Background

Organizational Setting and Reporting Relationships
The Network of West African Central Authorities and Prosecutors against Organized Crime, hereinafter referred to as WACAP, is an informal network of central authorities and prosecutors against organized crime supported by UNODC under its Global Programme to Strengthen the Capacities of Member States to Prevent and Combat Serious and Organized Crime (GPTOC). The project aims to support the implementation of resolutions adopted by the Commission on Crime Prevention and Criminal Justice, the Conference of the Parties to the United Nations Convention against Transnational Organized Crime Convention and the General Assembly. WACAP was set up in pursuant to General Assembly Resolution 69/193 on international cooperation in criminal matters, which requested UNODC to “continue to support the establishment and functioning of regional networks of central authorities responsible for dealing with mutual legal assistance requests, so as to contribute to the exchange of experiences and strengthen knowledge based expertise in the area of international cooperation in criminal matters and to help to establish international networks and partnerships among Member States”.

UNODC provides coordination and technical direction to the Network.

Direct Supervision by: Under the overall supervision of the Regional Representative of the UNODC Regional Office for West and Central Africa (ROSEN), the direct supervision of the Senior Regional Legal Adviser and Head of the Justice Section (ROSEN) and the guidance of the Senior Drug Control & Crime Prevention Officer, GPTOC, based in Vienna, the Criminal Justice NPO will support the coordination of the Network and contribute to the criminal justice programme planning, coordination and execution of ROSEN.

Duties and Responsibilities

The National Programme Specialist in Criminal Justice will provide substantive, organizational and coordination support for implementing the mandate of the United Nations Office on Drugs and Crime in the area of international cooperation, especially for West and Central Africa. The main focus of work is the provision of assistance to States, upon request, in the legal and related aspects of international legal cooperation, especially for ratifying and implementing the universal legal instruments against transnational organized crime and for strengthening the capacity of the national criminal justice entities to apply the provisions of these instruments in compliance with the principles of rule of law and human rights.

The National Programme Specialist will carry out the following tasks:
• Contribute to formulating, planning, implementing and reporting on technical assistance activities at the national, sub-regional and regional level, in accordance with the UNODC/GPTOC overall programme strategy and as integral element of UNODC’s country specific and regional programmes;
• Participate in and contribute to the conduct of technical assistance activities to requesting countries and undertake substantive, organizational and coordination arrangements for them;
• Conduct legal research and analysis on organized crime, including international, regional and national instruments;
• Prepare presentations on substantive matters and on the Programme;
• Prepare and/or contribute to briefing notes, status reports, draft research and policy papers, technical reports/studies;
• Prepare and/or contribute to the drafting funding proposals for donor countries and implementation reports;
• Prepare work plans, programme implementation reports and follow-up activities plans;
• Contribute to ensuring coordination of technical cooperation activities with relevant international, regional and national institutions and organizations active in the field; in this context contribute to maintaining close contacts with national counterparts and United Nations entities;
• Contribute to the promotion of networking between ROSEN countries, within the framework of the implementation of regional / strategy programmes and/or plans of cooperation;
• Assist in determining the strategic direction of the GPTOC Team, under the guidance and direction of the Senior Drug Control & Crime Prevention Officer, GPTOC;
• Undertake any other tasks as required.

Impact of Results
The National Programme Specialist in Criminal Justice will participate in the identification and prioritization of relevant areas of UNODC strategic intervention in the Region, especially for West and Central Africa with respect to a provision of assistance to States and counterpart in the legal and related aspects of organized crime. The incumbent will take part in research and analytical work related to UNODC’s criminal justice programme implementation and ensure that implementation is carried out in a cost-effective manner in accordance with the Operational Policy Guidelines of UNODC.

Performance indicators are the quality, appropriateness, value and timeliness of contributions, organizational and substantive input provided to UNODC/WACAP activities in West Africa.

Required Skills and Experience

Education
Advanced University degree (Master’s degree: Bac+5) in law/criminal justice, preferably with specialization in international law or criminal law is required. A First Level University Degree (License: Bac+3) in similar fields in combination with 6 years of qualifying experience may be accepted in lieu of the advance university degree.

Experience
• A minimum of 5 years of relevant work experience in legal and related area, preferably in criminal justice and related international or national cooperation. Experience in technical assistance programmes and management of project (required);
• Good knowledge of organized crime and criminal justice issues is desirable;
• Familiarity with regional dimensions pertaining to West and Central Africa is desirable;
• Knowledge of the work of the United Nations Office on drugs and crime is desirable;
• Knowledge of UN system and its Administration and Finance rules is also desirable;

Language Requirements
English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in English and French, i.e. oral and written proficiency, with excellent document drafting skills, is required.
