Since the electoral process of 1994, Mozambique has seen its main electoral management body (EMB), the National Electoral Commission (CNE) has undergone important changes in the composition and selection of its members while the Technical Secretariat for the Administration of Elections (STAE) has become a permanent structure subordinate to the CNE. UNDP has been involved in the electoral processes in Mozambique since the country’s first multiparty elections, providing technical assistance and support to both EMBs and other electoral stakeholders. 

Through its country programme document for Mozambique (2022-2026), the UNDP stresses the importance of consolidating and strengthening democratic processes and institutional practices in Mozambique. Supporting the organization of electoral processes in Mozambique is a priority for the United Nations (UN) under the UNDP project implementation framework. In this vein, a new electoral assistance project entitled Enhancing Democracy and Electoral Processes in Mozambique was launched in Dec 2021 to cover the Mozambican Electoral Cycle 2022-2025. This project is a four-year multi-donor initiative designed to strengthen the democratic and electoral system in Mozambique. The project builds on previous electoral support and lessons learned as Mozambique enters its next electoral cycle, including the run-up to 2023 Municipality Elections and 2024 General Elections. 

The project is developed based on the formal request from the Ministry of Foreign Affairs and Cooperation in Mozambique for continued UN electoral assistance for the 2022-2025 electoral cycle. The project has been designed taking into consideration the recommendation of the UN Needs Assessment Mission and the international election observation reports on the 2019 elections. The project is aligned with the UNDP Country Programme Document (CPD) and Mozambique Government’s Five Year-Plan 2020-2024 (Programa Quinquenal do Governo, PQG). The project document was endorsed and signed by the President of the Constitutional Council, President of the National Election Commission of Mozambique (CNE), General Secretary of the Supreme Court, General Director of the Technical Secretariat for Electoral Administration (STAE) and the UNDP Resident Representative. 

 The project aims at working on structural aspects of the administration of electoral processes, on one hand by expanding the spectrum of stakeholders it will work with – not only the Electoral Management Bodies (EMBs) but also civil society organizations, political parties, media, academia- on the other hand by promoting intensified direct public outreach actions to be realized by the EMBs with the different stakeholders. The focus of the project is oriented towards developing the capacities and implementing the proposed activities both at the national and local levels. 

It is against this background that UNDP aims to recruit a Public Information and Communication Associate for the Project. Under the overall guidance of the Chief Technical Advisor, and the thematic supervision of the Electoral Digital Solutions Specialist, the Public Information and Communication Associate supports the project in the area f communications, public relations, and public information.

Duties and Responsibilities

The Public Information and Communication Associate will undertake the following functions: 

Provide effective support to the project activities to the Electoral Management Bodies (EMBs).

Prepares high-quality reporting and analysis. 

Ensures implementation of public information activities 

Undertakes activities to promote media coverage.

1. Ensure effective support to the project activities to the Electoral Management Bodies (EMBs) on the achievement of the following results:

Establish, develop, and maintain the contact with EMB’s, media, professional and civil society organizations and other Electoral Stakeholders in implementation of the electoral project activities.  

Coordinate the team of monitors in implementing eMonitor+ platform to combat mis/disinformation during the electoral period.

2. Ensure effective preparation of high-quality reporting and analysis focusing on the achievement of the following results:

Prepares high-quality reporting and analysis, by supporting and maintaining reporting system within the country.

Draft promotional copy in English and Portuguese for use in different dissemination channels, including website, social media, and email.

Draft event reports and blurbs, electoral updates, invitations, web articles, news pieces, bulk mailings, and briefs, in English and Portuguese.

Assist in communications at public events such as press conferences, roundtable discussions, briefing sessions, and interviews.

3. Ensure effective implementation of public information activities focusing on the achievement of the following results:

Ensures implementation of public information activities to publicize priority issues and/or major events.

Assist in organizing events and activities relating to the project in co-ordination with communications, and other support units.

Maintain a Mozambique specific media list, information databases, and other team data.

Monitor, review and record media coverage of the project and its research in Mozambique monthly and circulate to relevant authorities.

Improve the project’s online presence as part of the social media team.

Compile, summarize, and present a wide variety of documents and reports relating to the project using appropriate technology/software.

4. Ensure the Preparation, based on official UN documentation and other sources focusing on the achievement of the following results:

Provide support for public information management and outreach activities to showcase the project achievements.

Respond to complex information requests and inquiries; process, draft and finalize correspondence and other communications; set up and maintain files/records, organize meetings, monitor deadlines, etc.

Edit and proofread Portuguese documents into institutional format to achieve fluency, accuracy, and consistency of language.

Generate a variety of standard and non-standard statistical and other reports from various databases.

5. Perform any other duties related to the project as requested by the Chief Technical Advisor.

Required Skills and Experience 

Education:

High School Diploma is required or 

University degree in Communication, Information Management, Information Systems, Journalism, International Relations, Public Administration will be given due consideration but not a requirement

Experience:

6 years (with High School Diploma) or 3 Years (with University degree) of relevant work experience in Communication, Journalism, Public Information in an international organization and/or a non-governmental organization and/or the private sector.

Required skills and competencies:

Understands UNDP electoral cycle approach and electoral processes, in the Mozambican context, and demonstrable skills in translating these for a variety of audiences.

Outstanding command in the use of MS Office such as Excel, and Word.

Desired additional skills and competencies:

Knowledge of the UN system is an advantage; knowledge and previous experience of working in media and elections would be an asset.

Strong communication and interpersonal skills and experience, as well as an ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

Previous UN experience, and working knowledge of the UNDP Quantum system, is an advantage.

Experience in graphic design, photo and/or video editing.

Experience with crisis communications and social media.

Required Language(s) (at working level)

Fluency in Portuguese and English language.
