PEPFAR NOFO: Enhancing Eswatini’s Ministry of Health for HIV/TB Sustainability

The United States Department of Health and Human Services is seeking grant applications to reduce HIV and TB incidence and mortality in global settings through data-driven programs and strengthened public health systems.
Purpose
- The purpose of this NOFO is to enhance the Eswatini MOH’s role and capacity to strengthen internal systems, structures, and processes toward a sustainable and resilient HIV/TB response. It focuses on improving leadership and governance, financial resource mobilization and management, and workforce planning and performance.
Focus Areas
- You should focus on building organizational capacity in three areas:
- Leadership and governance.
- Resource mobilization and financial management.
- Workforce planning and performance management.
- Specifically, they expect you to use evidence-based approaches to help:
- Strengthen the MOH’s governance structures, oversight functions, and operational processes to effectively lead and coordinate the strategic objectives of the HIV response.
- Facilitate resource mobilization and use for the HIV response through improving financing, stewardship mechanisms, visibility, and stakeholder engagement.
- Foster a responsive health sector workforce that is well-coordinated, trained, and equipped through data-driven planning and enhanced performance management.
- Robust capacity in these organizational domains will position the MOH to nimbly adapt to emerging issues in the HIV/TB response and address related public health threats.
Funding Information
- Expected total NOFO funding for Year 1: $2,000,000
- Expected number of awards: 1 to 2. The number of awards is subject to available funds and program priorities
- Duration: They plan to award projects for five 12-month budget periods for a five-year period of performance.
Eligible Activities
- Strengthen MOH leadership and governance to lead the response to HIV/TB and related public health threats focused on national and regional levels.
- Enhance MOH capacity to mobilize and effectively manage financial resources for sustaining the HIV/TB response.
- Optimize MOH HRH planning and performance management for HIV/TB and related service delivery.

- Public and state-controlled institutions of higher education
- Native American tribal governments (federally recognized)

- Native American tribal organizations, other than federally recognized tribal governments
- Nonprofits having a 501(c)(3) status, other than institutions of higher education
- Nonprofits without 501(c)(3) status, other than institutions of higher education
- Private institutions of higher education
- For-profit organizations other than small businesses
- Small businesses
- Foreign or non-U.S. based entities.
