Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

IntroductionIntroduction : general information about the context in which the official will work:
The ILO is providing a technical assistance to the South African Government in the planning, coordination and monitoring of the Expanded Public Works Programme (EPWP), which is one of its flagship programmes aimed at combating persistent unemployment, inequality and poverty particularly among the historically disadvantaged people. The EPWP is one of the largest public employment programmes in the world and implemented in four sectors: infrastructure, environment and culture, social and non-state (Not for Profit) sectors. It’s greatest strengths include leveraging public infrastructure investments to maximise employment and employability through technical and entrepreneurial skills development as well as to improve service delivery for the vulnerable sections of the community. 
The ILO provides support in building capacity of public implementing bodies and private sector service providers towards the effective coordination and implementation of EPWP as well as in the developing   technical and managerial procedures and processes for application of employment intensive approach in line with international good practices. The ILO also supports the development of local training capacity for Employment Intensive technology and promotes energy resilient construction techniques as well as research and development on innovative and transformative infrastructure delivery. 
The ILO has deployed two teams of qualified engineers, one at National Department of Public Works and Infrastructure (DPWI) and the other based in Limpopo Province. The Limpopo Team is keen to also unlock the job creation potential of the Human Settlements sub-sector which sees the annual construction of upwards of 10,000 low cost state (Reconstruction and Development Programme (RDP)) houses with less than 1,800 jobs reported. The project also intends to ensure that the EPWP practices are environmentally friend and sensitive to and mitigate Climate Change. It also intends to identify and assist stakeholders to exploit current and future job opportunities in the Green Economy. The National Officer Human Settlements and the Green Economy (NO-HSG) will be joining the team at the Limpopo Department of Public Works Roads and Infrastructure (LDPWRI) and will be based Polokwane. Reporting lines
Under the overall responsibility and supervision of the Director ILO Country office for South Africa, Botswana, Lesotho and Eswatini, as well as the guidance of the ILO Chief Technical Advisor (CTA) in Polokwane, the incumbent of the position will be responsible for supporting the implementation of the infrastructure, Environment & Culture and Social Sector components of the Expanded Public works programme (EPWP) in Limpopo province. 
In order to provide a coordinated input and ensure delivery of the project, the incumbent will work closely with EIIP Specialist attached to the ILO Decent Work Team in Pretoria, staff from other ILO supported projects operating in South Africa, LDPWRI and its EPWP Chief Directorate led by the Chief Director, Limpopo Department of Agriculture and Rural Development which leads the EPWP’s Environment & Culture Sector as well as the Limpopo Department of Cooperative Governance, Human Settlements and Traditional Affairs (CoGHSTA) and Limpopo Economic Development, Environment and Tourism (LEDET). Description of DutiesThe NO-HSG will support the implementation of the infrastructure, Environment & Culture and Social Sector components of the EPWP with a special focus on Job Creation in Human Settlements and the Green Economy.
More specifically, NO-HSG will carry out, but not limited to, the following duties:
Analyse the Construction Sector Value Chains and make recommendations on how job creation can be increased across the same; Produce a Document that analyses the Human Settlements’ sub-sector and recommending how low level Job creation can improved in the sub-sector’s value chains; Produce a Document that analyses the Limpopo Province’s Green Economy and recommending how Job creation can improved in the sub-sector’s value chains;Assess the EPWP infrastructure, Environment & Culture and Social Sectors to identify skills under threat and those skills needed in the medium and long term in the context of sustainable development; Coordinate and participate in carrying out capacity needs assessment and develop a comprehensive plan for technical assistance; Assisting in developing provincial strategy for greening EPWP; Participate in the development of a guidelines on climate proofing of road and building sub-sectors; Actively Support the CoGHSTA in unlocking their job creation potential in Human Settlements development; Support the Environment & Culture Sector and assist in the development of their plans, identification and formulation of new and innovative projects; Support the Social Sector and assist, on demand, in the development of their plans, identification and formulation of new and innovative projects, Assist in preparing periodic and ad hoc reports on the status of the ILO technical assistance to EPWP and interventions in the social and environmental sectors Perform other relevant duties as required.
Required qualificationsQualifications requirements: education, language, experience and competencies.
EducationFirst level university degree (Bachelor’s or Equivalent) in Economics, environmental economics / engineering or other related fields. A Qualification in natural resources management, climate change, or related disciplines with expertise in social analysis will be added advantage
ExperienceMinimum of three years of professional experience in Infrastructure, building construction sub-sector, environmental sector, economic and social development planning or related areas. Experience in the EPWP and in particular in implementing programmes within Limpopo EPWP will be an asset.
LanguagesExcellent command of English is required and the ability to speak at least one of the local languages is considered an asset.
Competencies
Good knowledge of housing/infrastructure economics and/or environmental economics and/or the green economy. Economic evaluation of development projects. Report writing. Good knowledge of PC software (including word processor and spreadsheets) such as Microsoft Office. Ability to interpret and work within applicable rules, regulations, policies and procedures. Ability to adapt quickly to new software and systems. Analytical skills.
