Overview of programmeLack of access to energy is a key development barrier especially in rural areas. In particular smallholder farmers and related local (agri-)businesses need sustainable energy sources to increase production, reduce after harvest losses and improve processing of produce and products. Provision of sustainable energy is a central driver of development of livelihoods in rural areas.

In developing countries like Ethiopia, Kenya and Uganda smallholder farmers and small rural enterprises (agro-processing, vendors, etc.) play an important role in agricultural value chains. Here, energy is needed for e.g. irrigation, based on water pumping or the preservation of the harvest by cooling or drying. This is especially true for the dairy and horticulture value chains which are particularly important for smallholder farmers.
The high potential of renewable energy technologies and related energy services for productive use of smallholder farmers and rural enterprises remains still widely unused. A major cause for this situation is the lack of sustainable and scalable business cases through which economically and socially viable solutions are demonstrated, and which serve as example for propagating them on large scale.
Through a new, multi-country initiative which is expected to start in January 2021, with funding secured for 3 years, we aim to support scalable, innovative business cases using renewable energy services and technologies for irrigation, cooling and drying to improve production and livelihoods of smallholder farmers in the dairy and horticultural value chains in Ethiopia, Kenya and Uganda.
The project will have three distinct project phases: during an initial inception phase, the grounds for the implementation of business cases will be laid; the implementation of the business cases in the three target countries takes into consideration the specific situation in each country. A focus will be laid on Ethiopia where half of all business cases will be supported. Intensive cross-country learning & innovation activities will ensure knowledge transfer. The results of the project will be shared to the broader community of interested regional and international organizations in order to promote the further scaling up of the business cases.
Key Responsibilities·         Execute overall programme management

·         Lead and steer the programme implementation team in the three countries, consisting of five (5) full-time technical experts and several part-time staff and consultants
·         Build, strengthen and manage relations with key partners, sub-contractors and other key stakeholders
·         Ensure proper control and management of financial resources of the programme
·         Monitor performance of the programme management team to ensure all milestones set in the work plan are met, develop mitigation plans to reduce risks and take  corrective actions to remedy any deviation from the work plans
·         Account and report to SNV, donors and partners on programme performance
·         Guide knowledge development, documentation, communication and branding, as well as knowledge transfer between country teams, in close collaboration with the donor and partners
·         Present results and represent the programme in relevant national, regional and international fora
Overview of the PositionThe Multi-Country Project Manager has responsibility for overall management of the programme, which includes: technical leadership and strategic direction on productive use of energy solutions in dairy and horticulture value chains in Ethiopia, Kenya and Uganda; leading cross-country inception and implementation of the programme; oversee and steer the identification and implementation of viable business cases with strong impact and replication potential; ensuring cross-country learning, innovation and knowledge transfer; quality assurance and timeliness of deliverables; adaptive and collaborative monitoring and evaluation; people management and team leadership; efficient management of financial resources and supervision of procurement; coordination with programme partners and other key stakeholders; representation of SNV in key networks and events on productive use of energy in agriculture at national and international level. S/he will be the focal point towards the donor, will ensure full compliance with the donor contract and regulations and will oversee the annual planning and budgeting as well as periodic review and reporting processes, as required.

Qualifications
Qualifications·         Master’s degree in a relevant field, MBA or other advanced degree.

·         Minimum of five (5) years of progressively responsible work experience in managing and implementing multi-faceted, donor-funded development programmes. Experience in implementing multi-country projects preferred.
·         Solid background and understanding of renewable energy applications in agricultural value chains, with good networks at national and international level. Experience in off-grid energy and productive use of energy solutions in dairy and/or horticulture (particularly solar-powered irrigation, cooling and drying) is preferred.
·         Relevant and profound working experience in at least one of the targeted countries for this project (Ethiopia, Kenya, Uganda). Experience across multiple countries preferred.
·         Solid understanding of business case development, business modelling and finance.
·         Experience in gender mainstreaming.
·         Able to strategically lead, inspire and energise programme teams.
·         Experience in collaborative and adaptive monitoring, evaluation and learning.
·         Demonstrated experience in managing various programme partners.
·         Excellent social and networking skills, able to engage with the private sector, civil society and governments at all levels.
·         Highly motivated self-starter, with strong organisational skills, who takes individual accountability seriously.
·         Strong strategic decision-making and excellent communication skills (written and oral), as well as reporting and presentation skills.
·         Fluency in both written and spoken English.
·         Willingness to travel to all programme locations, including remote, rural areas.
Additional Information
Additional InformationThis is a full-time position with a national contract including a national benefit package, based in Addis Ababa (Ethiopia), Nairobi (Kenya) or Kampala (Uganda), depending on the outcome of the recruitment process and considering the preferred duty station of the selected candidate. The successful candidate will be contracted for 2 years initially, with the possibility of renewal. Salary is competitive and commensurate with qualifications and experience, including a competitive secondary benefits package. Please note that
