The focus is on alleviating poverty and delivering sustainable development initiatives. The work is hinged on building strong partnerships as a pillar of success in developmental interventions. Job Description
Zambuko Resilience Challenge Project activity summary
SNV Netherlands Development Organisation is part of the WFP Cooperating partners implementing the USAID funded Zambuko Resilience Challenge project in Masvingo and Mwenezi districts of Masvingo Province and is recruiting for Rapid Market Assessment Consultant. The Zambuko project seek to improve smallholder production, governance of community resources, and access to finance and markets, and to strengthen and expand on-farm and off-farm livelihood opportunities. As a result, households will be less vulnerable to recurrent crisis as assets are better utilized and incomes increase. This activity will also strengthen social cohesion, integrate nutrition, and empower women and youth. Zambuko will leverage ongoing asset-creation activities funded by FFP and others and build livelihood capacities to complement these investments, creating a holistic package of support, resulting in durable resilience impacts for economic growth. This activity represents medium-term transition support for households, to help them graduate from humanitarian assistance and pave the way to sustainable livelihoods.
Project Outreach
The project aims at reaching 5000 households over the 2019 – 2021 period in the Masvingo and Mwenezi districts.
Objectives of the RMA
The RMA will have the following objectives:
To identify potential value chains in selected wards.
Analyze constraints and opportunities in the selected value chains and recommend value chain development strategies
To profile markets for value chain products.
To produce a database list of all the potential markets including contact details.
Intended use of RMA results
The RMA will have a heavy emphasis on learning by providing a quick and basic first hand understanding of key markets in the context of prevailing economic and climatic shocks. The study is expected to provide SNV with insights on how to strengthen its response by providing market data, essential for informed decision-making on appropriate resilience mechanisms. The tools used in the RMA, such as market mapping tools, will isolate possibilities for market-support interventions and identify entry points to support market recovery.
Scope of the RMA
With a focus on project operational areas the RMA will gather information on value chains with market potential to improve household incomes for smallholder farmers with a focus of translating it into programming that responds to the dynamic economic environment and small holder farmer needs. The RMA will further collect comprehensive community and household level data on value chains activities practised, constraints, opportunities, markets, sources of vulnerability, asset base, access to finance, coping mechanisms and adaptive strategies.
Principles underpinning the RMA
The RMA should provide information that is credible and useful, enabling informed programming decision-making by SNV. Principles underpinning the approach to the assessment:
Impartiality and independence of the assessment process from the programming and implementation functions;
Credibility of the RMA, through use of appropriately skilled and independent experts and the transparency of the RMA process, including wide dissemination of results;
Participation of stakeholders in the RMA process, to ensure different perspectives and views are taken into account; and
Usefulness of the RMA findings and recommendations, through timely presentation of relevant, clear and concise information to decision makers.
Approach and Methodology
The consultant will be expected to propose a suitable methodology, approach and tools that will be used for the RMA. The proposed approach and methodology will be finalised in joint consultation with the SNV M&E Advisor who will manage the consultancy. The proposed methodology should focus on three programming areas, (1) Markets, (2) Value Chain (VC) and (3) Village savings and lending. The proposed methodology should be detailed in a clear yet detailed assessment plan. The M&E team will assess whether the assessment plan is in agreement with the ToR and the overall vision for the project. The primary assessment methodology should include:
Quantitative methods – capturing data on income and financial indicators measuring VSL viability ,
Qualitative methods – used to gather in-depth understanding of market structure and constraints,
Spatial maps – to show the spread of opportunities.
A formal presentation of the final report and key findings will be required. The consultant should keep SNV management team led by the SNV M&E Advisor regularly informed of progress and key issues arising that may require additional direction or suggestions for other key informants or reference material.
Deliverables
All deliverables are to be submitted to the SNV Netherlands Development Organisation Monitoring & Evaluation Advisor and the Project Manager at the Masvingo SNV offices in English, electronically and in hard copy format (3 copies). Deliverables include:
Inception report – to be submitted one week before commencement of the assessment.
Draft report – containing preliminary findings
Final report – to be submitted at the end of the assessment with a maximum of 30 pages excluding annexes. The final assessment report should be systematically structured in a manner that details overall findings, offering factual support, analysis of markets and solutions and synthesis of all information received for purposes of conclusion/recommendations. The final report should be as follows:
A.    Executive summary, including recommendations
B.    Main section:
                           i.         Introduction
                          ii.        Programme description
                         iii.        objectives and methodology
                         iv.        Analysis of the findings according to the assessment criteria
C.    Conclusions and recommendations
D.    Appendices
E.    Bibliography
All material collected during the assessment process should be handed over to the SNV Monitoring & Evaluation Advisor prior to the termination of the contract.
Responsibilities of SNV and the consultant
a.    SNV Netherlands Development Organisation will provide the consultant with all related documents, including internal program documents that will useful to guide the RMA. SNV will provide feedback on the inception report as well as on the draft and final RMA reports within the specified timeframe. SNV will also be responsible for the overall coordination of the RMA process as well as approval of the final RMA report.
b.    The Consultant will be responsible for developing a detailed and elaborate RMA methodology and work plan. The detailed methodology and work plan will be contained in the inception report. SNV reserves the right to negotiate changes regarding proposed approach and methodology. These changes will be laid down in the inception report. The inception report is subject to formal approval by SNV. Further continuation of the RMA will only be possible after the inception report has been approved by SNV.  It will be expected of the consultant to follow the suggested timelines. Any significant change to the timeline will need approval of SNV. Consultant will also be responsible for the data gathering process and communication with stakeholders involved. S/he will conduct a debriefing of the preliminary RMA results to the SNV team at the end of the field research.
Qualifications
Assessment team composition and required competencies
The consultant should have the following skills set:
Possess documented extensive experience in Value chain and market analysis in agricultural related programs.
Advanced degree (preferred) in Agriculture, Rural Development, Economics or related field.
Minimum 10 years of experience with Value Chains and markets research.
A proven track record in delivering professional results.
Have sound knowledge of RMA and data-collection methods.
Be able to communicate effectively in English, Shona and  Ndebele
Have process management skills and facilitation skills.

Duration of contract: This consulting assignment is expected to begin once the current ban on fieldwork, necessitated by Covid-19 pandemic has been lifted. Expected duration of the consultancy is 30 days. The final version of the assessment report as approved by SNV Netherlands Development Organisation is to be submitted no later than 30 working days after commencement of the assignment.
