Location: Cox’s Bazar, with frequent visits to the bases.

ABOUT THE MISSION

SI opened its mission in Bangladesh at the end of 2007, following cyclone SIDR.

SI’s intervention and strategy in Bangladesh is to address primary needs of crisis affected people in terms of food security, livelihood, disaster risk reduction (DRR), water, hygiene and sanitation (WASH) and shelter, by making use of an integrated disaster risk reduction approach and by taking into account the effects of climate change, whilst working in parallel on mid-long term resilience strategies.

SI operates through three core stages of intervention, rapid response mechanisms in the aftermath of a disaster or emergency, early recovery/transitional periods and development. In line with the 2019/2020 country strategy, SI is focusing on four key strategic objectives:

–              Responding to the most urgent needs of conflict and disaster affected populations;

–              Strengthening the resilience of vulnerable communities to recurrent shocks;

–              Strengthening communities’ capacities to access resources;

–              Reducing marginalization through inclusive programming.

To this end, SI Bangladesh focuses the crux of its work on the WaSH and FSL sectors with a cross cutting them of integrated protection and resilience.

ABOUT THE JOB

The MEAL Co is part of the program coordination based in Cox. Under the supervision of the Deputy CD Programs, the MEAL Coordinator:

• Designs the MEAL action plans of the mission, in accordance with SI’s operational framework, and makes sure it is disseminated, understood and implemented by the mission staffs.
• Provides methodological support to all program teams on technical questions linked to MEAL and cross-cutting issues such as: design of M&E plan, quantitative and qualitative data collection, measure of indicators, complaint response mechanism, “do no harm” analysis, terms of references of internal and external evaluations, etc.;
• Looks over the quality and relevance of internal monitoring and evaluation activities, recommendations and analysis produced by his/her department (studies, maps…);
• Makes sure his/her department is cross-cutting and well integrated with all departments (functional links) as well as coherent with all coordinators and managers;
• Supports training of program teams within his/her fields of expertise;
• Contributes to institutional knowledge building and improvement of MEAL methods and techniques;
• Contributes to the design of SI’s strategy by proposing a strategy in terms of M&E support to program teams, integration of crosscutting issues (gender, protection, accountability, do-no-harm, community participation, disability, etc.)

At the moment, the MEAL Co position is quite information management (IM) focused.

General objectives:

• Provide methodological support to MEAL staff and program teams on MEAL processes
• Capacity building of department staff and program teams
• Development of processes and systems for efficient monitoring of activities
• Development of processes and systems for facilitating analysis of data and reflection on findings
• Ensure accountability to beneficiaries by overseeing the implementation of the feedback and complaints response mechanism (FCRM)

Specific stakes and challenges:

• Work has being ongoing to promote an organizational culture of reflection on data and demonstrating how data can inform program decisions. This will not be achieved immediately, and will be an ongoing challenge for the MEAL Co. It will require a specific effort on their part to enhance the value of data collected and engage with program teams to discuss it.

Priorities for the 2/3 first months

• Continue to oversee the consolidation and roll-out of information management system (IMS) processes.
• Ensure mission-level roll-out of FCRM according to recently developed SOPs.

Functional management of 3 national staff:

• MEAL Manager in Teknaf
• MEAL Supervisor in Bandarban
• MEAL Officer in Dhaka

YOUR PROFILE

Education:

Master’s degree or equivalent in statistic, quality control or humanitarian project management

Experience:

• Experience in MEAL management and/or Project coordination (min.3 year)
• Technical experience in Information Management (database creation and management, Access, SQL) is an asset
• Technical experience in mapping (QGIS) is an asset
• Experience in capacity building of teams
• Experience in communication with communities and accountability mechanisms
• Previous experience with SI is a plus

Technical skills:

• Strong writing skills
• Data analysis (quantitative and qualitative)
• Database management
• Data collection/research methods
• Mobile data collection tool development
• Software -> Excel mandatory; Kobo/ODK/XLSForm

Soft skills:

• Ability to take decisions and work in autonomy;
• Good resistance to stress and pressure;
• Excellent organizational AND coordination skills;
• A great team player and leader;
• Excellent interpersonal and capacity building skills

Language: Very good written and spoken English

SI WILL OFFER YOU

A salaried post:

According to experience from euros 2640 gross per month (2400 base salary + 10% annual leave).

Per Diem of 450 USD.

Social and medical cover: International staffs benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. Our policy was just modified: from now on, Solidarités offers you 7 working days ever three months, with a 850 USD allowance for each break. In addition to these regular break, SI adds a day off per worked month. These days off as well as the breaks are not deducted from the paid leaves that are paid every months with your salary as they are offered by the organization.

Security context and living conditions:

The office and guesthouse in Dhaka, Cox and Teknaf are comfortable, well located in terms of security, adapted to SI team’s needs, and assuring to international staff the minimum standard in terms of privacy and comfort. The working environment is positive and the context, differently in each location, give different opportunities of social life, especially in Cox’s Bazar, one of the most touristic cities of the country, hosting the majority of humanitarian actors.
