Humanitarian situation and needs:

Since the outbreak of the Syrian crisis in April 2011, according to UN estimations, 6.6 million people have been internally displaced, while 4.8 million refugees have been registered in the neighboring countries as of June 2016. Lebanon is the second host country for Syrian refugees with over 1.049 million refugees registered as of March 2016 for an overall population of less than 4.5 million (representing more than 23% of the population). Prior to this crisis, Lebanon was already hosting half a million Palestinian refugees; the pressure on the Lebanese government and local population is very high.

In April 2015, the United Nations Security Council declared that the international community has to help Lebanon in its efforts to host more than 1 million refugees from neighboring Syria. Since the beginning of March 2015, the government of Lebanon, through the General Security Directorate, is enforcing entry regularization among refugees entering from Syria. The Lebanese government has also asked the UNHCR to temporary stop the registration process, hence new refugees and new born babies cannot be registered anymore and refugees that arrived after the 5th of January 2015 have been deregistered (around 11,319 individuals).

While Palestinian refugees are settled in camps, there are no official camps for Syrian refugees in Lebanon. On a case by case basis, the government may authorize the establishment of formal tented settlements (FTS). However, Syrian refugees are mainly settled in small shelter units (SSU), collective shelters (CS) or informal settlements (IS). The spillover of the Syrian crisis into Lebanon compounded pre-existing vulnerabilities among the Lebanese society. Refugee populations have in many cases settled in areas inhabited by impoverished and vulnerable Lebanese communities further stretching limited or non-existent sources of income and public services at the local level. This situation will place an increased economic strain on the families, and in addition to the expected decrease in basic assistance due to low funding levels, an escalation in negative coping mechanisms (such as begging, child labor, child marriages, sexual services for food/accommodation, petty crime, etc.) might be witnessed.

Our actions in the Field: 

Since 2012, PUI has been actively involved in the Lebanon emergency response to the Syrian crisis with presence in the North (Akkar), Mount Lebanon and South (Saida) of Lebanon.

In 2017-2018, PUI´s strategy in the country is based on two programmatic axes:

• Humanitarian Assistance Program: to provide a protection-based humanitarian assistance and services for the most vulnerable refugees and host communities affected by the Syrian crisis;
• Resilience Program: to reinforce the self-resilience and resilience of the affected communities through the development and strengthening of community-based structures.

As part of of our activities in Lebanon, we are looking for a Base Logistics Manager.

The Base logistics manager is responsible for the smooth functioning of logistics on the base and its related program operations in North Lebanon (Akkar). He / She makes sure the resources necessary for carrying out the programs are available and actively participates in the base’s safety organization.

Training and support to all base staff seeking to build an autonomous and efficient team.

Under the supervision and line management of the Field Coordinator, the Deputy Field Coordinator is responsible at base level for the direct supervision of the Programs being implemented in the Base. This includes the Shelter, WASH infrastructure, Protection, Livelihoods, Health, and Monitoring, Evaluation, Accountability and Learning (MEAL) departments.

Supply Chain: He / She coordinates supplies and deliveries for projects. He / She guarantees that PU-AMI’s procedures and logistics tools are in place and are respected.

Fixed equipment: He / She is responsible of the management of the assets including ICTs, tele / radio communication equipment and for the base’s energy supply.

Fleet: He / She is responsible of the fleet management (availability, safety, maintenance etc.), of the smooth functioning of the base and the realization of activities in accordance with the plan and available budget.

Premises: He / She supervises the premises management and ensures the premises of the base are adequate, maintained and safe.

Functioning of the base: He / She supports the team in the management of the base premises including redeployment / installation / rehabilitation / closing of base.

Representation: He / She represents the organization amongst partners, authorities and different local actors involved in the logistics of the base, in agreement with the Field Coordinator.

Coordination: He / She consolidates and communicates logistics information to the field Co and coordination and also coordinates internal base level logistics reports.

Safety/Security: He / She contributes to the safety and security management of the base in coordination with the Humanitarian Affairs Advisor and the Field Coordinator

University degree in logistics (Purchases, transport etc.)

Professional experience

Minimum of 2 years in a similar position for an international NGO

Successful experience in team management (at least 5 staffs)

Knowledge and skills

Familiarity with procedures of PUI main institutional donors (WFP, EU, BPRM, AFD, etc.)

Excellent capacity-building and coaching skills

Strong knowledge of financial and budget management

Software

Strong computer skills essential, including ability to operate Microsoft Word, Excel

Monthly gross income: from 1 815 up to 2 145 Euros depending on the experience in International Solidarity + 50 Euros per semester seniority with PUI
