The Opportunity
The North Africa region is characterized as an area of origin, transit (departure) and destination for mixed migration flows from West Africa, the Horn of Africa and the Middle East. As European Union (EU) member states seek to reduce migration flows on the more monitored routes, alternative routes consistently emerge and mutate across the North African (NA) region, affecting Algeria, Morocco, Tunisia, Libya and Egypt. As a result of that, Morocco became the ‘first’ country of departure for migrants from Africa in 2018, while Spain became the most important gateway to Europe through the Western Mediterranean Route. Child refugees/migrants and their families who transverse North Africa are vulnerable to exploitation, violence and abuse and national systems are not well positioned to provide adequate support either for those in transit or for those whose journey are halted along the way.
The North Africa Migration Initiative (NAMI) is envisaged as a Hub to drive trend analysis, regional advocacy/policy change, identify programmatic/need and funding related to North Africa Migration (and Displacement) – with a particular focus on ensuring best practice in child protection activities. NAMI’s position in North Africa is strategic to SC as the region is the meeting point between the West and Central Mediterranean routes for migration. Save the Children’s NAMI intends to support the understanding, response and advocacy to a Child Centred and Child Rights approach of migration.
The Senior Child Protection Adviser will be based in Tunisia as a lead technical adviser in this complex emergency initiative that aims to tackle Children on the Move in North Africa.  The overall aim of the Senior Child Protection Adviser will be to assess, design and guide a strategy to address violations of children’s rights to protection from abuse, exploitation, violence and neglect in relation to Children on the Move.  The Senior Child Protection Adviser is responsible for ensuring that quality child protection programmes are initiated and capacities developed to provide protection interventions to children on the move in the North Africa region. The role holder will be expected to lead on sectoral assessment, programme design, coordination, and support fundraising.  He/she will also be expected to play a leadership role within the North Africa Migration Initiative team, through 360 degree support to colleagues and work to ensure that broader sector coordination mechanisms are functioning effectively.
In most circumstances, the post holder will be expected to mentor and/or capacity build both international and national staff colleagues.  The Senior Child Protection Adviser will also be expected to play a role in the national and international level child protection coordination groups.
 In order to be successful you will bring/have:
 ·         Significant prior experience of working within a senior advisor / management Child Protection role within a complex country programme in an emergency response or fragile state
·         Previous experience of working in large-scale first phase emergency response
·         Education to Masters level in Social Work, Human Rights Law, International Relations, Development Studies or similar, or equivalent field experience.
·         A high level of spoken and written French and English
·         Thorough knowledge of and experience in using the Minimum Standards for Child Protection in Humanitarian Action together with other established inter-agency standards and guidelines in child protection.
·         Extensive experience in capacity building and in strengthening various duty bearers understanding of and response to child protection.
·         Previous experience of managing a team of international and national staff
·         Previous experience of programme management across multiple locations
