BACKGRIUND

The Central Sahel Region has suffered decades of violent conflict and climate change and has deteriorated further since 2016.
The region has subsequently become one of the largest humanitarian crises worldwide with 13.4 million people in the three countries (one person in five) now needing lifesaving assistance and protection; amongst whom are 7.4 million food insecure people (phase 3+), 888,000 severely malnourished children, 1.6 million internally displaced people (IDPs), and 291.000 refugees[1].
Donor interest is slowly increasing with an inter-ministerial pledging conference to have acted as a trigger for the larger institutional donors to make funding available thus a crucial opportunity to kick-start effective and concrete efforts to better protect populations affected by conflict especially women and girls and bring an end to the violence.

Women and girls of the Central Sahel experience some of the highest rates of recorded Gender-based violence in the world[2]. 76% of women and girls in Niger are married before the age of 18; Burkina Faso and Mali are also in the top 6 countries in terms of prevalence of child, early and forced marriage.
In Burkina Faso, female genital mutilation (FGM) and child marriage have both increased with rising physical and food insecurity. In Mali, 1,443 cases of sexual violence were reported between January and August 2020, of which 13% were committed by armed groups.
While evidence is currently limited, surveys have shown that across the Sahel, intimate partner violence (IPV), the most common form of GBV, has increased on average by almost 12% due to COVID-19, with child marriage, FGM, sexual exploitation and abuse, and trafficking also noted by experts as likely rising in the region because of the pandemic.
This violence causes immediate harm and has intergenerational impacts; for instance, between January and August 2020, the GBV Sub Cluster in Mali reported nearly 100 children born as a result of rape.

Against this backdrop, Plan International is scaling up its responses in the three countries of Mali, Burkina Faso and Niger with a view maximize impact at scale for target communities.

Key Tasks
• Managing and supporting the grants requirement and implementation for the CSR
• Identify and develop strategies to optimize the grants administration process
• Perform relevant research to identify available grant opportunities and evaluate the results
• Directly involve in grant writing by coordinating with Country Offices of the CSR grant writers or coordinators
• Research for effective and authentic funding opportunities in support of the Central Sahel Response
• Oversee if the grants are implemented according to the operational and financial needs of the organization
• Support the fund raising team to ensure proper coordination of work
• Keep the relevant staff informed about upcoming deadlines and deliverables, thereby ensuring smooth completion of work responsibilities
• Oversee if other grant staff (coordinators, writers and administrators) is complying with their job responsibilities
• Prepare financial or budget plans and allocation along with the planning and finance department in accordance with each requirement
• Analyze the budget trends and make recommendations for cost control and reduction for various grants
• Provide detailed reports to the funders and the board of directors with respect to the organization’s progress
• Provide training to staff on grants management and reporting requirements

Grant Management
• Organise and conduct grant start-up and close-out processes and workshops including orientation for Programmes staff on grant/donor procedures and requirements, project timelines, budgets and other necessary compliance requirements.
• Coordinate and supervise the drafting and completion of project and donor reports, working across the ER team to ensure reports are completed in a timely, high quality fashion. As part of this, develop and maintain a reporting schedule.
• Maintain ongoing contact with Program Managers and other implementation staff to track progress and implementation of grant-funded projects.
• Maintain a highly organised document management system in hardcopy and electronic, ensuring projects meet any donor’s record keeping requirements.
• Ensure partnerships with NOs and donors are effectively managed to achieve productive and successful relationships. This includes arranging donor/NO fields visits in collaboration with the Communications staff.
• Working closely with the Program Manager(s), ensure timely preparation of partner agreements.
• Convene periodic grants management meetings with PU/Program Managers, Program Specialists, Implementation Managers and other relevant staff to ensure grant integration across PUs/Program Offices.
• Conduct monitoring and support visits to grant projects as needed to resolve grant management issues.
• Ensure all relevant staff, including incoming staff, receive copies of all documentation (grant proposals, budgets, reports, evaluation reports etc.)

Knowledge, Skills, Behaviours, and Experience Required to Achieve Role’s Objectives:

Knowledge & Experience
• Proven experience in grant and financial management in NGOs and preferably also in emergencies.
• Extensive experience in developing proposal and budget formulation
• Understanding of multiple donor policies and procedures particularly ECHO, OFDA, Start Network, DEC, DFATD, SIDA, and UN Agencies
• Ability to undertake strategic and programme planning
• Proven ability to maintain strong NO/donor relations
• Proven experience in developing grant management procedures during an emergency response
• Proven experience of incorporating gender issues in to funding submissions.

Skills
• Ability to coordinate and organise within a fluid working environment and has a capacity for initiative and decision making with competent analytical and problem solving skills.
• Project management including planning and scheduling, process design, implementation and monitoring and evaluation
• Ability to work independently and as a team player who demonstrates leadership and is able to support and train local and international staff and also able to work with disaster affected communities in a sensitive and participatory manner.
• Well-developed written and oral communication skills. Able to communicate clearly and sensitively with internal and external stakeholders as a representative of Plan, including proven networking skills.
