analysis.
Outputs/Deliverables:
The consultant is expected to deliver the following key results, based on an inception phase protocol, in collaboration with the Adolescent/Health Team who will provide oversight and support:

Inception Phase Report and Recommendations
Logical Framework for Regional Level Activities
An additional reference group made up of program specialists working in adolescent health within UNICEF HQ and country offices will provide technical inputs and review of the consultant’s work.

Desired competencies, technical background and experience
Requirements and Qualifications
Advance degree in Public Health, Psychology, Social Work, Gender, or other related degree.
5 years’ experience as a mid-level professional, with a strong preference for professionals with experience in adolescent health and programmatic research
Prior work experience with a multi-lateral or international health and development agency, and experience supporting national Adolescent Health or Mental Health programs in any of UNICEF’s key geographic regions
A native command of the English is required
Strong ability to multi-task and a drive for on-time delivery required
Application must include:
Detailed curriculum vitae incl. a description of main achievements;
Submission of at least 2 products and/or writing samples related to relevant topic;
A detailed financial proposal quoted in United States Dollars (USD) which must outline fees for thirty-five (35) working days.
Administrative issues
 The consultant is expected to use their own IT equipment (laptop, cell-phone etc.), where operating communication costs – long-distance calls, internet if any should be part of the overall quoted fees (no reimbursement will be applied).
Conditions
 The consultant will use own equipment (computer, digital voice recorder, etc.) to produce deliverables. Office space will be provided in ESARO.
As per UNICEF DFAM policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary.
The candidate selected will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts.
For international consultant outside the duty station, signed contracts must be sent by fax or email.  Signed contract copy or written agreement must be received by the office before Travel Authorization is issued.
The selected candidate will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts and the consultancy will be conducted in accordance with the UN Evaluation Group Code of Conduct and ethical standards.
Risks
Risks include irrelevant and unfeasible guidance due to a variety of reasons including subjective interpretation of strategic information and objectives of this consultancy; inability of consultant to finish on time.
ESARO will safe guard against this by ensuring the inception report is in line with the goal and objectives of this consultancy and will ensure regular communication with the consultant to sharpen the deliverables and identify mitigating measures to address the risks mentioned above as well as unpredictable ones. Travel will be discussed and planned in advance.
Applications submitted without a fee/ rate will not be considered.
