UNESCO recruits 01 Fundraising and partnership Specialist

Background

In 2020, UNESCO, in partnership with the United Nations Economic Commission for Africa, the African Development Bank (AfdB), the Institut de la Francophonie pour l’Education et la Formation (IFEF), and the African Union Development Agency of the New Partnership for African Development (AUDA-NEPAD), launched the Pan African Initiative for Digital Transformation of TVET and Skills Development Systems in Africa.

The goal is to create an ecosystem that will enable the digital transformation of TVET and Skills Development Systems in Africa by 2030 through 1) institutional capacity building, 2) direct country support and 3) partnership-strengthening and knowledge-sharing.

This ecosystem is to facilitate the transfer of information and resources in order to transform ideas into reality. Through these ecosystems, countries will build a process that will allow more innovators to develop and implement solutions to digitally transform TVET and skills development in Africa, ideally optimizing the collective benefit. Ultimately, the initiative aims to contribute to the goal of the African Union’s vision 2063: “A prosperous Africa based on inclusive growth and sustainable development”.

Scope

The initiative consists of the following three components:

  • ​​​​​​​Component 1: support participating countries in setting up a national technical team who will lead activities to accelerate the digital transformation of TVET and skills development systems. Under this component, online and face-to-face Pan-African training will be offered to some selected leaders and practitioners in the relevant field.
  • Component 2: support participating countries in formulating an action plan on the digital transformation of TVET and skills development system. Under this component, countries will be supported in producing three main outputs: 1) a diagnostic assessment, 2) a policy paper and 3) an action plan.
  • Component 3: support participating countries in implementing the action plan adopted by the countries. This component requires countries’ active involvement and engagement in knowledge- and experience-sharing activities developed by the secretariat.

UNESCO hosts the secretariat of the Initiative. To ensure the successful implementation of the Initiative, a fundraising and partnership specialist will be recruited.

Objectives and scope of work

Under the authority of the Director of the UNESCO Regional Office, the general supervision of the chief of education section and the direct supervision of the head of the secretariat of the Initiative, the consultant will support the secretariat in engaging current and potential partners at regional level and provide following assistance:

  • To ensure and improve partner retention
  • To increase current financial contributions by each partner of the Initiative
  • To increase the number of partners by identifying, attracting and engaging potential partners, including but not limited to investors, donors and other stakeholders at regional and national levels
  • To ensure regular monitoring and reporting of results achieved/activities implemented.

Duties and responsibilities

Partnership and fundraising

Seek and identify partners and funding opportunities and lead the preparation of:

  • funding proposals/MOU/Agreements to support the secretariat of the Initiative in smoothly implementing its annual plan and the Initiative’s three components
  • funding/agreements proposals to support UNESCO in sustain the secretariat
  • funding proposals to assist UNESCO in supporting countries in implementing activities listed in their national action plans
  • funding proposals to assist UNESCO in directly implementing projects or activities at the country level and achieving the national targets adopted by countries
  • Assist countries in 1) mobilizing partners and donors for national action plan implementation and 2) developing and implementing country-level activities, which are aligned with national targets adopted by countries
  • Lead donor/partners briefings and presentations as part of resource mobilization efforts
  • Support in the development of a portfolio pipeline with a view to raising funds related to the initiative
  • Create a list of current and potential donors and partners and update the list monthly
  • Develop strategies to strengthen and maintain strategic partnerships with UN entities, partners, donors and other relevant bodies and implement these strategies timely
  • Arrange appointments and meetings with identified donors and partners and when the secretariat requests
  • Ensure close co-operation with other UNESCO teams to support the implementation of the Initiative

Monitoring and reporting

  • Regularly monitor, consolidate and report the direct support of partners and associate partners to countries
  • Regularly monitor, consolidate and report activities conducted by partners and associate partners at country level
  • Monthly track, monitor, consolidate and report the result of activities on beneficiaries by developing and disseminating questionnaire and consolidating responses
  • Regularly track, monitor, consolidate and report the progress and achievement of the Initiative’s 10 targets
  • Ensure regular reporting to donors, partners and participating countries

Qualifications

Education

Advanced university degree in political science, social studies, communication, journalism, public relations, social sciences, development, business administration, marketing, humanities, international relations or a related field.

Work Experience

At least five years of experience in the development sector, preferably in fundraising, resource mobilization or partnership building ideally including proposal and report writing

  • Proven experience in mobilizing resources and/or fundraising activities such as donor mapping; demonstrated experience or engagement with local and international investors
  • Proven evidence in having successfully completed at least two similar assignments. Experience in working with the private sector the field of ICT is desirable
  • Excellent communication (written and verbal) and interpersonal skills in English. French is an added advantage
  • Proven record of interagency coordination work on related issues

Skills/Competencies

  • Ability to form new partnerships and strengthen the existing ones
  • Strong monitoring and evaluation skills
  • Strong written and oral communication skills, including drafting skills; IT skills, including excellent knowledge of the Microsoft Suite
  • Strong organizational and planning skills
  • Ability to work under pressure and adapt to quickly changing environment

Additional information

  • The duration of this consultancy contract is 11 months.
  • The contract is expected to start from February 2022.
  • If the person recruited is not based in Dakar, s/he is expected to cover her/his own travel costs to relocate to Dakar.
