Context:Under the direct supervision of the Regional Director for North Africa and the Middle East (MENA), and technical oversight of the Head of the Immigration and Border Management (IBM) Division at Headquarters (HQs) in Geneva, the successful candidate will be accountable and responsible for the monitoring and analysis of regional thematic trends; policy and technical support to development and implementation of on-going and new IBM programming in the region; facilitation of regional cooperation in the field of IBM and through engagement of UN and regional actors; review and endorsement of projects related to their thematic area of expertise in the region in the area of Immigration & Border Management (IBM). The IBM Regional Thematic Specialists (RTS) will help promote and streamline existing and novel institutional guidance in key strategic areas – globally and regionally – and in line with Sustainable Development Goals (SDGs), Global Compact for Migration (GCM), IOM’s Constitution and Strategic Vision and the MENA regional strategy.
Core Functions / Responsibilities:The IBM RTS will serve as an expert resource for Immigration & Border Management programming in the region in support of IOM Missions and Offices as well as to IBM HQ, as needed. In particular he/she will:
1. Act as a thematic resource person providing technical and advisory support to Country Offices (COs) in the region through training, advisory support (policy and technical), mentoring, implementation support and backstopping.
2. Contribute to building the capacities of IOM staff in the thematic area through a combination of formal training and on the-job mentoring.
3. Aligned with relevant SDG and GCM objectives and IOM’s Capacity-Development forMigration Management (CD4MM) framework, assist Missions and Offices in developing, implementing and monitoring IOM’s IBM strategy and activities in the region, including, but not limited to, opportunities arising from regional and sub-regional discussions among the concerned governments.
4. Review, endorse and track IBM project proposals and reports developed by COs in the region, and provide regular updates to the concerned HQs Division on projects endorsed. Apply quality control by ensuring that all endorsed projects (and reports) are:a. Consistent with the IOM Constitution, IOM Strategy, IOM strategic vision and MENA regional strategy and other Organization’s policies, thematic guidelines and manuals and any relevant national and/or regional strategies;b. Coherent, relevant, and feasible, and take into account good practices in the field of Immigration and Border Management;c. Developed according to IOM’s project development procedures as established in the IOM Handbook on Project Development.d. Compliant with IOM’s rights-based approach (RBA) and principles of gender mainstreaming
5. In coordination with HQ and other thematic areas, as needed, promote, lead and/or support the CO development of initiatives for national authorities to implement and enhance their admission and readmission policy, practice and inter-state cooperation, including in the following areas: visas and permits, admission and regularization policies, case management systems, identity verification, consular coordination and the timely provision of information, with close links to IOM’s Legal Identity Agenda and in line with IOM’s Return, Readmission and Reintegration (RRR) policy and GCM’s Objectives 5 and 21.
6. Promote up-take, roll-out and mainstreaming of Essentials of Migration Management (EMM) 2.0 as the flagship training mechanism, as relevant to IBM programming, in line with DC4MM framework and in synergies with Africa Capacity-Building Center (ACBC).
7. Continue supporting and enhancing IOM’s strategic partnership with Naif Arab University for Security Sciences (NAUSS) in the field of IBM, in close coordination with Kingdom of Saudi Arabia Liaison Officer and Chief of Mission (CoM), including through joint projects, regional and international training events and workshops, exchange of expertise, study visits etc.
8. Continue enhancing collaboration on IBM topics with the UN family agencies (International Civil Aviation Organization (ICAO), United Nations Office of Counter-Terrorism (UNOCT)/ Controller Configuration Tool (CCT), United Nations Office on Drugs and Crime (UNODC), International Maritime Organization (IMO), Office of the United Nations High Commissioner for Human Rights (OHCHR)) and UN Migration Network, regional entities (Arab Interior Ministers’ Council/AIMC) and partner regional agencies (Frontex) to galvanize MENA states’ engagement in IBM through regional platforms and initiatives.
9. Identify emerging issues relevant to the IBM thematic area and contribute to the development of thematic policy and reports. Monitor developments in the thematic area and assist IOM Missions/Offices in the region in project development and implementation in close collaboration concerned stakeholders in CO, RO and HQ. Support the COs without IBM programming in government engagement and resource mobilization, as needed, toward establishment of IBM initiatives and programming (especially in the Gulf sub-region).
10. Promote and ensure cross-thematic and synergized RO support to COs, from advisory and technical support to development and roll-out of capacity-development tools and implementation of RO-led regional initiatives, including but not limited to with Migrant Protection and Assistance (MP) in the field of RRR and Migrant Health (MHD) in the field of Points of Entry and Health, Borders and Mobility Management.
11. Develop regional and multi-country programmes and projects in the IBM thematic area to be implemented by field missions, in close coordination with all concerned in COs, other ROs and HQ.
12. Participate in and actively contribute to IOM’s network of Regional Thematic Specialists (RTSs) globally, analyze and share best practices with relevant HQs Divisions and COs.
13. Develop regional IBM thematic guidance notes, information sheets and policy documents in coordination with the Regional Policy and Liaison Officer (RPLO), COs and relevant HQs Division(s).
14. Provide IBM thematic guidance to Project Managers through sharing information with the Country office (COs) at the regional level and providing general technical support upon request from the Field in coordination with concerned entities.
15. Ensure the delivery of quality thematic training/workshops to governments as required by COs in the region.
16. Help ensure responsive and professional technical support to governments/administrations, and IOM Missions/Offices through, among other activities, development and provision of information resources and training, border and migration management assessments and chairing or presentations in conferences.
17. Represent IOM in the region by actively participating in conferences, workshops and meetings related to the thematic area of expertise, as required by the Regional Director. Develop synergies and partnerships with other agencies active in the specific technical programming areas as well as with potential donors.
18. Perform such other duties as maybe assigned.
Required Qualifications and Experience:
Education• Master’s Degree in Political and Social Sciences, Migration Studies, International Relations, Law or a related field from an accredited academic institution with seven years of relevant professional experience; or
• University degree in the above fields with nine years of relevant professional experience.
Experience• Experience in the field of migration issues, including in policy development, operations and implementation, IOM project development, and management;• Demonstrated expertise in thematic areas relevant to IBM project development listed above required;• Experience in running large IBM projects and programmes, delivering IBM-related training/workshops to Government officials required;• Experience in liaising with governmental authorities – national and regional – other national/international institutions, the UN and non-UN inter-state actors and NGOs; and,• Government service in the thematic area a distinct advantage.
Skills• Knowledge of monitoring and evaluation;• Effectively interfaces with government officials of appropriate level on matters related to substantive migration (Immigration and Border Management) issues and the work of IOM;• Effectively applies knowledge of migration (Immigration and Border Management) issues within organizational context. In particular the selected candidate’s technical expertise will include:• National migration management strategy approach;• Border management practice including border guarding;• Travel and identity documents, including ID cards and passports;• Combating smuggling and irregular migration;• Migration and criminal investigation functions;• Migration and security including terrorism;• Integrated border management;• Identity management solutions and cooperation with civil registry;• Biometrics and other technology issues related to migration & border management, including travel documents and entry & exit Border management Information Systems;• International standards and practices in the above, and related, areas of migration management;• Related training, including policy, legal areas and coordinated migration governance.
LanguagesIOM’s official languages are English, French, and Spanish.External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).For all applicants, fluency in English is required (oral and written).
