Project: Kenya Off-Grid Solar Access Programme (KOSAP)
Scope: KOSAP Facilities (Debt and Results-based Financing Facilities)
BackgroundSNV in partnership with SunFunder is the Facilities Manager (KFM) for Component 2 of the Kenya Off-Grid Solar Access Programme (KOSAP), which consists of two subcomponents that is, sub-component 2A for Solar Service Providers (SSPs) and 2B, which is a challenge and Results-Based Financing (RBF) fund for Clean Cookstoves Service Providers. SNV manages the RBF fund in sub-components 2A and 2B, while SunFunder manages the debt facility for sub-component 2A.

The activities of Component 2 are aimed at increasing access to modern energy services in off-grid, low density, and traditionally underserved territories of Kenya. The implementation period for the project started November 23, 2018 and ends on June 30, 2023. The KOSAP project is designed to address high costs of provision of infrastructure services, low affordability of the potential users, and sustainability of service provision using an abundantly available renewable energy resource. These counties are West Pokot, Turkana, Marsabit, Samburu, Isiolo, Mandera, Wajir, Garissa, Tana River, Lamu, Kilifi, Kwale, Taita Taveta, and Narok.
The intervention strategy of KOSAP is to incentivise private sector companies to establish supply chains of solar systems and clean cooking solutions in the KOSAP Service Territories (KSTs). The Results-based Financing facility has been established to offer cash incentives to the Companies on the basis of the number of verified installations/sales of solar systems and clean cooking solutions to end-users, with each installation/product having a unique serial number. The data and actual products in the field need to be verified by the Independent Verification Agency (IVA) before any sales-related incentives can be paid. Data produced will also feed into the KOSAP carbon finance programme managed by the Rural Electrification and Renewable Energy Corporation (REREC).
Overall, all data from both the two RBF Facilities and the Debt Facility will require various forms of data acquisition, analyses, consolidation, simulation, storage, maintenance and transmission. Relevant results from the data is displayed on the KOSAP Facilities Website, including visual presentations and geo-mapping. Other data will be reproduced in different forms (e.g., charts) for publishing in reports and for reporting to the Client (Ministry of Energy).
The above technical aspects of data processing and management require the services of a “Data Processor – Technical”, essentially an experienced developer, as part of the KOSAP Facilities Team.
Job DescriptionUnder the guidance of the KFM, the Database Processor – Technical is responsible for the overall development and maintenance of the KOSAP Facilities Data Management System, development of the necessary ICT tools, the generation and supply of digital analyses and reports from the systems. He/she is responsible for recommending, and upon approval by the KFM Team Leader, applying modifications and upgrades required thereof.
Description of Data Management SystemsThese are any ICT systems deemed necessary by the KOSAP Facilities Manager to be required or necessary for, among other relevant functions, the effective receipt, acquisition, storage, retrieval, deployment, analysis, presentation, trail, query and audit of any KOSAP Facilities’ related data. The tools to be used include, but are not limited to, database management systems, web panels and phone-based applications. These must be developed and maintained in accordance to the Data Protection Act (2019).

Detailed Tasks
1. MaintenanceMaintain database system(s) and web panels of high availability and quality depending on each user’s specialised role and pre-defined data metrics.
Design and implement databases in accordance to end users’ information needs and views; the KFM Team will provide, from time to time, templates to be used in the Facilities for data collection or analysis, which will be the basis on which databases may be developed.Update and maintain KOSAP-FM website (domiciled at www.kosap-fm.or.ke or as may be directed by the KOSAP Facilities Manager).Maintain online tools for use by the KOSAP Team or other users as may be determined by the KFM.
They include:A visitor’s count function.
A function that shows pages that are frequently visited and the most downloaded documents.Receiving applications: Develop a tab where applicants will log in, upload their proposal and from where they receive an auto reply. This platform will then be disabled after the set proposal submission deadline.
2. Compliance/SecurityEnsure the database management systems adhere to best practice, comply with the Data Protection Act of 2019, and are accordingly updated.
Ensure that the database systems, web panels, applications and website are always functional.Ensure that the data tools and systems comply with third party rights of ownership and use in line with the Data Protection Act, 2019.Ensure the website is secure and uses SSL encryption.Ensure the website, backend database, and APIs are scalable.Ensure the website loads fast enough and experiences minimal downtimes.Optimise the website for different devices, browsers, data speed, search engines, and users and ensure it is user friendly.  
3. Data Management – Receipt, Storage, MaintenanceMinimise database downtime and manage parameters to provide fast query responses
Perform tests and evaluations regularly to ensure data security, privacy and integrity in line with the Data Protection Act, 2019.Monitor database performance, implement changes and apply new patches and versions when required
4. Data Retrieval and DeploymentDefine users and enable data distribution to the right user, in an appropriate format and on time.
Undertake data retrieval on both a generic and need basis.Supply data and data analysis monthly or as directed by the KFM.
5. Data Analysis and ReportingUndertake special-purpose Data Manipulation and Presentation
Support KOSAP Facilities monitoring and evaluation with the required data retrieval and analyses.Visualise data using Power BI and Pivot Tables on a monthly basis or as directed by the KFM.Perform data quality checks based on the set constraints and requirements.
6. Training and supportProvide proactive and reactive data management support and training to users.
Develop and update guidelines on uploading data to the reporting portal.Train and support recipients in uploading data to the reporting portal.
7.  CRMIdentify an appropriate CRM platform for use by the project.
Design and develop the CRM based on the project requirements.Maintain data and information on the CRM.Ensure the CRM is secure.
8. Match-Making platformProvide reports monthly based on the use of the platform.
Generate and analyse information on match-making platform use and effectiveness. 
9. Data Visualization and interactive mapDesign and maintain an impact page with an interactive map showing sales achieved/ debt secured.
Create a dashboard showing project KPIs: power installed, the number of jobs created, female-headed households’ beneficiaries and avoided CO2 emission.Supply data and analysis monthly or as directed by the KFM
QualificationsUniversity Degree in Information Technology or another relevant field.At least 3 years’ work experience as part of, and within a busy coding environment.Proven working experience as a Database developer/administrator and Website developerHands-on experience with database standards and end user applications.Capability to independently execute database concepts, design, documentation and coding.Previous experience with Database Administration and Web-based case tools (frontend/backend) and third-party tools.In-depth understanding of data management and online web-based technologies and tools (e.g., permissions, recovery, security and monitoring). Duration and timelinesThis position is part-time, with pre-agreed time commitment determined at the beginning of every quarter. In general, commitment is expected to be not less than 2 days per week. The contract duration is one year, renewable based on performance and project needs
