UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world.
UN Women South Sudan has developed a Strategic Note for the period 2019-2021 which is aligned with the South Sudan Development Plan and the United Nations Interim Cooperation Framework (2019-2021). Within this plan, targeted gender equality and women’s empowerment interventions are undertaken to increase development effectiveness. To this end, UN Women supports an integrated community aimed at consolidating response particularly at state level. The integrated model combines for example, functional literacy with economic empowerment and capacity building; and functional literacy and economic empowerment for peace building and ending violence against women. The integration of gender equality is intended to ensure that mainstreaming takes place in all areas of operations and programming, and real progress is made in supporting South Sudan in reducing gender inequalities and improving the lives of women. The four strategic priority areas for UN Women South Sudan elaborated in the Strategic Note and annual work plan are as follows:
1. Increase women’s leadership and participation;
2. Increase women’s access to economic empowerment and opportunities;
3. Prevent VAWG and expand access to services; and;
4. Increase women’s leadership in peace, security and humanitarian response.
As part of the implementation of its 2019 Annual Work Plan, UN Women plans to recruit a consultant to conduct a Livelihoods and Market Needs Assessment to identify potential and recommended job/economic empowerment areas for women and adolescent girl.
Duties and Responsibilities
PURPOSE AND OBJECTIVES OF THE ASSESSMENT
The main objective of the livelihoods and market assessment is to provide practical recommendations and inputs to inform UN Women’s livelihoods programming, which aims to enable and prepare South Sudanese Women and Adolescent girls to proactively position themselves for employment and to participate in income-generating activities. The recommendations shall consider the key priorities as stipulated in the programme documents on Women’s Economic Empowerment and Humanitarian Action for South Sudan.
The assessment will identify the main market sectors in the targeted programme locations and the type of activities and partnerships needed to offer vocational and livelihood opportunities for women and youths. Further, the assessment will also provide UN Women program staff with the full-economic picture (wage margins, over-saturated areas, under serviced productive areas, market gaps etc.) and offer an overview of the existing livelihood challenges and vocational and employment opportunities (including self-employment and home-based business) in the program targeted locations in South Sudan.
Furthermore, the assessment will inform UN Women existing vocational training support services in the selected program locations, including partners implementing vocational skills development interventions to assess their capacity as well as the quality of the training modules, and type and cost of trainings being officered.
Finally, the assessment will also analyze beneficiaries’ livelihood and market participation behaviors, resilience statuses, and preferences, and consider the specific needs of the beneficiaries. Through the existing literature and interactions with programme beneficiaries, the assessment will inform UN Women of any existing age or gender-related barriers or any other obstacles to access vocational and livelihood opportunities, which will inform UN Women future programming.
It is anticipated that the market and livelihood assessment will be completed in 4 weeks (approximately 2 weeks of data collection in all the programme locations).
SCOPE AND FOCUS
The potential candidate will have to develop and submit a proposal with a clear approach, methodology, implementation plan, budget and other relevant strategies to be able to cover the scope of work and deliver quality results. To ensure both assessments produce quality results and recommendations, potential applicants will have to consider the main approaches mentioned below, when undertaking the scope of work:
1. Conduct a desk review, and analyze existing data and information about current beneficiaries to provide an overview of the income level, education/vocational skills, and capacities, Households expenditures, coping mechanisms and financial risks management strategies. The assessment should also provide a clear picture of the challenges and barriers that women and youths (disaggregated by age and gender) are facing in accessing specific business, vocational employment and self-employment, and market opportunities in the target area with particular attention to gender considerations;
2. Design a livelihoods and market assessment questionnaire for IDPs, as well host community members, government actors and coordinating bodies, as well as the humanitarian and development community working in the target locations;
3. Conduct a Training Needs Assessment parallel to the market analysis to identify skills and knowledge gaps that can be improved with training within the specific value chains and propose an appropriate plan for vocational and entrepreneurship development training;
4. Conduct interviews to map out market actors and institutions operating and delivering goods and services in the area; the accessibility of vocational training, financial services and business service providers (i.e. microfinance and vocational skills placement agencies, in any);
5. Map existing markets and value-chains (Size of the markets, volume of sales, market integration/segmentation, supply and demand for products and services, etc.);
6. Identify sectors and value chains that are not overly saturated and present potential for growth, profitability and employment. It should focus on sectors and businesses that allow for women’s effective participation, including IDPs and women with disabilities;
7. Identify and study successful home based businesses, income generating activities and employment integration of vulnerable women and adolescent girls;
The consultant will also be required to evaluate institutional capacity, quality and cost of possible implementing partners, including capacities for providing vocational skills and services.
The assessment will employ mixed methods. The tools and specific methodological approach will be discussed and agreed between UN Women and the consultant. Primary assessment methods will include (but are not limited to the following):
-Consultative meeting with UN Women staff, management and key stakeholders;
-Key informant interviews;
-Documents, reports and literature review;
-Data/ records review and analysis;
-Focus Group Discussions with beneficiaries and stakeholders;
-Field visits to project locations and field observations;
-Specific surveys (incl. Training needs assessment and Market and livelihood assessment).
The consultant will be expected to make a formal presentation of the key findings to UN Women programme staff in Juba. Further, the consultant will have to keep UN Women programme team regularly informed of progress on key issues requiring additional direction or suggestions.
The final report will be analytical and user-friendly detailing key findings and providing clear and forward looking recommendations. The report will be drafted in English with a length between 30 and 50 standard pages (1 800 characters / page). The structure of the report will be agreed between UN Women and the consultant. The following is the list of deliverables to be submitted by the consultant beside the market and livelihood assessment report:
-An inception report with detailed assessment work plan (Following the desk review);
-A half-day workshop with UN Women and field-partners to present main findings and recommendations;
-A first draft of the livelihoods and market assessment report;
-A final report inclusive of UN Women comments.

Required Skills and Experience
-Advanced University degree (Master Level minimum) in Development studies, Development economics, Socio-economic studies, or other related field. Additional areas of experience could include Gender and poverty reduction; economics, business administration or management;
-Minimum of 5 years of relevant practical field experience within one or more of the following areas: Socio-economic and/or household economy assessments; risks and vulnerability assessments, Market assessments and Gender analysis;
-Experience and knowledge in livelihood programming in terms of Vocational and Technical Education and Training (VTET), job placement, employment promotion, Value chain analysis, entrepreneurship building, private sector development, urban and rural small business development; Income Generating Activities; Cash assistance;
-Those who combine the above described skills with Gender and Gender Analysis will have an added advantage;
-Demonstrated experience in conducting assessments for planning and/or evaluation purposes.;
-Familiarity with established assessment and analytical tools is desirable (e.g. Household economy approach; Sustainable livelihoods framework; Market analysis; Minimum economic and recovery standards, etc.);
-Experience in conducting in depth market survey and livelihood assessment in protracted conflict situations with gender lens;
-Demonstrated excellent analytical, writing and reporting skills;
-Extensive computer skills including excel, word and power point;
-Familiarity with refugees and host communities in geographical areas covered by the project/ understanding of issues related to IDP and their host communities (including their skills, work, wage issues, and policy);
-Fluency in written and spoken English;
-Knowledge of Arabic will be a strong asset.
RESPONSIBILITIES OF UN WOMEN
UN Women will provide the consultant with all related documents and relevant materials. UN Women will also provide support to the consultant in organizing all the necessary field-visits, meetings and survey samples. UN Women will provide comments on 1st draft within an agreed timeframe.
