OVERVIEW OF THE FUNCTIONS OF THE POST Under the overall authority of the Assistant Director-General for Communication and Information, and the direct supervision of the Chief of the Section for Freedom of Expression and Safety of Journalists, and of the relevant Project Officer. In line with the 40 C/5 Major Programme V’s Main Line of Action I, Expected Result 1, the Junior Consultant shall support the Section for Freedom of Expression and Safety of Journalists’ work on journalists’ safety, implemented in the framework of the “Multi-Donor Programme on Freedom of Expression and Safety of Journalists” and complementary efforts led by the Section. In particular, the Junior Consultant shall :
Assist the Section in the implementation of the Multi-Donor Programme on Freedom of Expression and Safety of Journalists (MDP) that upscales efforts to protect freedom of expression, the safety of journalists, and access to information. The MDP facilitates UNESCO’s work to implement the Programme of the Organization’s Communication and Information Sector, as outlined in the C/5, under Expected Result 1: “Member States are enhancing norms and policies related to freedom of expression, including press freedom and the right to access information, online and offline, and are reinforcing the safety of journalists by implementing the United Nations Plan of Action on the Safety of Journalists and the Issue of Impunity”. The Junior Consultant will support the MDP in its various phases of planning, implementation, monitoring and reporting, through the compilation of data collected from the field, drafting of reports and briefs related to the MDP, maintaining a constant update of the MDP website, as well as assist in the preparation of other relevant meetings and activities.Contribute to the Section’s work to promote freedom of expression and the safety of journalists, through global, regional and national initiatives supported by the MDPSupport the Section in the drafting of information material, website articles, concept notes, speeches, correspondence, briefings, project proposals, policy guidelines, agreements and other documents related to the MDP implementation and in the areas of freedom of expression and journalists’ safety.
DELIVERABLES
DELIVERABLES:1. Monthly reports including the achievements and pending activities for the effective accomplishments of the tasks, together with other related outcome such as: Communication materials (e.g. articles, brochures, publications) produced during the contract;

2. Final Report at the end of contract period summarizing activities completed during the contract.

REQUIRED QUALIFICATIONS EducationAdvanced university degree (Master’s or higher) in Social Sciences, international relations, public policy or related field.
ExperienceAt least 2 years of relevant professional experience in the field of human rights, international relations or programme management.
Experience working with a UN agency or IGO in the areas of freedom of expression and safety of journalists
Competencies and skillsKnowledge of UNESCO’s work to promote freedom of expression and the safety of journalists.
Excellent analytical and drafting skills;Excellent communication skills (written and oral) and able to exchange information on complex issues;Ability to establish and maintain effective working relationships in multicultural environment with external and internal partners;Excellent organization and planning skills, including the ability to organize own work priorities and deadlines. Discretion and maturity of judgement are required;Ability to work under pressure;Solid computer skills including advanced knowledge of office software such as Word and Excel. LanguagesExcellent knowledge (written and oral) of English and good knowledge of French.

DESIRABLE QUALIFICATIONS Work experience
Experience with UNESCO and/or the United Nations system and understanding of their functioning and procedures would be an asset.

LanguagesWorking knowledge of other UN languages will be an asset
