Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

IntroductionIntroduction: general information about the context in which the official will work:
The ILO is providing a technical assistance to the South African Government in the planning, coordination and monitoring of the Expanded Public Works Programme (EPWP), which is one of its flagship programmes aimed at combating persistent unemployment, inequality and poverty particularly among the historically disadvantaged people. The EPWP is one of the largest public employment programmes in the world and implemented in four sectors: infrastructure, environment and culture, social and non-state (Not for Profit) sectors. It’s greatest strengths include leveraging public infrastructure investments to maximise employment and employability through technical and entrepreneurial skills development as well as to improve service delivery for the vulnerable sections of the community. 
The ILO provides support in building capacity of public implementing bodies and private sector service providers towards the effective coordination and implementation of EPWP as well as in the developing   technical and managerial procedures and processes for application of employment intensive approach in line with international good practices. The ILO also supports the development of local training capacity for Employment Intensive technology and promotes energy resilient construction techniques as well as research and development on innovative and transformative infrastructure delivery. 
The ILO deployed two teams comprising of engineers and support staff, one at National Department of Public Works and Infrastructure (DPWI) and the other based in Limpopo Province. The National Officer Field Technical Training (NO-FTT) will be joining the team at the Limpopo Department of Public Works Roads and Infrastructure (LDPWRI) and will be based Polokwane.
Reporting lines
Under the overall responsibility and supervision of the Director ILO Country office for South Africa, Botswana, Lesotho and Eswatini, as well as the guidance of the ILO Chief Technical Advisor (CTA) in Polokwane, the incumbent of the position will be responsible for supporting the implementation of the infrastructure component of the Expanded Public works programme (EPWP), with a special focus on coordinating and managing all Technical Training initiatives related to mainstreaming employment intensive approach in the development and maintenance of Provincial, District and National Roads in Limpopo Province as well as other infrastructure works including Buildings, Water and Wastewater Works.  He /She will also support the LDPWRI in building training capacity for labour-based technology as well as the implementation of the EPWP in Limpopo province. 
In order to provide a coordinated input and ensure delivery of the project, the incumbent will work closely with EIIP Senior Specialist attached to the ILO Decent Work Team in Pretoria, staff from other ILO supported projects operating in South Africa, the EPWP Regional Technical Support unit (Infrastructure), LDPWRI and its EPWP Chief Directorate led by the Chief Director as well as the Waterberg Technical Vocational Education and Training (TVET) College.
Description of DutiesThe NO-FTT will support, in the main, the implementation of the infrastructure component of the EPWP with a special focus on the coordination and management of all Technical Training related to EI approach.
More specifically, under the guidance of the CTA, the NO-FTT will carry out, but not limited to, the following duties:
Advise implementing partners in the planning, coordination and implementation of EI training initiatives, under the provincial EPWP, in a manner that increases productivity and effectiveness of project delivery; Coordinate and participate in the carrying out Training needs assessment targeting implementing bodies, private sector, youth, women and PWDs participating in the EPWP;  Develop Provincial EPWP Training Plans; Updating and development of Training Materials; Participate in the  training of EPWP Infrastructure sector Officials involved in coordinating and managing the EPWP in Provincial Departments and Municipalities as well as  private sector officials involved in implementing EPWP roads and other infrastructure or non-infrastructure projects; Coordinate and undertake national, regional and international Training activities as delegated; Participate in the design and monitoring of field trials and quality assurance of infrastructure works to ensure productivity, quality and effectiveness in the delivery of employment intensive infrastructure projects; Provide necessary technical support and mentorship to the emerging entrepreneurs to be trained under the Provincial Contractor Development Programme; Support the all activities related to the establishment of the Provincial Labour Intensive Training Centre; Provide support other EPWP Sectors and Government Entities including Departments and Municipalities as delegated; Support all EPWP related training activities at the Waterberg TVET College; Create and maintain good working relationship and partnership with high learning and research institutions, local TVET colleges as well as sectoral training providers in order to improve quality and sustainability of EI training in the province  Assist in preparing periodic and ad hoc reports on the status of the ILO technical assistance to EWPWP and training interventions, and Perform other relevant duties as required.
Required qualificationsQualifications requirements: education, language, experience and competencies.
EducationFirst level university degree (Bachelor’s or Equivalent)
 in Economics, environmental economics / engineering or other related fields. A Qualification in natural resources management, climate change, or related disciplines with expertise in social analysis will be added advantage
ExperienceMinimum of three years of professional experience in Infrastructure, building construction sub-sector, environmental sector, economic and social development planning or related areas. Experience in the EPWP and in particular in implementing programmes within Limpopo EPWP will be an asset.
LanguagesExcellent command of English is required and the ability to speak at least one of the local languages is considered an asset.
CompetenciesDemonstrated ability in Technical Training; Development of Online self-paced Training packages and webinars; Proven Technical/Training Report writing skills; Knowledge of Engineering or built environment design;Knowledge of Project/Construction Management practice; Ability to influence attitudinal changes in partners towards the use of labour intensive methods; Must have a flair for public speaking to large heterogeneous audiences; Ability to work independently with a minimum of supervision; and Good computing skills, at least in Microsoft (MS) Office including MS Word, MS Excel, MS PowerPoint, MS Project; Computer Aided Design software. Ability to interpret and work within applicable rules, regulations, policies and procedures. Ability to adapt quickly to new software and systems. Analytical skills. Good drafting skills. Ability to maintain effective working relationships with key stakeholders. A high degree of discretion with sense of responsibility in dealing with confidential matters. Interpersonal skills, tact and diplomacy when dealing with others. Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes. Ability to work with confidential material and maintain high standards of ethical conduct. Good organizational skills. Ability to communicate effectively both orally and in writing. Ability to justify requirements and approaches to problem resolution, and ability to negotiate. Ability to work on own initiative as well as a member of a team. Ability to supervise staff. Recruitment process
