This position is located in the Regional Office for West and Central Africa (ROSEN) of the United Nations Office on Drugs and Crime (UNODC) with duty station in Dakar, Senegal. The Associate Programme Officer (Human Trafficking and Migrant Smuggling) will work under the direct supervision of the Senior Programme Officer (Law Enforcement, Head of Programme Office in Côte d’Ivoire) and in coordination with the Programme Coordinator (Trafficking in Persons and Smuggling of Migrants, PROMIS Project), and the overall guidance of the UNODC Regional Representative, ROSEN.

Responsibilities

Within assigned authority, the incumbent will perform the following specific duties:

  • Provide assistance in promoting the work of UNODC against trafficking in persons and smuggling of migrants in West and Central Africa within the overall framework of the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children and the Protocol against the Smuggling of Migrants by Land, Sea and Air, both supplementing the United Nations Convention against Transnational Organized Crime.
  • Contribute to the implementation of UNODC’s Regional Strategy against Trafficking in Persons and Smuggling of Migrants in West and Central Africa, by providing assistance in making substantive efforts to mobilize resources based on the strategy and collaboration with relevant partners.
  • Assist in providing technical support to project officers and experts in project planning and assure adequate monitoring and evaluation of the regional/country programme.
  • Work with key clients to facilitate the development, implementation and evaluation of assigned programmes/projects, etc.; monitor and analyze specific aspects of programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and recommend corrective actions; liaise with relevant parties; identify and track follow-up actions.
  • Carry out basic research on selected aspects of programmes, operations and other activities on trafficking in persons and smuggling of migrants, to include collecting, analyzing and presenting statistical data and other information gathered from diverse sources.
  • Provide substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends on trafficking in persons and smuggling of migrants, participation in evaluations or research activities and studies.
  • Participate in survey initiatives; assists with design of data collection tools; issue data collection tools, review, analyze and interpret responses, identify problems/issues and prepare preliminary conclusions.
  • Contribute to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc.
  • Provide administrative and substantive assistance to consultative and other meetings, conferences, etc., including proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, etc.
  • Undertake outreach activities; participate in the development of training workshops, seminars, etc.; participate in and make presentations on trafficking in persons and smuggling of migrants
  • Participate in field missions, including provision of substantive and administrative support, data collection, etc.
  • Contribute to coordination activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.).
  • Perform other work-related duties as required.

Education

An advanced university degree (Master’s degree or equivalent) in criminology, social science, international relations, political science, law, public administration or related field is required. A first-level university degree in similar field in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A first-level university degree and no experience will be accepted for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Work Experience

  • A minimum of two years of relevant professional experience in project/programme management, administration or related area or the successful completion of the Young Professionals Programme Examination (YPP), United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required.
  • Experience in crime prevention and criminal justice at national and international levels is required.
  • Experience in trafficking in persons and/or smuggling of migrants´ issues is desirable.
  • Work experience within the United Nations system or in a similar international organization is desirable.
  • Working experience in West Africa and Central Africa is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in French and English is required. Knowledge of another United Nations official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
