Job Description

BACKGROUND

The U.S. Agency for International Development (USAID) awarded on October 7, 2021 the five-year Madagascar Governance Strengthening Programme (RINDRA) to the United Nations Development Programme (UNDP) to support the Government of Madagascar (GOM) to achieve enhanced accountability and effectiveness in the three areas which constitute the USAID’s Intermediate Results (IR), notably: IR1 GOM demonstrates increased commitment to enforcing rule of law, IR2 Increased GOM access to and effective management of financial resources for development, and, IR3 GOM establishes foundational conditions for improved responsiveness to citizens.

UNDP is strategically positioned to implement RINDRA programme given its track record of development programmes and expertise covering all the three areas. Indeed, the UNDP has been implementing since 2013 under its current development country cycle series of development assistance programme targeting improved governance, justice, and accountability. Within the framework of the implementation of the RINDRA programme, UNDP is recruiting a “Chief Technical Advisor” (CTA) for RINDRA programme.

DUTIES & RESPONSIBILITIES

The CTA will provide the leadership role and general technical directions of the entire programme, ensuring an integrated vision among different components and actors and a focus on achieving the results defined in the Agreement with USAID. He will report directly to UNDP Deputy Representative and work closely with UNDP Governance Team Leader and Programme Manager as well with the Operations Sections.

Provide overall leadership, management, and general technical direction of the entire RINDRA programme, ensuring an integrated vision among different components and actors, and a focus on achieving the results defined in the Agreement:

The Programme is being delivered in a timely manner against stated objectives, budgets, and the corporate quality standards of both USAID and UNDP.

Oversee a team of over 24 members located at five different offices, including four offices outside Antananarivo.

Lead budget formulation and planning and identify issues and risks related to programme implementation in a timely manner and suggest appropriate programme adjustments:

The programme team under the leadership of the CTA is working against clear objectives, workplans and performance indicators

RINDRA will be implemented in 100 Communes across five regions requiring travel to remote areas in Madagascar under difficult road conditions

Act as the key liaison between UNDP and USAID/Madagascar and with Government counterparts and implementing NGO partners involved in RINDRA:

The COP need to manage the expectations of different stakeholders while meeting RINDRA’s contractual obligations.

The position requires significant communication and coordination skills, general and technical knowledge of local governance and the public sector, experience in developing countries, and adequate skills to ensure coherence and consistency despite urgent deadlines

Work closely with the USAID Agreement Officer (AO) and Agreement Officer’s Representative (AOR) at a strategic level, providing on-demand advice by phone and email as called upon, but also providing regular formal updates in line with USAID’s reporting requirements:

The problems, if/when they occur, are being analyzed and solutions proposed both to the UNDP and USAID in a timely manner to take the appropriate decisions.

Ensure synergies with other relevant USAID and UNDP projects and leverage previous and ongoing activities.

Provide necessary reporting, monitoring, and oversight activities:

The reports as per the Agreement are submitted on time, in line with USAID requirements and UNDP’s corporate quality standards.

Monitoring visits are regularly conducted to targeted Districts and Communes.

Ensure necessary oversight activities are undertaken of NGO partner’s activities

Supervisory/Managerial Responsibilities:

The CTA  will manage a team of 24 members, oversee the implementation of the activities in targeted regions, engage with the key national counterpart and set up the working level relationships, and ensure that UNDP meets all its contractual obligations.

QUALIFICATIONS

Education:

Master’s degree in international development, law, public administration, public finance, or related field of study.

Experience, Knowledge, and Skills:

Minimum 10 years of progressively responsible work experience in the public sector implementing international development projects

At least ten (10) years of project management experience, including direct supervision of professional and support staff and assembling teams working on multi-faceted international development programmes.

At least ten (10) years of experience in public sector reform, local governments, and public finance management.

Strong experience with projects funded by USAID or like institutions, providing technical assistance to the public sector

Proficient in oral and written English and French.
