Background

This position is located in the Cybercrime and Anti-Money Laundering Section (CMLS), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC). The Project Coordinator will be located in the UNODC Regional Office for West and Central Africa (ROSEN), in Dakar, Senegal. The incumbent will work under the supervision of the UNODC Regional Director, ROSEN and the overall guidance of the Head of Global Programme on Cybercrime.

Duties and Responsibilities

Responsibilities
Within assigned authority, the incumbent will perform the following specific duties:

• Manage and coordinate delivery of training and other technical assistance activities to national counterparts on strategic, tactical and operational cybercrime and digital forensics, and Mutual Legal Assistance, as a support to investigations and to the development of national strategies to address these issues;
• Coordinate the provision of technical assistance for stengthening of the legal frameworks and mechanisms for preventing and combating cybercrime in the region, aligned with good practices and relevant international standards, thus leading to improved criminal justice processes, enhanced international cooperation and result in greater deterrence
• Organize field missions; provide substantive inputs to training, workshops and seminars and respond to demands for information on specific topics and participate in dissemination and briefing activities on relevant topics;
• Establish and maintain effective partnerships with governmental and other institutions; liaise with other international organizations and research institutions to develop synergies and collaborative arrangements in the areas of cybercrime and digital forensics; represent UNODC as an expert resource person in workshops, training activities and meetings and in relevant regional and international events, and travel as needed to support these duties;
• Establish and maintain informal and formal communication and information exchange between government institutions and private sector, service providers at both national and international levels lead to increase efficiency and effectiveness of crime prevention and criminal justice response.
• Prepare project proposalmto support UNODC activities on cybercrime and digital forensics in the West African region, particularly with a view to receive additional funding;
• Liaise regularly with the donor, including timely reporting;
• Prepare a variety of written outputs that relate to the implementation of the project, such as background papers, progress reports, evaluation reports, mission reports, briefings and presentations; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties; ensure follow-up actions;
• Coordinate the provision of technical assistance by project’s experts and consultants.
• Ensure timely and efficient project management, including project and budget revisions, reporting and monitoring of implementation status and the delivery of activities, and negotiations and regular communication with external counterparts and project donors;
• Establish and maintain effective coordination with the Head of the Global Programme on Cybercrime and relevant units at UNODC Headquarters (HQ), in order to facilitate project implementation and create synergies in this regard;
• Manage the projects’ budget and all related administrative issues and report periodically and on an ongoing basis on the implementation status and delivery of the project within UNODC.
• Perform other duties within the work area, as required.

Required Skills and Experience

Education
An advanced university degree (Master’s degree or equivalent) in computer science, information systems, engineering, law, criminology, criminal justice, police studies or related field with specific, demonstrated cybercrime relevance is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A diploma or certificate from a recognized institution on qualification in cybercrime investigations or digital forensics is desirable.
Advanced university degree (Master’s degree or equivalent) in international relations, law, criminology, computer science, security studies or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience are required in project/programme implementation, of which at least 2 years are directly relevant to the project. Professional experience and working knowledge of National and/or international institutions in the areas cybercrime and/or Policy is an asset. Working experience in the West African region is also desirable. Experience in the implementation, management, and monitoring of technical assistance projects is desirable, as well as a practical background in mentoring and training. Experience with the United Nations system or similar international organization and with relevant policies, guidelines and procedures is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in both English and French is required. Knowledge of other United Nations official languages is an advantage.

Special Notice
This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
