Background
The United Nations Development Programme (UNDP) is the UN’s global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. The Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance and supports the results of UNDP’s 2014-2017 Strategic Plan, focusing on seven outcomes including, strengthening institutions to progressively deliver universal access to basic services (Outcome 3). The HIV, Health and Development Group (HHD Group), within BPPS, is helping to contribute towards this outcome.
The HIV, Health and Development Strategy 2016-2021: ‘Connecting the Dots’ elaborates UNDP’s work on HIV, health and development and universal health coverage in the context of the 2030 Agenda for Sustainable Development. In partnership with UN entities and other organizations, UNDP has an important role in supporting health outcomes by supporting countries to address the social, cultural and economic determinants of HIV and health. This is done through UNDP’s core work in reducing inequalities and social exclusion that drive HIV and poor health, promoting effective and inclusive governance for health, and building resilient and sustainable systems for health. UNDP also contributes through its coordinating and convening role in bringing together multiple partners and resources at national and local levels.
UNDP works with partners to address the interactions between governance, human rights and health responses. Sometimes this is done through focused or specialized programmes, such as promoting attention to the role of legal environments (law and access to justice) in facilitating stronger HIV responses, including the use of flexibilities in intellectual property and human rights law to lower the cost of drugs and diagnostics and to increase access to HIV-related treatment. UNDP also works to empower and include people living with HIV and marginalized populations who are disproportionately affected by HIV – also known as key populations – such as sex workers, men who have sex with men, transgender people.  Beyond these focused efforts, UNDP plays a key role in ensuring attention to HIV and health within broader governance and rights initiatives, strengthening of national human rights institutions and increasing access to justice for marginalized populations.
UNDP’s Partnership with the Global Fund
UNDP partners with the Global Fund to support and strengthen national responses to HIV, Tuberculosis and malaria. The objective is to ensure access to quality health services for all and enable all those living or affected by the diseases to live healthy, productive lives. The partnership leverages UNDP’s mandate to strengthened institutions to deliver universal access to basic services and rebuilding resilient health services in crisis and post-crisis settings, thus making a significant and measurable contribution to Outcomes 3 and 6 of UNDP’s Strategic Plan and to SDG 3.
-UNDP supports the implementation of Global Fund programmes on an interim basis in 18 countries facing significant capacity constraints, complex emergencies, donor sanctions, or other difficult circumstances;
-Develops national capacity and strengthens national systems and, when possible, to gradually reduce the need for UNDP implementation support and to transfer the role of Principal Recipient to national entities;
-And transforms national responses to the 3 diseases by providing policy and technical support in areas of UNDP expertise and mandate, such as human rights, gender, sustainable financing and environmental sustainability, and reaching key populations at higher risk.
Duties and Responsibilities
Under the overall supervision of the UNDP Resident Representative, the Programme manager will fulfill the following duties:
Summary of key functions:
Ensures effective management of the health system strengthening project;
Ensures creation of strategic partnerships and support the implementation of the resource mobilization;
Ensures provision of policy advice and strategic technical guidance;
Ensures guidance and capacity building and facilitation of knowledge building and sharing.
Ensures effective management of the health system strengthening project focusing on achievement of the following results:
-Oversight and management of programme planning, implementation with emphasis on achievement of programme targets;
-Coordination and supervision of administrative, financial, procurement and programmatic aspects of the project in accordance with the agreement with the Government and UNDP rules and regulations;
-Financial and programmatic monitoring and evaluation of the MoH/GF HSS Programme, identification of potential implementation problems and recommending appropriate solutions;
-Ensure infrastructure works and related activities by contractors and companies are executed according to their work plan and budgets and the terms and conditions of contractual agreements, ensuring quality of the projects and achievement of programme targets;
-Development and regular review and updates to the risk management matrix for the programme, contractors the government of the Republic of Mozambique and technical partners;
-Assess the programmatic impact and oversee the appropriateness and the accuracy of methods use to verify progress and the results;
-Oversee the production and communication of progress updates and reports in accordance with pre-defined reporting arrangements;
-Oversees timely submission of disbursement requests, timely receipt of funds and cash flow monitoring;
-Oversees timely development and implementation of tenders, RFPs, etc.
-Participate in recruitment process of Programme Support Unit (PSU) staff; performance management and supervision of UNDP programme and project staff to motivate and promote organizational excellence;
-Lead on the HSS Programme audits and ensure follow up on audit recommendations in liaison with the Audit Focal point in the Country Office.
Ensures creation of strategic partnerships and support the implementation of the resource mobilization;
-Coordinate and build partnerships with the national disease programmes, Ministry of Health, UN Agencies, financial and technical partners and other implementing partners as well as with international and local stakeholders to ensure transparent and effective implementation of the Programme;
-Maintain close co-ordination between the infrastructure component under GF programmes managed by the MoH of the Republic of Mozambique and other health infrastructure initiatives in the country to ensure and promote continuity, partnership building and avoid duplication of activities;
-Maintain effective partnership with government and regional institutions, implementing partners and UNDP colleagues to exchange critical and technical information and resolve programme/project implementation issues to ensure results are achieved as planned;
-Establish dialogue with donors, partners and stakeholders to maintain effective working relationships, sustain interests, resource mobilization and cooperation;
Ensures provision of policy advice and strategic technical guidance focusing on achievement of the following results:
-Ensure harmonization and integration of the capacity building for the resilient and sustainable systems for health, GAVI Alliance and the GF Programme into the national strategic documents on disease programmes;
-Provide technical advice to the Ministry of Health, other government ministries, national disease programmes, and implementing partners and support work on programme adjustments as necessary,
-Participate in technical committees of the CCM and provide progress update and recommendations on GF and GAVI funded programmes procedures of reprogramming if   required.
Ensures guidance and capacity building and facilitation of knowledge building and sharing.
-Engage with national partners to build the capacity of national systems and health institutions including national disease programmes in the key areas of procurement and supply chain management, financial management and oversight, risk management, project implementation and monitoring;
-Ensure access to appropriate tools and resources required to support government and national entities in the implementation and oversight of their Global Fund programmes.
-Support the work of the technical committees and provide advice on Global Fund and other health initiatives procedures;
-Synthesis of lessons learnt and disseminate best practices for management of the Programme.

Required Skills and Experience
Education:
Master’s degree Public Administration, Economics, International Development, Business Administration, Political Sciences, Social Sciences, Medical & Health Sciences or related field;
Experience:
-At least 7 years of relevant experience in health or development projects in challenging environments;
-Knowledge and experience in working with Global Fund funded programmes an asset;
-Experience working with UNDP or/and UN Agencies;
Languages :
-Fluency in Portuguese and English, both written and oral;
-A second UN language is a desirable.
Other:
-Experience in the usage of computers and office software packages, experience in handling web-based management systems.
